No PGA TOUR Slow-Play Stroke Penalties Since 2017: Does the Policy Need to Change?

The PGA TOUR’s slow-play policy may merit change, but the absence of stroke penalties since 2017 is not, by itself, proof that the policy is failing—or that players are keeping an acceptable pace. The latest penalty identified was a one-stroke penalty to Brian Campbell and Miguel Angel Carballo for a second bad time during the first round of the 2017 Zurich Classic. A better test is whether the rules identify and address unreasonable individual delay while accounting for group and course congestion, and whether the resulting pace data are public.

What does the lack of penalties tell us?

Golf Monthly reported in 2026 that the 2017 Zurich Classic penalty was the latest PGA TOUR stroke penalty for slow play it had identified. That is a fact about penalties, not a measurement of every round since then. A player can receive a bad-time record without a stroke penalty, and the available evidence does not establish that no slow play occurred simply because no later stroke penalty was reported.

Nor does a single round-time statistic settle the question. Golf Monthly reported a 2025 PGA TOUR median round time of 4 hours 46 minutes, compared with an average target of 4 hours 45 minutes. The near match suggests the median was close to that reported target; it does not show that every event, group, or player met an acceptable pace.

The useful policy question is therefore not just whether more players should be penalized. It is whether venue targets are realistic and consistently applied, whether officials can address an individual who is holding up play even when the group is in position, and whether legitimate delays are treated fairly.

How the available PGA TOUR handbook works

The 2024 PGA TOUR Player Handbook sets venue-specific pace charts rather than one universal round-time limit. A following group can be out of position when it exceeds its allotted time and reaches an open par 3, a par 4 before playing from the tee while the hole ahead is open, or a par 5 before all players have teed off while the hole ahead is open. The Rules Committee also reserves discretion to time a group when necessary, or to time an individual it considers unreasonably slow regardless of the group’s position. 2024 PGA TOUR Player Handbook

After a warning, officials may time the group or individual players. The normal allowance for a timed stroke is 40 seconds, with 10 additional seconds in specified situations when a player is first to play. The handbook also defines excessive shot times, absent a valid reason, as more than 120 seconds for the first player or 100 seconds for a subsequent player. These are different measures: the 40-second allowance applies during official timing, while the longer thresholds define excessive time under the handbook.

Bad times and stroke penalties

The penalty ladder explains why a recorded slow-play violation need not produce a stroke penalty immediately. For tournament bad times, the first timed violation over the applicable limit carries no penalty; the second brings one penalty stroke, the third brings two, and the fourth results in disqualification. Bad times carry over through the tournament.

That system makes enforcement depend on officials observing, timing, and recording violations. A first bad time can be a warning in the penalty structure, not a stroke. Individual timing is already permitted even when a group is not out of position, so the handbook does not require officials to wait for the whole group to fall behind before acting.

What has changed—and what has only been tested

In January 2020, the PGA TOUR announced policy enhancements that included higher fines, the possibility of more frequent stroke penalties, and individual timing of a player observed as slow even while the group remained in position. PGA TOUR policy enhancements, January 2020

In April 2025, the TOUR described tests of Speed of Play Working Group recommendations on the PGA TOUR and Korn Ferry Tour. It also said PGA TOUR Americas had adopted a revised policy before its 2025 season. Under that developmental-tour policy, the first bad time carries a one-stroke penalty. The TOUR said it would evaluate data from those tours and that a new policy might be implemented on the PGA TOUR as early as 2026. The retrieved materials do not verify whether the main PGA TOUR adopted a revised policy in 2026. The 2024 handbook and 2025 announcements establish the rules and experiments described above, but not a later adoption.

In March 2025, the TOUR also announced it would publish speed-of-play statistics, presenting the move as increased transparency. Publishing statistics can help fans and players assess pace, but the announcement does not establish that publication by itself shortens rounds. PGA TOUR speed-of-play statistics announcement

What should a new policy look like?

A stronger policy should combine course management and player accountability rather than rely on harsher penalties alone. The R&A’s pace-of-play resources frame pace as a matter of management practices, course setup, and player behavior, not just individual sanctions. R&A pace-of-play resources

  • Use tighter, course-specific group targets. Targets should reflect the venue and setup rather than impose one round time on every course. A group target gives officials a way to detect accumulating delay, but it should not be mistaken for proof that each player in a slow group caused the problem.
  • Time individuals consistently. Apply the handbook’s existing ability to time a player who is unreasonably slow regardless of group position. Clear, consistent use of individual timing can distinguish personal delay from a group that has been held up by congestion.
  • Keep a defined allowance for legitimate delays. Unusual shot conditions and genuine interruptions need a fair process, so a strict clock does not turn an unavoidable delay into a violation. The handbook already recognizes valid reasons in its excessive-shot-time definition.
  • Make event and player pace statistics public. Report the measures and context needed to interpret them, including event-level and player-level pace where available. Data can make enforcement and outcomes easier to scrutinize; they should not be presented as proof of a causal fix without evidence.

Golf Monthly contributor Fergus Bisset, identified as a qualified Rules official, has proposed reducing the average round target from 4 hours 45 minutes to roughly 4 hours 20 minutes and considering a 35-second standard shot allowance. These are his recommendations, not PGA TOUR rules or adopted targets. They are one possible direction, but the reported 2025 median of 4:46 does not by itself show that every venue could or should meet a 4:20 target. Golf Monthly proposal on pace-of-play targets

How the main policy choices compare

The cited materials establish existing rules, developmental-tour experiments, and reported round-time figures, but they do not provide causal evidence showing which intervention reduced main-tour round duration, or by how much. That argues for evaluating any change against clearly defined pace measures rather than treating a larger penalty as an assured solution.
