Activision’s documented enforcement targets cheating hardware and scripts; Bethesda’s latest cited statement discusses Fallout games and player creations. Neither source identifies the alleged GenAI projects or connects enforcement to them.
What the official record says
The claim joins two companies, two game series and an alleged common reason for enforcement. The available official statements document separate matters instead:
| Company and source | What it documents | What it does not establish |
|---|---|---|
| Activision, RICOCHET update dated May 7, 2025 | Cease-and-desist demands to companies making and selling third-party hardware used to cheat, with possible legal action. Activision also says cheat-device and script use can lead to permanent account bans. | A crackdown on GenAI fan projects or a connection to Fallout. |
| Bethesda Game Studios, statement dated July 17, 2026 | A Fallout roadmap, supported player-creation activity and several official Fallout projects. | Enforcement against a named GenAI Fallout project or a policy that bans all AI-made mods. |
The specific projects behind the allegation are not identified in these sources. That leaves the allegation unresolved; it is not proof that no separate fan-project dispute has occurred.
What Activision’s MWII-related evidence actually covers
Activision’s May 7, 2025 RICOCHET update describes anti-cheat enforcement. It reports that five additional cheat developers had been shut down since the previous progress report and that more than 150 cheat resellers had been disrupted since Black Ops 6 launched. Those are Activision-reported anti-cheat figures, not evidence about GenAI or fan works.

Activision’s Modern Warfare II support page, updated February 27, 2026, lists game issues under investigation; it does not discuss GenAI fan projects. Its September 2, 2025 software license agreement includes provisions about patches and updates and about account termination or suspension for certain violations, but the cited provisions do not specifically address generative-AI fan projects. The agreement varies by territory, so its legal effect depends on the applicable version.
What Bethesda has said about Fallout and player creations
In its July 17, 2026 statement, Bethesda Game Studios called Fallout one of its biggest priorities. It described Fallout 5 as a long-range destination in preproduction and said it was working with Obsidian on a new Fallout project. The statement also named Fallout 4, Creations, Fallout 76, remasters of Fallout 3 and Fallout: New Vegas, and a Fallout Shelter television project. No release dates were announced for the remasters.

Bethesda also described its history of providing tools for player-created experiences, beginning with the Morrowind Construction Set, and said Creations had expanded to Fallout 4. The studio wrote: “We’ve believed from the beginning that our worlds belong not only to the people who make them, but also to the people who play them.” This supports the existence of a player-creation ecosystem; it does not, by itself, define Bethesda’s policy on AI-generated mods or settle the status of any particular project.
Bethesda Game Studios reported more than $10 million in creator royalties for its Creations ecosystem in that 2026 statement. That is the studio’s reported figure, not an independently audited total or an industry-wide estimate.

Why the evidence does not support a joint crackdown claim
To substantiate that headline, a reliable account would need to identify the MW2 and Fallout projects, document the companies’ actions, and show that generative AI was involved and was the reason for those actions. The sources here do not provide that chain of evidence. Activision’s documented rationale is cheating; Bethesda’s statement describes its roadmap and creation tools. Xbox Wire’s September 22, 2026 organization update says Activision will expand its remit and Bethesda will include Obsidian, which will continue existing work including the new Fallout project with Bethesda Game Studios. That is an organizational update, not evidence of coordinated GenAI enforcement.
This distinction matters: a company taking action against cheating, or setting terms for use of its games, is not automatically taking action against AI-assisted fan work. Nor does a public statement supporting player creations amount to permission for every mod, use of game assets or commercial project.

What remains unknown about the alleged projects
Without project names or notices tied to them, the available sources do not establish:
- what content or material a project used, such as game code, protected assets, trademarks or original work;
- whether it required a retail game, redistributed protected files or was commercial;
- whether generative AI was used, and whether a company cited that use as its reason for acting; or
- which specific mod or creator policy would apply to the project.
Those details would be necessary to assess an individual dispute. The official record cited here supports neither a blanket ban on GenAI Fallout mods nor a claim that Activision and Bethesda jointly targeted GenAI MW2 and Fallout projects.
