Before making the feed public, confirm you have permission for the lectures and every third-party work in them. A public YouTube stream is not automatically covered by educational-use exceptions in Indian copyright law.
What you need before starting
- A verified YouTube channel with live streaming enabled and no live-streaming restriction in the past 90 days. First-time activation can take up to 24 hours, so enable it well before launch. - Lecture video files you are authorized to broadcast, plus a playlist or rotation that your chosen playout method can repeat.
- An encoder running on a computer or hardware device, or a cloud playout service. YouTube describes an encoder as software or hardware that converts video for streaming.
- A dependable upload connection with enough capacity for the entire outgoing stream, even when other people share the network.
- A plan for supervision, recovery, and recordings. A 24/7 broadcast should not be treated as unattended simply because playback is automated.
Set up YouTube Live and connect the encoder
- Enable live streaming early. Verify the channel and request live access in YouTube Studio. YouTube says initial activation can take up to 24 hours. The channel must not have had a live-streaming restriction in the previous 90 days.
- Create the broadcast. In YouTube Studio, select Create → Go Live and configure the stream in Live Control Room. Copy the server URL and stream key shown for the broadcast into the encoder or playout service. Keep the key private like a password; reset it if it is exposed or shared with someone who should no longer have access.
- Configure continuous playback. Select the lecture files and arrange them in a playlist or rotation that the encoder can keep sending. Check how the selected software handles the end of a playlist, a missing file, and a restart. YouTube’s encoder guide lists Gyre as a cloud-based option for 24/7 prerecorded streaming; that listing is not a guarantee of uninterrupted service.
- Preview before going public. Start the encoder and check the preview in Live Control Room. Confirm the correct video and audio, the intended sequence, and the public watch page. If you plan to keep a local archive, verify that recording separately.
- Schedule and label the stream accurately. Use a clear title and description, identify the material as prerecorded, and show the lecture sequence or schedule. A scheduled stream can be promoted before it starts.
- Start early and monitor. For a scheduled event, YouTube recommends starting the encoder at least 15 minutes beforehand to check readiness. Monitor the encoder and the YouTube player after launch, and decide in advance who responds to a failed connection or playback issue.
Plan bandwidth, continuity, and archives
Upload capacity
YouTube recommends upload bandwidth with 20% headroom above the total stream bitrate. Measure upload capacity at the location and time the broadcast will run; a speed test from another network or a quiet period may not reflect a shared campus connection. A network interruption can break the feed, so avoid relying on a connection that is already near its usable limit.
Recovery and supervision
Decide who checks the broadcast, how failures are detected, and how playback restarts after a power, network, or software problem. For an institution-managed encoder, document who can access the machine and stream key, where logs are kept, and how staff are alerted. When evaluating a cloud service, check its current pricing, availability in your region, retention, support hours, and cancellation terms rather than assuming those details from a feature listing.
Archive expectations
YouTube’s encoder guidance says streams under 12 hours are automatically archived. Do not assume a continuous 24-hour feed will appear as one complete replay. Check what appears in YouTube Studio and arrange a separate recording or shorter scheduled broadcasts if the college needs reliable, complete lecture archives.

Check rights before making lectures public in India
Broadcasting a recording publicly can make the lecture and embedded works available to viewers; owning the video file does not necessarily mean the college owns every image, music track, film excerpt, slide, or textbook page within it. The Copyright Act, 1957 defines communication to the public broadly, including making a work or performance available to be seen or heard by diffusion. It also addresses lectures and their delivery. See the Copyright Act, 1957.
The Act has limited educational exceptions, including certain reproduction by a teacher or pupil in the course of instruction and certain performances or communications within an educational institution to a limited, institution-connected audience. Those provisions should not be treated as blanket authorization for an unrestricted public YouTube stream or for third-party material embedded in a lecture. Confirm the rights for the actual audience and content with the college’s legal office or qualified counsel before broadcasting.

Section 17(cc) also addresses ownership of an address or speech delivered in public: it provides that the person who delivered it—or, in specified circumstances, the person on whose behalf it was delivered—is the first owner, notwithstanding employment by another person arranging or hosting it. That rule does not settle ownership for every recording or institutional arrangement. Check employment terms, assignments, and college agreements for the specific lectures.
YouTube’s livestream terms require the provider to have the necessary rights for live content and to comply with applicable laws and regulations. Review the YouTube Terms of Service and obtain written permissions where needed.

Monetization is not automatic
YouTube may offer eligible channels live-stream revenue features such as ads, Super Chat and Super Stickers, or memberships, depending on channel eligibility and settings; ads are not guaranteed to serve. More importantly, a loop of existing lecture recordings may not qualify for monetization. YouTube’s monetization policies address reused content that lacks significant original commentary, substantive modification, or educational or entertainment value, as well as repetitive or mass-produced content under its inauthentic-content policy. Its July 15, 2025 update clarified the inauthentic-content label. Make the channel’s authorship and educational value clear, and do not treat projected revenue as a reason to stream without permission.
