To combine live streaming and video on demand (VOD), decide first whether viewers need a replay of an event, a temporary catch-up window, a searchable on-demand library, or a scheduled channel that mixes live feeds with recorded videos. These are different experiences with different retention and publishing requirements. A durable replay also needs a step beyond keeping the live stream available: preserve the required media, then publish a replay asset to storage or your catalogue.
Choose the viewing experience before choosing the technology
Start with what viewers should be able to do. One service can support more than one pattern, but each has its own publishing and retention workflow.

How a live event becomes a replay
A live stream is delivered as media segments with a manifest that describes their playback order and timing. A replay workflow must preserve the relevant material and make it available beyond the live service’s temporary retention period.

- Configure retention before the event. If the selected workflow creates a replay from retained live segments, confirm that the live channel keeps those segments long enough for review and clip creation.
- Run the event and retain its media. The service ingests and processes the contribution feed, then produces playback output. Keep the live session and its media available while the event is being checked and the desired replay range is identified.
- Create the replay or clip. In Google’s documented Live Stream API clip workflow, clips are made from past content and consist of HLS manifest and segment files. The workflow copies these files to a chosen directory so they can persist beyond the live retention window. That specific clip feature supports HLS manifests; it does not support live clipping or scheduling future clips.
- Publish the asset durably. Move or copy the replay into the storage location and catalogue used for VOD playback. Add the title, event details, captions, access policy, and other metadata your player and audience need.
- Test the viewer path. Check the replay on the devices and apps you support, including seeking, captions, access restrictions, and any required playback authorization.
Google’s documentation includes a 24-hour retention configuration as an example, not as a general recommendation. Choose a window that fits your own operational review and publishing timeline, and make sure the replay is copied before temporary source media expires. Google Cloud: live-to-VOD and DVR workflows.
DVR is not the same as a permanent replay
A DVR session provides time-shifted access tied to the live stream’s retained segments. Google documents DVR sessions for past, current, or future content; viewers can join late and watch with a delay or skip portions. Its DVR manifest is retained with the live segments and removed when the retention window expires. A separately copied clip can remain available after that window.
That distinction affects both implementation and viewer expectations: describe a DVR window as temporary catch-up access, and call a replay part of the durable VOD catalogue only when it has been published into storage that outlasts live retention.

How to build the combined live and VOD workflow
The following sequence works whether you assemble cloud components yourself or use a managed video platform. Protocols and formats vary by product, so treat the named services as examples rather than universal requirements.
- Define the product experience. Specify whether the service needs live plus replay, a limited catch-up window, a searchable library, scheduled linear playout, or a combination. Identify which content is temporary and which must remain available.
- Select the contribution input. Choose an ingest protocol and production workflow supported by your encoder and service. Google documents SRT and RTMP input for its Live Stream API; Cloudflare documents RTMPS or SRT live input. Verify the current requirements for the service you select. - Encode and package the output. Encoding and packaging turn the contribution into playback media, typically segments plus manifests. AWS identifies MPEG-DASH, Apple HLS, Microsoft Smooth Streaming, and CMAF among common formats. Google’s Live Stream API documents HLS and DASH output, with Cloud Storage as an output location and Media CDN as a possible backend. Confirm that your encoder, service, player, codecs, captions, and devices work together; shared formats do not guarantee full compatibility. - Set retention and replay policy. Decide how long live segments remain available and how quickly the team must create clips. If the replay process relies on retained segments, configure the window before the event. Copy finished replays to durable storage or the VOD catalogue before the source window expires.
- Choose storage and delivery. A common cloud design stores packaged VOD assets in an origin or object store and serves them through a CDN. AWS describes VOD storage on a server or S3 with CloudFront delivery, and live delivery through MediaStore or MediaPackage origins with CloudFront. Whether to use an integrated platform or separate cloud components depends on your control requirements, existing infrastructure, audience geography, scale, and cost. - Integrate the player and operations. Test supported browsers, apps, and devices; captions; authentication and access control; publishing metadata; failure handling; and how replays appear in the catalogue. Cloudflare documents playback through its player or an HLS/DASH-compatible player. Google documents CEA-608/708 caption passthrough and encryption options for its API. Playback, compatibility, and delivery decisions
Formats and device support
HLS, MPEG-DASH, and CMAF can help parts of a live and VOD delivery stack share formats, but they do not make every source, codec, player, DRM scheme, or device interchangeable. Test against the actual app and device matrix you support rather than assuming a format name guarantees playback.
Bandwidth and content complexity
Resolution alone does not determine bandwidth demand. Cloudflare notes that adaptive-bitrate bandwidth estimates can differ with visual complexity: a slide presentation may need less bandwidth than fast-motion sports at the same resolution. CORS, DRM, and protected playback
For browser-based playback, Microsoft’s Azure Front Door guidance calls out correct CORS headers for requests for manifests and media segments. It also notes that commercial deployments may use combinations of PlayReady, Widevine, and FairPlay depending on target devices. Treat DRM as a system integration: license requests need different routing and caching treatment from media segments, and the guidance does not mean Azure Front Door itself supplies every DRM service. Schedule VOD and live feeds as a channel
If viewers should tune in to a continuous or scheduled channel, build a playout schedule that combines catalogue videos and live feeds. Brightcove describes Cloud Playout as programming scheduled VOD items with live feeds and streaming them as a linear channel; its examples include 24/7 linear channels, pop-up or virtual channels, and simulated live events. This approach suits a programmed channel experience, while live-to-VOD suits event replay publishing. Brightcove Cloud Playout overview.

Confirm rights before retaining or replaying content
Make sure you have rights to retain, replay, repackage, and monetize the live material. A right to broadcast live does not, by itself, establish that you can keep a recording in a catalogue or use it in a scheduled channel. Commercial content may also require access controls or DRM appropriate to the distribution arrangement.

Ads require a separate workflow
Combining live and VOD does not automatically insert advertising. Google Cloud documents Video Stitcher workflows for dynamically inserting ads into VOD and live sessions using HLS/DASH-compatible formats; rights, ad decisioning, measurement, and player integration still need to be designed. Model costs from expected usage
Compare encoding, packaging, storage and retention, CDN delivery or egress, platform fees, and support at your expected volume and audience geography. No comparable current provider pricing is established here, so request or calculate costs from the platforms you are considering rather than assuming that a managed service or a composed cloud stack is cheaper.
