“Virtual table game” describes how a game reaches a player, not one specific way its result is produced. A blackjack or roulette round may be resolved by software, dealt or spun at a physical table and streamed live, or run at a live dealer station with wagers made on separate electronic terminals. The key distinction is between the source of the outcome, the player-facing interface, and the controls that oversee the game.
What does “virtual table game” mean?
It is an umbrella term for table games played through a digital interface. That interface might display a software-generated round, show a live video feed of a physical game, or connect a player’s electronic terminal to a physical dealer station. The word “virtual” alone does not tell you which setup is in use.
To understand a particular game, separate three questions:
- What produces the result? Software, such as a random number generator (RNG), or physical equipment such as cards or a roulette wheel.
- What does the player interact with? A game client, a live video stream, or an electronic terminal.
- What controls apply? Software testing and monitoring, physical-equipment and access controls, surveillance, or a combination of these.
Those parts are connected, but they are not interchangeable. A video feed shows a physical process; it does not by itself establish how the game is controlled or how wagers and results are recorded.

How do the three main formats work?

RNG-driven blackjack or roulette
In an RNG game, software generates values and applies the game’s rules to produce a result. The visible cards, wheel, or table may be rendered on screen, but the outcome comes from the software rather than a physical dealer’s equipment. The UK Gambling Commission’s RTS 7 standard, last updated May 7, 2024, requires outcomes to be acceptably random and unpredictable, fairly mapped to game results, and not subject to compensated or adaptive behavior that changes outcome probabilities during play.
New Zealand’s minimum standards, on a page accessed October 3, 2026, specify cryptographically secure software pseudo-random number generators and integrity monitoring. They also require immediate deactivation of an affected game when an RNG anomaly, degradation, or failure is detected.

Live dealer blackjack or roulette
Here, the result comes from a physical game: a dealer handles cards or a roulette wheel is spun. Cameras capture the table, and a provider’s app or website shares the play live with remote participants. The Michigan Gaming Control Board described this arrangement in its July 21, 2021 announcement authorizing a provider to offer live dealer games in Michigan; that announcement explains the format, not general availability or legality elsewhere. The stream is the player’s view of the physical process. Oversight also concerns the equipment and people behind that view. New Zealand’s minimum standards require commercial-casino-quality equipment, access controls, and controls including video surveillance to record dealer activity. A visible feed is not, on its own, proof of fairness.

Hybrid and electronic tables
A hybrid table combines a physical dealer station with electronic player terminals. The dealer’s physical game determines the result, while terminals let individual players wager and receive the result. Missouri’s approved hybrid table games page says terminals display results and automatically reconcile wagers. That makes the format distinct from both an RNG-only game and a conventional live video table where actions are made through the stream.
How are fairness and game integrity assessed?
Controls depend on how a game produces its outcome. “Random” does not mean that a player should expect to win or lose after a predictable number of rounds; it concerns how outcomes are generated and whether they follow the game’s stated probabilities and rules.

- For RNG games: Standards can address unpredictability, distribution consistent with theoretical probabilities, robust seeding, correct mapping from random values to game results, and integrity monitoring. The UK’s RTS 7 and New Zealand’s minimum standards set out examples of these requirements.
- For software simulating a physical device: New Zealand’s minimum standards require theoretical probabilities to match those of the real device. They also require stated rules to govern results and require game rules, odds, and theoretical return to player (RTP) to be accessible to customers.
- For live dealer games: Physical equipment, staff access, and surveillance matter alongside what is visible on screen. The UK Gambling Commission’s guidance on live RTP monitoring treats physical-device integrity and monitoring as relevant to live dealer games.
These are jurisdiction-specific examples, not a universal rulebook. New Zealand’s casino table-game rules index warns that its consolidated texts do not replace the official Gazette rules. The index lists blackjack as updated in June 2025 and roulette as updated in May 2025; those dates refer to the listed materials, not to a universal update schedule. Check the regulator and currently applicable rules for the market in question.

- Whether the result comes from software, physical equipment, or a hybrid arrangement.
- The game rules, odds, payouts, and theoretical RTP, and whether they match the version of the game being offered.
- For a live game, whether a dealer and physical table are shown, while remembering that the feed is a view rather than a complete account of the controls.
- For a hybrid game, whether wagers are placed at electronic terminals and how results and wagers are shown to the player.
- Which regulator’s rules apply and whether the game is approved for the relevant jurisdiction.
Approval or authorization in one place does not establish availability or legality in another. The Michigan announcement describes a state-specific process at the time it was published in 2021, and the New Zealand rules index itself cautions that its consolidated versions are not the official Gazette texts. Consult the relevant regulator’s current materials for the market concerned.
Why the format matters
Two games can look similar on a phone or computer yet rely on different outcome sources and controls. In RNG blackjack, software resolves the round; in live dealer blackjack, a person deals physical cards; in a hybrid setup, a live dealer station supplies the result while electronic terminals handle player wagers. Knowing which arrangement is in use makes it easier to understand what a displayed result represents, which rules and oversight matter, and what information to look for.
