Check those settings against YouTube’s live encoder recommendations, then confirm your encoder can sustain the target using outbound upload bandwidth with headroom. The warning alone does not prove your internet connection or encoder is faulty.
What the warning means
YouTube’s message—“The current bit rate value for the stream is lower than the recommended bit rate”—means the incoming stream bitrate is below the recommendation for the settings YouTube detects. There is no single correct bitrate for every stream: the recommendation varies by codec, resolution and frame rate.
Use YouTube’s live encoder recommendations for the stream you are sending. Do not substitute YouTube’s separate recommendations for uploaded videos; those are for a different workflow.
Check the target for your codec and video settings
First confirm the actual codec, resolution and frame rate selected in your encoder or YouTube Live Control Room. Then compare the encoder’s video bitrate with the matching live-stream recommendation. YouTube Help gives these H.264 examples:

The H.264 figures are YouTube’s recommendations for live ingestion, not guaranteed minimums for every encoder or connection. If you use AV1 or H.265, look up that codec’s own row rather than applying the H.264 examples.
Correct the encoder settings
- Match the settings: In your encoder or Live Control Room, verify the outgoing codec, resolution and frame rate. Compare that exact combination with YouTube’s live encoder table.
- Set the bitrate: Adjust the encoder’s video bitrate to the recommendation for that combination. Select constant bitrate (CBR), which YouTube recommends for live streaming.
- Set keyframes: Use a two-second keyframe interval. YouTube says not to exceed four seconds.
- Test before going live: Send a test stream with motion and audio similar to the planned broadcast. Watch stream health and any encoder or Live Control Room messages while testing.
Make sure your upload connection can carry the stream
The relevant network figure is outbound upload capacity, not download speed. YouTube says the total stream bitrate cannot exceed the available upload bandwidth and recommends leaving about 20% headroom. For example, if the video and audio together require a particular bitrate, the connection needs to sustain more than that total; do not plan to use the full measured upload rate for the stream.

- Run an upload speed test and compare its result with the stream’s total bitrate, including audio.
- Account for other devices or applications using the same connection. Their traffic can reduce what is available to the encoder.
- If upload capacity is insufficient or variable, lower the resolution or frame rate and use the recommendation for the new combination.
- If investigation shows Wi-Fi is unstable, testing a wired Ethernet connection may help with reliability. A cable cannot increase the upload speed provided by your ISP or change the encoder’s bitrate setting.
Troubleshoot if the warning persists
- The selected bitrate still looks too low: Recheck the encoder’s actual output rather than relying only on the value you intended to configure. Confirm the codec, resolution and frame rate match the row you used.
- The stream drops or becomes unstable: Compare total bitrate with measured outbound capacity and leave the recommended headroom. Check whether other devices are sharing the connection.
- The encoder appears overloaded: Check its CPU load and whether its software is current. A local recording or archive can help you assess whether the encoded output itself looks healthy.
- The local output looks healthy, but the stream still has problems: Test the outbound connection. If the connection test identifies a problem, YouTube advises contacting your ISP.
- You are considering replacing equipment: The warning by itself does not establish that the encoder or another device has failed. Diagnose settings, encoder load and the outbound connection first.

Frequently Asked Questions
Does this warning mean viewers cannot watch my stream?
Not by itself. It reports that the incoming bitrate is below YouTube’s recommendation for the selected stream settings; check stream health and viewer playback while diagnosing.
Should I use YouTube’s upload-video bitrate recommendations for a live stream?
No. Use the live encoder recommendations for your codec, resolution and frame rate; uploaded videos and live streams have separate recommendations.
