Ukrainian President Volodymyr Zelenskyy said on 1 October 2026 that Ukraine had used its FP-7 tactical ballistic missile in combat for the first time. He did not identify the location or target, and the announcement and launch footage do not independently confirm an impact or its results.
What did Zelenskyy announce?
Interfax-Ukraine reported Zelenskyy’s statement: “Ukrainian tactical ballistics. FP-7. First combat use. Thank you for the result,” followed by “Next up – production.” Hromadske reported a longer version ending with “Next comes production. Glory to Ukraine!” The wording is a reported translation of his social-media statement, not an independently sourced English transcript. Interfax-Ukraine and Hromadske covered the announcement.
What did the FP-7 hit?
Zelenskyy did not disclose where the missile was used or what it hit. Reuters likewise reported that he gave no location or target. The available launch footage shows a launch, but does not by itself establish an impact, damage, or operational outcome. Reuters’ report does not identify a target.
Ukrinform’s discussion of targets Zelenskyy had previously said were hit in Russian regions concerns earlier statements; it does not establish that any of those targets were struck by the FP-7. Ukrinform should not be read as linking those earlier events to this announcement.

What is the FP-7, and who developed it?
Reporting identifies Ukrainian defense company Fire Point as FP-7’s developer. Ukrainska Pravda reported that Fire Point presented the project at Poland’s MSPO 2025 exhibition and that co-founder Denys Shtilierman released test-launch footage on 27 February 2026. That footage showed the missile launching from a ground platform. The February report described FP-7 as designed for operational strikes against medium-range targets. Strike missile or interceptor?
The role is not presented consistently. Earlier coverage described FP-7 as a weapon for strikes, while Reuters reported on 1 October that Fire Point says it is being developed as a ballistic interceptor within the Freyja European missile-defence programme. These descriptions may reflect different roles or stages of development; the available reporting does not establish a single settled operational role. Reuters attributes the interceptor description to Fire Point.

Is FP-7 the same as Pelican?
The naming link is also unresolved. Hromadske noted that Zelenskyy had previously said a weapon called Pelican was among systems used in a strike on Moscow overnight on 20 September, and that Pelican had been associated with FP-7. It remains unclear whether that was the same FP-7 addressed in the 1 October first-use announcement or another weapon using the Pelican name. The two reports do not establish that they refer to the same missile or use.
