Neither option is proven by its documentation to provide uninterrupted 24/7 service by itself.

What “playlist plugin” means in OBS
You may not need a third-party plugin. OBS’s documented VLC Video source supports a playlist of video or audio files, looping, and optional shuffle. It requires VLC to be installed; if you use 64-bit OBS, install 64-bit VLC. OBS also has a built-in Media Source for an individual file, with a file-loop option, but the documented playlist controls belong to VLC Video.
OBS plugins can add sources and other application functionality, but no specific third-party playlist plugin is established here. If you are considering one, check its current release, supported platforms, OBS compatibility, maintenance, security, and license before installing it.

The choice is about workflow, not a documented reliability winner. OBS suits scene-based operation and visible GUI controls. FFmpeg suits text-managed sequencing and direct output control when you can maintain the script and supervise its process. The official documentation does not provide a head-to-head uptime test.
Set up a playlist in OBS
- Install and open VLC. Install the VLC version whose architecture matches OBS. Restart OBS if necessary, then add a source through the Sources panel and choose VLC Video Source. If that source is missing, verify VLC installation and architecture.
- Build the playlist. In the source properties, add the cartoon files in the order you want. Confirm every path points to an accessible file. Enable Loop Playlist for repetition; turn on shuffle only if you want randomized order.
- Check playback and visibility. Preview the source, confirm the expected audio track, and inspect caching and visibility behavior. OBS documents a 400 ms network-caching setting for VLC Video; that is a displayed setting, not a recommendation for local files. Decide whether the source should stop, pause, or continue when hidden, and test the behavior with your scene layout.
- Test the whole sequence. Play through the playlist, including the transition from its last item back to its first. Watch for black frames, missing audio, unexpectedly long pauses, or a source that stops when a scene changes. The documentation does not guarantee gapless transitions for your files.
Build an FFmpeg concat sequence
The concat demuxer reads a text file of media inputs in order. It is a sequencing mechanism, not a complete command for every cartoon library or a guarantee that an output stream will stay live. The exact encoding and streaming command depends on your files, FFmpeg build, destination, and stream key.

- Validate compatibility first. The official concat documentation requires inputs to contain the same streams, including the same codecs and time bases. Inspect or normalize the files before relying on stream copy. A mixed collection may need filtering and re-encoding instead; that adds configuration and compute requirements.
- Create the file list. Make a text file using FFmpeg concat syntax, with one file entry per input in playback order. Use valid paths and the syntax required for your filenames. Paths containing spaces or special characters need appropriate quoting or escaping; test the list with the installed FFmpeg version.
- Choose loop and output behavior deliberately. The concat demuxer’s sequential reading does not by itself establish an endlessly repeating live output. Confirm how repetition is implemented in your chosen command and how the process behaves at the end of the list. Configure the output for the actual destination rather than assuming one command fits every collection.
- Verify timestamps and transitions. Concat relies on file durations to adjust timestamps. Inaccurate duration information can cause artifacts; differing stream lengths can introduce gaps. Test representative files and a full playlist cycle before using the output continuously.
- Supervise the process. Decide how the process starts after a host restart, what happens after a crash or destination disconnect, how missing or corrupt files are handled, and how you will detect a stalled stream. Add process supervision and monitoring appropriate to your deployment, then test recovery rather than assuming the playlist handles it.
Plan for a real 24/7 broadcast
A repeating playlist solves only media order and playback. Continuous operation also depends on the host, software configuration, network, destination behavior, and recovery arrangements. OBS’s FFmpeg source implementation contains a reconnect path for non-local media, but implementation details are not a service-level uptime guarantee, nor do they establish recovery for every OBS or FFmpeg streaming setup.
- Run a full playlist cycle and inspect the loop boundary.
- Test what happens when the destination disconnects and when the host restarts.
- Check missing, unreadable, and corrupt files, plus playlist edits made during operation.
- Monitor that the destination is receiving the expected video and audio; a running process alone is not proof of a healthy broadcast.
- Confirm you have the rights to stream each cartoon. Playback software does not grant broadcast rights; permissions depend on the specific work, licensor, territory, term, and streaming use.
