A church-service music license should not be assumed to cover a continuous radio playlist, and permission alone may not prevent YouTube from interrupting a stream if the rights holder has not allowlisted the channel.
Before you start: confirm channel access and music rights
Make sure the channel is eligible to go live
YouTube requires live streaming to be enabled for the channel. Its eligibility guidance lists channel verification and no live-streaming restriction in the preceding 90 days as prerequisites; the cited help page also says users must be at least 16 to live stream. First-time enablement can take up to 24 hours, so turn it on well before an announced launch. See YouTube’s live-streaming eligibility guidance and encoder setup instructions.
Clear the actual music and recordings you plan to use
Check rights for the specific songs, sound recordings, territory, platform, and continuous-playback use. YouTube scans live streams for third-party content and may show a placeholder, interrupt, or terminate a stream when it detects a match. YouTube warns that even a licensed stream can be interrupted unless the rights owner adds the channel to its Content ID allowlist. Read YouTube’s guidance on copyright issues with live streams, and ask each relevant rights provider about both permission and allowlisting.
For the United States, CCLI describes its Streaming License as covering authorized worship songs and hymns performed live. Its Streaming Plus description extends coverage to authorized master recordings, artist tracks, backing tracks, and multitracks. These descriptions do not establish that an unspecified continuous radio playlist is covered. Confirm every planned use with the rights provider; do not infer that a license for worship-service streaming covers continuous playback of commercial recordings. CCLI’s US pages are Streaming License and Streaming Plus. These are US-specific descriptions, not a licensing determination for other countries.

Choose how to create the video and audio feed
YouTube needs a video signal even when the ministry’s main content is radio audio. Pair the intended audio feed with a stable visual, such as ministry branding, current program information, or a presenter view. Check that the encoder receives the right audio source and that the visual remains legible during unattended playback.
You can use streaming software on a computer or a standalone hardware encoder; YouTube’s general encoder instructions support either approach and do not require a specific brand or model. Choose based on your setup:

- Software on an existing computer: may avoid buying a dedicated appliance, but the computer, audio routing, network connection, and software must remain available and recover after failures.
- Dedicated hardware encoder: can be appropriate for a purpose-built installation, but verify its audio inputs and routing, YouTube-compatible output protocol, documented continuous-operation support, and restart or remote-monitoring options before purchase.
Neither category by itself guarantees unattended reliability. Plan for internet or power loss and for restarting the encoder; YouTube’s setup guidance does not certify any particular product for 24/7 operation.
Create the YouTube stream and connect your encoder
- Open YouTube Studio and Live Control Room. Create a stream or schedule one. Scheduling lets you share a watch-page URL in advance and gives viewers the option to set reminders, according to YouTube’s encoder instructions.
- Set the event details. Choose the intended visibility and enter the stream’s title and other metadata. Check the watch page and sharing settings before promoting it.
- Copy the connection details. In Live Control Room, get the YouTube stream URL and stream key. Treat the key as a credential: anyone who obtains it may be able to send a feed to your stream, so keep it out of public posts and recordings.
- Enter the details in the encoder. If the encoder offers YouTube as a destination, select it and enter the key as requested. Otherwise, paste YouTube’s stream URL into the encoder’s server field and the key into its stream-key field.
- Start the encoder and inspect the preview. Confirm that the expected picture and audio reach Live Control Room. Start the live event as required by the workflow you selected; sending the encoder feed and making the event public are distinct actions in some setups.
- Test before announcing a permanent service. Check audio level, unexpected silence, the visual’s readability, network stability, and who will respond if the feed stops. Practise the recovery procedure rather than assuming the encoder will reconnect correctly.
Plan for continuity and archives
A continuous broadcast is an operational plan, not just a stream setting. Decide who can access the encoder, how it will restart after power or internet loss, how someone will notice a failure, and what the ministry will do if YouTube interrupts playback. Keep the stream key available only to people who need it, and establish a process to replace it if it is exposed.

YouTube says live streams under 12 hours are automatically archived. Do not treat that rule as a guarantee that one longer continuous session will produce a complete recording. If the ministry needs a full archive, plan a separate recording or shorter sessions and verify YouTube’s current behavior for the specific workflow.

You cannot start a live stream
Check that live streaming is enabled, the channel is verified, and no live-stream restriction applies. If this is the channel’s first enablement, allow up to 24 hours before launch.

The event exists but no preview appears
Confirm the encoder is running, the stream URL and key were copied into the correct fields, and the encoder is sending to YouTube. Check the encoder’s selected audio and video sources, then inspect its connection status and the Live Control Room preview.
YouTube interrupts the music
A rights match can trigger a placeholder, interruption, or termination. Verify the rights for the specific recording and use, and ask the rights holder whether the channel must be allowlisted in Content ID. A license alone may not prevent an automated interruption.
The stream stops after a power or internet failure
Restore the connection and restart or reconnect the encoder according to its documented procedure. Test this recovery before relying on the stream, and assign someone to monitor the broadcast. YouTube’s general setup information does not establish that a particular encoder will recover unattended.
The ministry needs a complete recording
Do not rely on a continuous session longer than 12 hours for a complete automatic archive. Arrange a separate recording or divide the broadcast into sessions, then confirm that the resulting recordings meet the ministry’s needs.
