Are FPS Games CPU Intensive? How to Tell Whether Your PC Is CPU-Bound

Competitive FPS games can lean on the CPU at low settings and high frame rates, but resolution, scene and hardware determine the real bottleneck.

Some FPS games are CPU-intensive, especially when chasing very high frame rates on low or competitive settings. But the genre is not automatically CPU-bound: at high resolutions or demanding visual settings, the graphics card can be the limit instead. What matters is the game, scene, hardware, settings and frame-rate target.

What does “CPU-intensive” mean?

High CPU usage and a CPU bottleneck are not the same thing. A game is CPU-bound when the processor cannot prepare work for the graphics card quickly enough, limiting frame rate or frame time. Microsoft’s explanation of CPU and GPU boundedness emphasizes that the limiting component can change with the hardware, settings and scene.

Total CPU usage can hide the problem. A game may depend heavily on one main thread while other cores are lightly used, so overall utilization can look modest even when that thread is holding back performance. Conversely, high CPU usage alone does not prove that the CPU is the frame-rate limit. Compare frame times and GPU activity, then test whether reducing GPU workload changes performance.

Why high frame rates put more pressure on the CPU

At higher frame rates, each frame has a smaller time budget. These figures are the mathematical conversion of 1,000 milliseconds divided by the target FPS:

A processor that can sustain a game at 100 FPS may not be able to prepare frames fast enough for 240 FPS, even if the GPU has capacity left. The CPU handles work such as game simulation, player and entity updates, physics, collision checks, visibility, input coordination and preparing rendering commands. AI and physics can add to that load; excessive draw submissions can also create CPU-side overhead. Microsoft discusses these issues in its Windows game performance guidance, which is aimed at developers rather than a universal limit for every game.

Which FPS games are most likely to be CPU-limited?

Competitive shooters at high FPS

Games such as VALORANT, Counter-Strike 2, Overwatch 2 and Rainbow Six Siege are often played with reduced visual settings and high frame-rate targets. Lowering settings can make the GPU finish its work sooner, leaving the CPU’s per-frame work as the constraint. Riot said in a May 31, 2021 VALORANT developer Q&A that lower-spec systems tend to be GPU-bound while mid- to high-spec systems tend to be CPU-bound. That is an illustration of how the bottleneck can vary by system, not a current benchmark for every machine or game version.

Large-map and action-heavy shooters

Battle royale and large-map games can demand more CPU work in dense areas, large firefights or scenes with many visible objects, players, vehicles and effects. Microsoft’s Fortnite DirectX 12 discussion describes heavy action and lowered competitive settings as conditions that can increase CPU pressure. Its comparison reported about 2% higher average FPS and about a 10% average improvement in the slowest 0.1% of frames in the tested DirectX 12 setup, using low settings and view distance set to Far. Those historical results are specific to that test and are not a guarantee for current Fortnite builds or other hardware.

Visually demanding shooters

A shooter with high-resolution rendering, ray tracing, complex lighting or heavy post-processing can be GPU-bound, particularly at 1440p or 4K. The same title can therefore be CPU-limited at 1080p Low and GPU-limited at 4K Ultra. Game genre alone does not tell you which component to upgrade.

Which settings affect the CPU and which affect the GPU?

Settings do not map perfectly to one component in every engine, but these are useful starting points:

More often GPU-heavy Can add CPU load or scene complexity
Resolution and render scale View or object distance
Anti-aliasing and post-processing Object density and world detail
Shadows, reflections and ambient occlusion Number of visible objects
Volumetric effects and ray tracing Effects, simulation, physics, crowds or AI, when the game exposes these controls
Texture quality, especially when VRAM is constrained Some foliage or geometry-detail settings

Reducing resolution or GPU-heavy effects can substantially help a GPU-limited system. If the CPU is already limiting frame production, those changes may do little. Microsoft’s boundedness guidance notes that resolution changes affect GPU workload, while draw distance can reduce CPU workload; the exact result depends on the game and scene.

