You can build a 24/7 YouTube cartoon channel by verifying the rights to every cartoon and soundtrack, curating a distinctive program, then sending it to YouTube through an encoder connected to Live Control Room. The key caveat: a cartoon’s public-domain status does not automatically clear every version of it for reuse, and it does not guarantee YouTube monetization. A continuous broadcast also needs an active encoder and internet connection—or a cloud service to keep the stream running.
1. Check rights before you build the channel
Public domain means a work is no longer protected by copyright—for example, because its copyright expired or it was not eligible for protection. But status can vary by country or region, and YouTube says there is no official master list of public-domain works. Verify each cartoon for the territories relevant to your audience, and retain the evidence behind your conclusion.
Keep a rights ledger
For every short, record its title, creator or studio if known, production and publication details, the exact source copy, the basis for your public-domain conclusion, the jurisdictions you checked, and where you have stored supporting evidence. Check the soundtrack and the specific recording or restoration separately: an old story or animation may be public domain while a later soundtrack, restoration, or particular recording is still protected.
Do not treat a video’s presence on a public website—or an uploader’s “public domain” label—as proof. YouTube notes that even a lawful-use basis does not guarantee that copyright issues will not arise. If a claim or strike appears, use the platform’s process only if you can support your position with the rights evidence you actually have.

2. Make the channel more than a loop
Decide what viewers are getting: a curated archive, a themed program, or a commentary-led show. Add meaningful editorial work such as introductions, historical context, notes about versions or restoration, or an explanation of why the cartoons are grouped together. Make the channel’s contribution clear in the videos and their descriptions; merely placing unchanged cartoons in a long playlist may be easy to produce, but it offers little original context.
Rights clearance and monetization are separate decisions. YouTube’s reused-content review is applied at the channel level and considers whether republished material has significant original commentary, substantive changes, or added educational or entertainment value. YouTube states: “Reused content is separate from YouTube’s Copyright enforcement, which means it’s not based on copyright, permission, or fair use.” A public-domain conclusion answers a copyright-status question; it does not ensure that a minimally changed 24/7 compilation will qualify for monetization. No format guarantees approval.

3. Make sure the channel can livestream
Before preparing a schedule, check that the channel is eligible. YouTube’s stated requirements include channel verification and no live-streaming restriction in the previous 90 days. Check the current requirements in YouTube Studio before launch, since platform rules and settings can change.
4. Build and test the broadcast with an encoder
For a do-it-yourself stream, use an encoder that can send your assembled program to YouTube. A playlist of cartoons must be played by the computer or encoder; uploading the files to YouTube alone does not make a continuous live broadcast.

- Prepare the program. Assemble the cartoons in the order you want them to play. Confirm the rights ledger covers each picture and soundtrack, then add your editorial material and accurate identification of the works and sources.
- Create an encoder stream in YouTube Studio. Open YouTube Studio and go to the Live Control Room to create a stream using an encoder. Locate the server URL and stream key provided for the stream.
- Configure the encoder. Enter YouTube’s server URL and stream key in the encoder’s streaming settings, and select the prepared program as its video and audio source. Keep the stream key private: anyone who obtains it may be able to send a feed to your stream.
- Start privately or test before launch. Start the encoder, inspect the preview in Live Control Room, and check that both motion and audio are present and intelligible. Confirm that the watch page is accessible before promoting the broadcast.
- Check the connection and stream health. Test the setup under the conditions in which it will run. YouTube recommends leaving 20% upload-bandwidth headroom, so do not plan to use all of the connection’s available upload capacity for the stream.
- Monitor the operation. A 24/7 broadcast is an ongoing uptime and monitoring task, not a one-time upload. Check that video and audio remain healthy, that the encoder is still sending, and that any local recording files are intact and growing.
YouTube and encoder recommendations do not establish one universal bitrate, resolution, or keyframe interval for every encoder and source. Use the current YouTube and encoder recommendations for your chosen configuration, test the result in Live Control Room, and avoid guessing at settings that could make the stream unstable or degrade the cartoons.
5. Choose between one long stream and shorter sessions
There is a trade-off between fewer transitions and keeping a dependable YouTube replay. YouTube says streams shorter than 12 hours are automatically archived; a stream that exceeds 12 hours may not be captured at all. If saved replays matter, plan sessions that end before they reach 12 hours, then start a new broadcast. Test the handoff because the available guidance does not promise that transitions will be seamless.

Keep a local recording backup if archive completeness matters. YouTube recommends checking that local archives are growing. An external drive is one possible storage option, but it is not a YouTube requirement.

Write a description that accurately identifies the cartoons, their sources, and the basis for your rights claims. Do not imply that a work is cleared if you have not documented that conclusion, and do not suggest that YouTube has endorsed your rights assessment. Recheck YouTube’s livestreaming, copyright, and monetization guidance before launch and when you change the program.

7. Troubleshoot common problems
- The Live Control Room preview is blank or does not appear. Check that the encoder is running, that it is using the correct server URL and stream key, and that the intended video source is selected. Recheck the preview before making the watch page public.
- The picture plays but the audio is missing or wrong. Check the encoder’s audio source and levels, then test a representative segment with both dialogue or music and motion. Review the actual output in Live Control Room rather than relying only on the playlist preview.
- The stream becomes unstable during unattended playback. Test the connection and encoder for an extended representative run, monitor stream health, and preserve 20% upload-bandwidth headroom. If the stream stops, check the encoder and connection before restarting; do not assume a local playlist will resume correctly without testing.
- A YouTube replay is missing or incomplete. Check whether the broadcast exceeded 12 hours. For future sessions, end and restart before that point and retain a local recording backup.
- A copyright claim appears on a cartoon labeled public domain. Revisit the rights ledger for the exact copy, soundtrack, restoration, and recording used. The label on a source upload is not a substitute for evidence about those separate elements.
- The channel is not approved for monetization. Copyright clearance does not settle reused-content eligibility. Review the channel as a whole and assess whether your programming contains clear, substantial original commentary or other meaningful added value; neither public-domain status nor a particular presentation guarantees approval.
