You can run a 24/7 YouTube stream without paying for a managed service, but “free” usually means operating the encoder and handling power, connectivity, monitoring, and recovery yourself. Paid cloud options range from metered infrastructure to managed broadcast services. The right comparison is the total cost and work for your resolution, stored content, audience, and reliability needs—not simply a free-versus-paid label.
What “free” and “cloud streaming” actually mean
There are three practical approaches. A local encoder uses a computer you already own; a cloud infrastructure service runs some part of the streaming pipeline remotely; a managed 24/7 service operates the broadcast workflow for you. They shift costs and responsibilities in different ways.

A service described as “cloud” is not necessarily a single all-in-one product. For example, Google Cloud Live Stream API charges for active channel time and configured input and output resolutions, while Cloudflare Stream bills for minutes stored and delivered. These are different billing models, not directly comparable monthly prices.
What to compare before choosing
Set a common workload first. Otherwise, a zero-cost computer you already own, a cloud service’s usage bill, and a managed service’s subscription are measuring different things.

- Broadcast profile: resolution, frame rate, codec, and whether you need one continuous feed or a playlist of videos.
- Storage and delivery: how much content must be stored, how many viewer-minutes the service bills for, and whether audience delivery is part of the quoted price.
- Region and availability: the service region, expected reliability, and the consequences of a stream interruption.
- Operations: who configures the encoder, watches for failures, restarts a session, and investigates a dropped stream.
- Exit and portability: how easily you can move content, settings, and stream configuration to another provider.
There is no supported universal cheapest option without those inputs. A local setup may have little additional equipment cost but still consumes electricity and attention. Cloud infrastructure can eliminate the need for your own always-on machine while introducing usage charges and configuration work. A managed service may reduce operating effort but adds a vendor subscription.
How the paid cloud models differ
Metered cloud encoding: Google Cloud Live Stream API
Google describes the Live Stream API as pay-as-you-go. Charges depend on how long a channel is active and on its configured input and output resolutions. Google says a channel can remain active and billable even without an input stream; the pricing terms also specify a ten-minute minimum and round active duration up to the nearest minute. Check the current Live Stream API pricing and quotas and limits for the intended configuration before estimating a bill.

This model can suit operators who want cloud infrastructure and control over the workflow, but it is not automatically a hands-off 24/7 broadcast service. Budget for active time, resolution, and the work of configuring and monitoring the channel.
Storage and delivery billing: Cloudflare Stream
Cloudflare Stream bills for minutes stored and minutes delivered; its pricing documentation says ingress and encoding are always free. That does not make continuous delivery free: storage and viewer delivery remain separate billing dimensions. The pricing page, updated September 8, 2026, also states that billing for WebRTC delivery begins October 15, 2026. That date applies to WebRTC delivery, not as a general start date for all Stream billing. See Cloudflare Stream pricing for current details.

Managed broadcast services
A managed service is aimed at reducing the amount of infrastructure you operate yourself. Upstream, for example, advertises paid stream plans and describes a free plan in its own material. Those prices and features are vendor-published claims, not an independent market comparison; check the provider’s current plan terms, taxes, and availability before relying on them. The distinction that matters is whether a plan actually covers the content scheduling, continuous playback, recovery, storage, and support you require.
Running your own encoder: the practical trade-off
YouTube supports encoder-based live streaming. With a local computer, you configure encoding software, provide a stable connection, and keep the machine and encoder running. With a rented virtual machine, you move that operating responsibility to a remote server, but must still configure and maintain it. A “free VM” should not be treated as a dependable 24/7 solution unless its current availability and terms explicitly support that workload; a reliable free allocation was not established here.

YouTube’s HLS guidance describes an encoder sending one encoded stream at the selected highest resolution, with audio and video muxed together over HTTPS using persistent connections. For exact protocol and setup requirements, use YouTube’s HLS ingestion documentation. Requirements can differ by ingestion method, so do not assume HLS settings apply to every encoder workflow.

Channel eligibility and stream counts
YouTube says a channel must be verified and must have had no live-streaming restrictions in the previous 90 days to enable live streaming. Its guidance states a simultaneous limit of 10 active streams per channel and three active streams per stream key; both limits apply. Check YouTube’s live-streaming setup requirements for the current rules.

Policy and copyright restrictions
YouTube can restrict live streaming for policy or copyright reasons. A channel with an active live-streaming restriction cannot use another channel to circumvent it while the restriction remains in effect. Renting cloud capacity or purchasing a managed service does not change YouTube’s policies. See YouTube’s guidance on avoiding live-streaming restrictions.
Provider-specific session behavior
Google Cloud documents that a Live Stream API session lasts 24 hours after a channel starts; the channel may be restarted after that period if it remains in a streaming state other than STOPPED or STOPPING. This is a behavior of that product, not a universal 24-hour limit for all cloud streaming services. Confirm restart handling and quotas for whichever provider you use.
Choose by who should own the work
- Choose a local encoder if you already have a suitable computer and connection, want direct control, and are willing to keep it running and handle failures.
- Choose metered cloud infrastructure if you want remote compute or encoding and can configure, monitor, and budget for its usage-based billing.
- Choose a managed service if reducing setup and ongoing infrastructure work matters more than controlling every layer, and its published plan terms match your workload.
For any option, estimate a month using the same resolution, storage, delivery, region, and availability assumptions. Include restart and recovery effort as well as the bill: a service that costs less in a narrow price comparison may require substantially more operator time.