How to tell whether your PC is CPU- or GPU-bound

Use the same repeatable scene for each comparison: a built-in benchmark, practice range or consistent replay is better than comparing unrelated matches. Record average FPS and frame-time behavior, then make one change at a time.

  1. Check for an artificial cap. Verify the in-game frame-rate limit, V-Sync and driver-level limiter. A cap can leave both CPU and GPU underused even when neither is a bottleneck.
  2. Record a baseline. Note resolution, graphics settings, average FPS, 1% lows if available, GPU utilization, per-core CPU use, temperatures and clock speeds. A frame-time graph helps reveal spikes hidden by an average.
  3. Lower resolution or render scale substantially. Keep CPU-relevant settings such as view distance unchanged if possible. A large FPS gain suggests the GPU was limiting performance; little change suggests a CPU limit or another constraint. This is a diagnostic clue, not proof, since bottlenecks can vary by scene.
  4. Watch per-core CPU and GPU activity. A GPU that is not near its practical workload limit while frame rate is below target, especially alongside a saturated game thread, is consistent with a CPU limit. Total CPU percentage alone is not enough. Intel’s game optimization methodology explains how to investigate CPU- and GPU-side limits.
  5. Check frame times, not just averages. At 144 FPS, the frame budget is about 6.94 ms; at 240 FPS it is about 4.17 ms. Look for recurring spikes, and compare CPU or game-thread frame time with GPU frame time if your tool exposes them. Microsoft describes per-frame CPU/GPU profiling in its DirectX profiling documentation.
  6. Repeat with background work disabled. Close unnecessary browser tabs, recording, overlays and other demanding tasks, then compare. If you stream, test both with and without streaming to see whether encoding or other production work changes the result.
  7. Inspect clocks and temperatures. A component that is thermally or power limited may perform below its expected level. Low GPU utilization can also result from a frame cap, a light scene, a power limit or misleading monitoring intervals, so interpret it with the other evidence.

A frame-rate cap can reduce unnecessary work, heat and power draw, and may make frame pacing steadier. Compare the result with your display’s refresh rate and how the game feels: the smoothest or most efficient cap is not automatically the lowest-latency choice.

Should you upgrade the CPU or the GPU?

Choose based on the limit you measured and the experience you want, not on a blanket claim that shooters need one particular component.

Your situation Likely priority Why
1080p competitive settings, aiming for 200–360 FPS; lowering resolution barely helps and the GPU has headroom CPU The system may be limited by the game’s main thread or other CPU-side work.

For high-refresh shooters, a CPU upgrade is most compelling when the GPU is underused, the desired frame rate exceeds what the CPU can sustain, or frame-time consistency improves with stronger CPU performance. For high-resolution or visually demanding play, prioritize the GPU when it remains the limit. No CPU upgrade will help much if the game is capped, the GPU is already fully loaded, or the problem is caused by another system constraint.

CPU choice is not just a core-count comparison. Per-core performance, sustained boost behavior, cache, memory latency and enough capacity for background tasks can all matter. More cores may help with multitasking and streaming, but they do not automatically improve FPS if the game is held back by one main thread. Laptop performance also varies with cooling, power limits and operating mode, so a processor name alone does not establish how fast a particular laptop will run.

When low FPS is not a CPU bottleneck

Separate local rendering problems from symptoms that feel similar:

  • Low FPS: the local PC is not producing frames quickly enough; investigate frame times and component load.
  • Stutter or hitching: frame times are inconsistent. Shader compilation, asset streaming, drivers, memory pressure, thermals or background work may contribute.
  • Rubber-banding, packet loss or delayed hit registration: investigate the connection and server rather than assuming a local CPU limit. Riot’s explanation of VALORANT’s 128-tick servers discusses server-side processing separately from local frame rendering.
  • High input latency: rendering rate matters, but synchronization, buffering and the render queue can affect responsiveness too. A higher displayed frame rate does not guarantee proportionally lower end-to-end latency.

Also check memory configuration, including whether RAM is operating in single-channel mode, and ensure the system is not throttling. These are possible contributors, not guaranteed fixes.
