Start by checking that the right account owns the game, then restart and update Windows and the Store before trying repairs that can remove app data or trigger a large download.
This guide is for Forza installations on Windows through Microsoft Store or the Xbox app for PC. Xbox console installs follow a different path. Steam installs use Steam’s download and file-verification tools, even though some Forza features may still use Xbox services. Requirements and availability can differ among Forza Horizon 4, Horizon 5, Horizon 6, and Forza Motorsport.
Identify where the installation is failing

Check the game entitlement and account first
- Open Microsoft Store, select the account icon, and verify that it is the account that purchased the game or holds the relevant subscription.
- Open the Xbox app and check that it is signed in to the same Xbox/Microsoft identity.
- In Microsoft Store, open Library and look for Forza. If you bought it digitally, also check your Microsoft account order history.
- Confirm that the purchase covers the PC version and the base game. Buying DLC does not necessarily include the game itself; a Game Pass entitlement is not permanent ownership.
Microsoft says purchased apps and games should appear in Library or account order history, while missing install options can also reflect region, compatibility, family settings, or authorization restrictions. See Microsoft’s guidance for finding and installing Store purchases. A Game Pass game may remain visible after a subscription expires or a title leaves the catalog, but that does not mean the subscription still grants access. A delisted title may remain downloadable for existing owners even if new purchases are unavailable.
If Store shows that you own the game but the Xbox app says “Buy,” do not buy it again yet. Compare the signed-in accounts, check order history, and verify whether the purchase included PC access or whether you were relying on a subscription.

Try the low-risk fixes
Restart Windows
Save your work and select Start > Power > Restart. After Windows restarts, reopen Store and the Xbox app and try again. A restart is particularly important after a Windows update; Microsoft recommends restarting before trying Store installation again. See Microsoft’s Store installation troubleshooting guide.
Install available Windows, Store, Xbox, and Gaming Services updates
- Go to Start > Settings > Windows Update > Check for updates. Install available updates and restart when prompted.
- Open Microsoft Store and select Library > Get updates. Update the Xbox app and related components if updates are offered.
- Search Microsoft Store for Gaming Services and select Update if available. Restart Windows afterward.
In Windows 11, you can check Gaming Services under Settings > Apps > Installed apps > Gaming Services > Advanced options. Do not treat a version requirement announced for one game or incident as a permanent requirement for every Forza title. For example, Forza’s June 2026 guidance specified a Gaming Services minimum for a particular Forza Horizon 6 update-related incident; consult the official Forza announcement for that title-specific case.

Reset the Store cache with wsreset.exe
- Press Windows key + R.
- Type
wsreset.exeand press Enter. - Wait for the blank Command Prompt window to close. Microsoft Store should reopen automatically.
- Sign in again if needed, then retry the install.
This supported cache reset does not require deleting installed games. It is different from resetting a Windows app, which may clear app data or sign-in state. Microsoft documents the method in its Store troubleshooting steps.
Repair Store, Xbox, and Gaming Services
Try Repair before Reset; Repair is the less disruptive option. In Windows 11:

- Open Settings > Apps > Installed apps.
- Find Microsoft Store, select … > Advanced options, then choose Repair.
- Retry the installation. If it still fails, return to the same screen and choose Reset.
- Repeat the Repair-then-Reset sequence for Xbox, then Gaming Services, testing between apps where practical.
Reset can remove app data or require you to sign in again. Windows 10 may label the page Apps & features instead of Installed apps. Microsoft’s instructions for these options are in Fix problems with apps from Microsoft Store.
Run the Gaming Services Repair Tool
For an install through the Xbox app, Gaming Services is an important dependency. If updating and repairing it did not help, use the official Xbox Gaming Services Repair Tool. Open the Xbox app and check its profile or settings area for the repair option, or follow the instructions on Xbox Support. Run the repair, restart Windows, and retry Forza. The tool can repair service registration without resetting Windows, but the outcome depends on the underlying fault. Forza support has also recommended it for specific profile-loading and Gaming Services issues, as in this official Forza update discussion.

Check the drive, free space, and device limits
- Make sure the target drive has room for the full game, updates, and temporary download files; download size and final installed size are not necessarily the same.
- Avoid a disconnected, nearly full, encrypted, or intermittently available drive. Check whether another install or update is using it.
- If the Xbox app offers a location choice, test its default
C:XboxGamesfolder, especially if installation fails only on another drive. Forza support documented that folder as a workaround for a specific Forza Horizon 5 Store issue, not as a universal requirement: the Forza community thread. - Check Windows date, time, and time zone settings; set them automatically if they are wrong. Temporarily disable a VPN or proxy for a controlled test, or try another network if the download stalls.
- Check for Microsoft or Xbox service outages. If testing whether antivirus or firewall software is interfering, do so briefly and restore protection immediately; do not leave security software disabled.
Store installation can also be restricted by Windows version or device compatibility, region, family settings, account authorization, or a pending restart. Microsoft’s installation guidance covers these categories. If the Microsoft account has reached its device limit, remove an old device only if you no longer need it: Microsoft’s cited guidance describes a maximum of 10 devices. Microsoft Store deployment errors can be reused across different failures. Record the exact code and wording, but treat them as clues rather than definitive diagnoses.

- Immediate stop: Check for partial package state, the target drive and folder, Gaming Services, and account/device authorization.
- 0x80073CF3 or similar: Investigate package state, dependencies, pending updates, account, and device. There is no single fix established by the code alone.
- 0x80073CFB: Some Forza community reports describe Gaming Services removal and reinstallation as a workaround, but that is anecdotal and version-dependent. Prefer the Repair Tool and app repair/reset first; see the Forza discussion.
- Buy instead of Install: Return to account and entitlement checks; a cache reset cannot grant a missing license.
Use PowerShell only as a last-resort Gaming Services reinstall
This is an advanced, community-reported escalation, not Microsoft’s first-line Store fix. Try updates, app Repair/Reset, and the official Repair Tool first. The command can affect Gaming Services for all Windows users, may require administrator access, and may behave differently across Windows builds. Create a restore point or system backup before proceeding. Do not edit the registry or delete WindowsApps contents.
- Open PowerShell as an administrator.
- Run
Get-AppxPackage Microsoft.GamingServices | Remove-AppxPackage -AllUsers. - Restart Windows.
- Open Xbox or Microsoft Store and install Gaming Services when prompted.
- Restart again, then retry Forza.
If Gaming Services does not reinstall or the command returns an error, stop rather than trying registry workarounds; contact Xbox Support.
Reinstall Forza only after checking the other layers
Before uninstalling, confirm that the correct account can download the game from Library, note the error code and take a screenshot, and verify available space and a stable connection. Check whether other Store or Xbox games install. Reinstalling Forza can require a large redownload and will not resolve a licensing, Store, or Gaming Services failure. Do not delete local save data: cloud-save synchronization is account- and sync-state-dependent, and an interrupted sync can create additional risk.
When to contact Microsoft, Xbox, or Forza Support
Escalate if several Store/Xbox games fail, the same error remains after updates and repairs, a confirmed purchase is absent from Library, the failure began with a game or service update, or the game fails while loading a profile or cloud save. For purchase, Store, or device authorization issues, use Microsoft Store purchase troubleshooting. For Xbox app and Gaming Services faults, use Xbox Support. For a Forza-specific incident, check official Forza support channels.
