Does the Portal Retro support VR?

What games can it run?
Android provides access to Android games and, in general, emulation applications available for the platform. That establishes the kind of software the device was positioned to use; it does not establish which console generations run well, what frame rates to expect, or whether a particular emulator and game work reliably.
