Do Churches Need Permission to Stream Worship Music 24/7 on YouTube?

Usually, a church should not assume that permission to stream music during worship services also covers a continuous, music-only YouTube channel. The answer depends on the church’s country, the exact license, the songs and recordings used, and whether the broadcast is a service, an archive, or a 24/7 loop. Get confirmation for the specific format before going live; YouTube can interrupt a stream even when a church believes it has permission.

First clarify what “24/7” means

A stream of a live worship service, a replay of a recorded service, and a continuous music-only playlist are different uses. A license that covers authorized music performed during a streamed service does not, on its own, establish permission for uninterrupted music programming outside services.

CCLI’s US Streaming License materials describe including authorized worship music in a streamed or webcast service. CCLI’s UK summary likewise describes service-oriented uses, including live-streaming songs performed by church musicians in church services. Neither source establishes that its service-focused permission automatically covers a continuous 24/7 music-only channel. Ask the licensing organization or rights holders about the exact schedule and format you plan to use.

In the United States, 17 U.S.C. §110(3) refers to performance of certain works or display of a work “in the course of services at a place of worship or other religious assembly.” That language is tied to services; it should not be treated as a blanket conclusion that a continuous YouTube transmission is covered. Copyright law and licensing arrangements differ by country, so a US or UK summary cannot settle the question for a church elsewhere.

Which rights must the church check?

The song and its composition

Check each song against the catalog and terms of the applicable license. CCLI describes its US Streaming License as covering authorized worship music in a streamed service; “authorized” matters. Do not assume that an ordinary performance or reproduction license includes livestreaming rights, or that every song the church knows is covered by its streaming agreement.

The recording or accompaniment

The rights to a musical composition and to a particular sound recording can be separate. A live performance by church musicians is not the same as using a commercial master recording, backing track, multitrack, loop, or stem. CCLI’s Streaming Plus materials describe an add-on for authorized master recordings and multitracks. For recordings not authorized by the applicable license, CCLI advises getting permission directly from the owner.

Video, samples, and other third-party material

A music video’s visuals may have different rights from the song’s composition or recording. Check the visual material, samples, and any other third-party content separately. Permission to sing a song does not automatically grant permission to include a commercial music video or another person’s audiovisual recording.

What YouTube may do to the stream

YouTube says: “All live streams are scanned for matches to third-party content, including copyrighted content in the form of another live broadcast.” It says a placeholder may replace a stream, and that the stream may be interrupted or terminated if identified third-party material remains. YouTube also says that a creator who has licensed material may need to ask the rights owner to add the channel to that owner’s Content ID allowlist.

There can also be claims on an archived video after the live stream if the church keeps an archive. A claim or interruption does not, by itself, determine whether the church’s license covers the use. Equally, a stream that stays online is not proof that every necessary right has been cleared. Rights clearance and YouTube’s enforcement process are separate checks.

Monetization, ads, and archived videos

Check the agreement’s terms for archives, monetization, and ads rather than assuming that a service-streaming license grants control over them. CCLI’s UK summary says that sublicensing or entering revenue-sharing or other monetization agreements for a song—including with YouTube—is reserved to the copyright owner. It also describes certain uploads where copyright owners retain the right to monetize and place ads, and notes that the agreement does not override platform terms or prevent enforcement. That is a UK summary, not a universal rule for every church or territory; verify the agreement that applies to your church.

Pre-launch rights checklist

  1. Confirm territory. Identify the country and territory covered by the church’s actual license.
  2. Describe the broadcast. Specify whether it is a live service, a replay of a service, continuous music-only programming, or a combination, and explain its schedule.
  3. Verify every composition. Check each song and publisher against the applicable catalog and agreement.
  4. Identify the audio source. Record whether each item is performed live or uses a master recording, backing track, multitrack, loop, or stem; confirm the relevant permission for that use.
  5. Clear other media. Check music-video visuals, samples, and other third-party material independently.
  6. Check the afterlife of the stream. Confirm terms for archived videos, availability, duration, monetization, and ads.
  7. Ask about Content ID. If the rights are licensed, ask the relevant owner or licensing organization whether the church’s YouTube channel needs to be allowlisted.
  8. Keep records and a fallback. Retain written licenses and permissions, and be ready to stop or replace material if YouTube identifies third-party content.

Which licensing route should a church investigate?

CCLI Streaming License is one possible route for authorized worship music in eligible streamed services. Streaming Plus may be relevant where eligible master recordings or multitracks are used. A Church of England resource also identifies ONE LICENSE as an additional option for some church and choral music. These routes are not proof that a particular church may run a continuous music-only YouTube channel. Compare the actual agreements on the points below before relying on one.

Audio type Does permission cover live performance, a master recording, or the specific multitrack or accompaniment?

Availability after broadcast May the stream remain as an archive or on demand, and for how long?
Monetization and enforcement What do the agreement and platform process say about ads, monetization, claims, and Content ID allowlisting?
