Yes—but not as a native Xbox feature. You can run Windows 98 inside the DOSBox Pure emulator on an Xbox Series X in Developer Mode, then try compatible classic PC games. You can use DOSBox Pure through RetroArch or install a standalone DOSBox Pure UWP app; either way, you supply the Windows 98 and game media.
What you need to run Windows 98 on Xbox Series X
- An Xbox Series X set to Developer Mode. Both RetroArch’s Xbox instructions and the standalone DOSBox Pure UWP project require it; RetroArch describes the Microsoft Developer Mode fee as a one-time fee.
- Either RetroArch for Xbox with its DOSBox Pure core, or the standalone DOSBox Pure UWP app. RetroArch’s documentation says there is no official Retail version and disclaims involvement with derivative Retail builds on the Microsoft Store.
- A Windows 98 disk image and the installation media or files for the games you want to try. Use only copies you are licensed to use.
- A USB keyboard and mouse are strongly recommended for installation and Windows’ mouse-driven interface. A controller may be enough for some games.
Windows 98 runs within an emulated PC environment; it does not replace Xbox system software or turn the console into a general-purpose Windows PC. Microsoft’s Xbox app compatibility FAQ, published September 17, 2020, says Xbox One apps and games should continue to run at parity on Xbox Series X|S. That is compatibility guidance for Xbox One apps, not a guarantee that every emulator, Windows 98 installation, or game will work.
Choose RetroArch or standalone DOSBox Pure

Choose RetroArch if you want its broader frontend and are comfortable installing the package and dependencies. Choose the standalone app if you prefer a dedicated DOSBox Pure launch path. Both published Xbox setup routes require Developer Mode.
Install and launch Windows 98
- Enable Xbox Developer Mode. Follow Microsoft’s current Developer Mode setup instructions for your console. The DOSBox Pure projects require this mode; do not rely on an unofficial Retail build.
- Install one DOSBox Pure route. For RetroArch, deploy its UWP package and required dependencies using Xbox Device Portal, then enable the DOSBox Pure core. For the standalone route, deploy the project’s MSIX through Device Portal. Follow the selected project’s current package instructions; the exact package and dependency details can change.
- Move your media to accessible storage. Place your legally obtained Windows 98 image and game files somewhere the app can access. DOSBox Pure documents support for hard-disk or floppy images in IMG, IMA, and VHD formats, and CD images in ISO or CUE formats. It can also mount images inside ZIP archives.
- Boot or install Windows 98. Load the disk image in DOSBox Pure and follow the Windows 98 setup process. Windows installation screens are much easier to operate with a keyboard and mouse than with a controller.
- Install a game from CD media when needed. Load the game’s ISO, run its installer, install to a local directory such as C:, then relaunch the image and select the installed executable. For games that span multiple discs, DOSBox Pure documents .m3u and .m3u8 playlists.
- Launch the game and adjust its emulated PC settings if necessary. Depending on the title, start its installed executable or select a supported executable, COM, or BAT file. Change CPU emulation or cycles only when a game’s behavior calls for it.
Will Windows 95 and Windows 98 games work?
Some may; there is no supported-game count or universal compatibility guarantee in the published documentation. DOSBox Pure supports launching executable formats including EXE, COM, and BAT, but that alone does not ensure a game will run. Results depend on each title’s graphics, sound, copy-protection, and input requirements.

DOSBox Pure exposes emulated CPU choices including 386, 486, and Pentium (slow). Its documentation specifically identifies some Windows 95 and Windows 3.x games as cases that may need Pentium (slow) emulation. A Windows 98 game may also require experimentation, so treat compatibility as title-by-title rather than assuming the operating system’s successful installation means every game will work.

Try a different CPU setting
If a game refuses to start or behaves incorrectly, test the available CPU emulation choices. Pentium (slow) is specifically documented as useful for some Windows 95 and Windows 3.x games; it is not a universal setting for all Windows 98 titles.

Adjust cycles in small steps
Libretro’s DOSBox documentation cautions that too few CPU cycles can make gameplay slow, while too many can cause sound crackling and poor performance. There is no published universal cycle value for Xbox Series X or a guaranteed setting for each game, so adjust for the individual title and listen for audio problems as well as watching for sluggish gameplay.
Use the right input for the job
A gamepad can work well for titles designed around a controller, but Windows setup and mouse-heavy games are easier with a USB keyboard and mouse. DOSBox Pure’s Xbox project lists gamepad, keyboard, and mouse input, while Libretro documents keyboard controls and an emulated mouse for its DOSBox core.
