The practical goal is to remove single points of failure—by pairing an independent backup uplink with protected power, automatic or managed switching, and a tested fallback plan—and to decide what viewers will see if the live source drops. A second connection does not solve a power failure, and a UPS does not restore a failed upstream connection.
For a venue in India, build and test the full chain: internet paths, router, encoder, essential audio/video equipment, and the streaming platform. If the channel is meant to play uploaded lectures rather than show a live camera or classroom, a cloud service such as StreamNeo is a different operating model; it keeps uploaded videos looping on YouTube, but it does not restore a venue’s live feed during an outage.
What you need to keep a live lecture stream available
Plan four separate layers. Each addresses a different failure, and none alone guarantees uninterrupted playback for viewers.
1. Primary internet path
Use the venue’s normal fixed broadband or other primary uplink. Measure sustained upload at the venue during the hours the lecture will run, not just the provider’s advertised plan speed. Leave headroom above the encoder’s chosen bitrate so other traffic and normal fluctuations do not consume the entire uplink.

2. Backup internet path
Arrange a second ISP connection or mobile broadband link that is actually usable at the venue. Check coverage and sustained upload at the intended equipment location, data limits and recurring cost, and whether the backup shares local infrastructure or power dependencies with the primary route. A second SIM or hotspot is useful only if its network reaches the site and has enough stable upload for the selected stream.
The Telecom Regulatory Authority of India (TRAI) identifies multiple ISP connections as a resilience measure, but no source establishes coverage or performance for a particular Indian venue. Compare options using local measurements rather than assuming that a named carrier or a fixed-plus-mobile pairing is independent.
3. Switching between connections
A dual-WAN router with failover can monitor the primary connection and route traffic through a backup WAN when the first path fails. The router does not provide the second service; you must arrange and test both connections separately. During a switch, the encoder or platform may reconnect, and viewer playback may pause or end. The result depends on the router, encoder, and streaming service, so do not assume the transition is seamless.

Test the whole chain under realistic conditions: deliberately disconnect the primary WAN while the stream is running, observe whether the router switches, and check what the encoder and viewers experience. Repeat with the backup path unavailable and confirm that the operator knows how to restore service.
4. Power continuity
Put every component needed to continue encoding and transmitting on the protected power path: the modem or optical network terminal (ONT), router, encoder, and indispensable audio/video equipment. A UPS for the router alone will not help if the ONT or encoder shuts down. Size the battery backup from the actual connected load and the ride-through time you need, then test that load in place. The cited government guidance does not give a universal wattage or runtime for a lecture setup.
TRAI’s resilience guidance includes backup power for network equipment, while its discussion of battery-backed continuity concerns telecom infrastructure. Neither establishes a venue-specific runtime or guarantees power at a lecture site.

How to plan and test a resilient setup
- Choose the stream settings and measure the primary link. Decide the platform, resolution, and encoder bitrate first. Run sustained upload checks at the venue during likely busy periods and confirm there is headroom above the stream bitrate.
- Verify the backup path at the equipment location. Test sustained upload, signal or service stability, data allowance, and the connection’s local power needs. Ask providers about the route where possible, but verify actual behavior on site.
- Configure failover and confirm its behavior. Set the router to monitor the primary WAN and use the backup WAN when needed. Follow the router’s current instructions; labels and setup steps vary by model. Test with the stream active, recording the time to switch, whether the encoder reconnects, and what viewers see.
- Protect and test the complete power chain. Connect the ONT/modem, router, encoder, and essential AV devices to appropriate backup power. With the stream active, simulate a mains interruption safely and verify which equipment stays on and for how long. Use qualified help for electrical installation.
- Write an outage procedure and assign a monitor. Specify who checks the stream, how to tell whether the failure is power, the primary WAN, the backup WAN, or the encoder, and who contacts the providers or restarts equipment. Test the procedure with the people who will operate it.
- Decide what viewers should do if the live source fails. Publish an alternate viewing or status link where appropriate, and explain how viewers can find it. A secondary link is an access fallback, not a backup encoder, uplink, or automatic source failover.
Bandwidth: distinguish platform settings from service requirements
There is no universal upload-speed figure for every 24/7 lecture stream. The required bitrate depends on the selected platform, resolution, frame rate, encoder settings, and audio. Set the encoder using the platform’s current specifications, then measure the venue’s sustained upload and leave operating headroom on both the primary and backup links.
For a specific institutional service, the National Informatics Centre (NIC) states that its hired-agency webcast setup requires dedicated network bandwidth of 2–4 Mbps per stream. That is NIC’s stated prerequisite for the described service, not a general bitrate or bandwidth rule for YouTube or other platforms. NIC also specifies a suitable encoder configured to the required protocols and settings, a static public IP address to share for whitelisting, and outbound access for RTMP port 1935. Confirm the current requirements directly with NIC before arranging a webcast.
When NIC’s webcast service may fit
NIC says it provides webcast services to Central and State government institutions only. Its service description says live webcast services have been provided on a 24×7 basis for government TV channels including UGC-CEC; that does not establish that NIC will accept a private 24/7 lecture channel.

For certain DD and ministry-channel webcast scenarios, NIC describes a YouTube link as a backup access option. This can help viewers locate a webcast, but it does not replace backup internet, power, encoding, or live-source failover. NIC says to request at least two working days before an extension of live webcast service. Check current eligibility, booking details, and terms with NIC.

Even with two internet paths and battery backup, a live stream can still stop because of an encoder failure, platform-side issue, exhausted data allowance, or another dependency outside the venue. A local router switching WANs does not prove that the platform will maintain the same ingest session or that viewers will see continuous playback.
If uninterrupted viewer playback is essential, ask the chosen platform or streaming provider whether it supports ingest redundancy, a second encoder, or an independently hosted fallback, and test the precise configuration. The available service information here does not establish those capabilities for a named platform, so treat them as questions to verify rather than assumed features.

DIY resilience or a cloud loop?
A venue producing a live camera or classroom feed needs local capture and encoding, plus the independent internet and power paths described above. A cloud loop is for a different case: keeping uploaded lecture recordings playing as a 24/7 YouTube stream, not broadcasting a live room.
