Choose YouTube’s latency mode for the kind of interaction your stream needs, then set an encoder bitrate that matches your codec, resolution, and frame rate—and that your upload connection can sustain. Normal latency is the safer choice for streams where smooth playback matters most; low latency suits some interaction; ultra-low latency can make audience response faster but raises buffering risk. For 4K, use normal latency: YouTube does not support its low- or ultra-low-latency modes at 2160p.
Choose a latency mode for the audience experience
Latency is the delay between capturing a moment and viewers seeing it. Lower delay helps when a host needs to react to chat or an audience response, but it can make playback more vulnerable to buffering. YouTube presents these modes as trade-offs, not as settings where the lowest number is always best.

To set the mode, open the stream’s settings in YouTube Live Control Room and choose its latency option. Available options depend on the stream configuration. If you need 2160p, choose normal latency; YouTube’s low- and ultra-low-latency modes do not support 4K.
Set a bitrate that fits your stream
Use YouTube’s live ingestion recommendations for your codec, resolution, and frame rate. These are not video-upload bitrate recommendations, and they are not a promise that a particular rate will work on every connection. YouTube advises choosing the highest resolution and bitrate your connection can support; in practice, select a rate the upload connection can sustain reliably, then confirm it with a representative test and stream-health monitoring.

The table shows YouTube’s recommended video ingestion rates in Mbps. For rows with two values, the first is AV1/H.265 and the second is H.264.

YouTube’s encoder-settings guidance also lists minimum rates separately from these recommended rates. Do not treat the recommended value as a minimum requirement or as evidence that your connection can sustain it. Check YouTube’s current table when configuring a stream because platform guidance can change.

Use a stable encoder configuration
For RTMP/RTMPS ingestion, YouTube lists H.264, H.265/HEVC, and AV1, with frame rates up to 60 fps. Its recommendations include constant bitrate (CBR) encoding and a keyframe interval of two seconds, not exceeding four seconds. YouTube recommends RTMPS, which encrypts data to and through Google’s servers. Not every encoder exposes identical controls, so use the closest supported settings and confirm its protocol and codec compatibility.
- Resolution and frame rate: Match the output to the stream you intend to deliver and to the connection’s sustained capacity. Choose normal latency if the stream must be 4K.
- Video bitrate: Start with the matching codec/resolution/frame-rate recommendation above, then test whether the upload connection holds it without stream-health problems.
- Rate control: Use CBR for the documented RTMP/RTMPS setup.
- Keyframes: Set a two-second interval; do not exceed four seconds.
- Protocol: Prefer RTMPS where your encoder and workflow support it.
- Audio and motion: Test with audio and movement similar to the actual stream, not just a static scene.
Account for HLS if your workflow requires it
HLS delivers video in segments rather than as a continuous RTMP stream, so YouTube describes its latency as higher. HLS does not offer ultra-low latency. Its requirements include TS segments from one to four seconds, a rolling playlist with no more than five outstanding segments, HTTPS POST/PUT requests, and no byte range. Within the allowed segment duration, shorter segments lower latency, but they do not remove HLS’s protocol-related delay or enable ultra-low latency.

Test the combination before going live
- Choose the latency mode first. Base it on how quickly viewers need to respond, whether buffering is acceptable, and whether you need 4K.
- Match the bitrate recommendation. Use the row for the chosen codec, output resolution, and frame rate in YouTube’s live ingestion table.
- Check the upload connection under realistic conditions. Test at the intended rate and account for other activity using the connection. A connection that reaches a rate briefly may not sustain it through a broadcast.
- Run a representative test stream. Include movement and audio similar to the event. YouTube says, “Make sure to test before you start your live stream.”
- Review stream health during the test and event. If YouTube reports ingestion trouble or viewers experience buffering, reduce the output demand or use a less latency-sensitive mode, then test again.
Changing bitrate is not a direct latency control: a higher rate does not itself make viewers see the stream sooner. Latency mode and delivery protocol affect delay; bitrate must remain within what the encoder and upload connection can sustain without destabilizing delivery.
Troubleshoot buffering and stream-health problems
- Buffering rises after selecting ultra-low latency: This mode carries more buffering risk and is more affected by ingestion-network problems. Test the connection at the chosen bitrate; if it cannot sustain the rate, lower the output demand or switch to low or normal latency.
- YouTube reports ingestion problems: Check that the encoder is using a supported protocol and that its bitrate is stable. For RTMP/RTMPS, verify CBR and a two-second keyframe interval, then run another representative test.
- The picture is unstable at the recommended bitrate: A recommendation is not a guarantee for your connection. Try a lower supported output resolution or frame rate and its corresponding recommended rate, then reassess stream health.
- You need 4K but cannot select low latency: That is a platform limitation, not an encoder fault. Use normal latency for 2160p.
- HLS latency is higher than expected: Segmented delivery has higher latency than continuous RTMP. Confirm segment duration is within one to four seconds; shorter segments can lower latency within that range, but HLS cannot provide ultra-low latency.
