There is no confirmed India-wide Oracle Cloud Free Tier block on YouTube live streaming. “Blocked” can mean an Oracle signup or compute error, an unavailable free shape, a YouTube channel restriction, or a stream that cannot connect or stay healthy. The fix depends on where the failure appears. Start with the exact error message, then use the matching checks below.
First identify where the stream is failing
Separate the problem into three stages: creating an Oracle Cloud Infrastructure (OCI) instance, getting YouTube to accept a live stream, and keeping the connection healthy or saving its replay. An error in one stage does not show that India is blocked in another.
- Before a server is created: check the OCI account, selected home region, compute shape, and the full provisioning error.
- YouTube will not start the broadcast: check channel eligibility and the stream URL/key setup.
- The stream starts but buffers or drops: check outbound bandwidth and YouTube’s stream-health details.
- The broadcast ends or has no replay: distinguish a live-stream interruption from YouTube’s archive-duration limits.
Record the exact error text and the page or tool that displayed it. That is more useful than treating “blocked in India” as a diagnosis.
Why can’t I create an Always Free compute instance?
Check the region and shape
Oracle lists India cloud regions, including India South (Hyderabad), but a region’s existence does not guarantee that a particular Always Free shape is available to your account at that moment. Oracle’s Free Tier FAQ defines “out of host capacity” as a temporary lack of Always Free shapes in your home region.

For “out of host capacity,” retry rather than changing countries
- Copy the full OCI error and note your account’s home region, selected availability domain, and compute shape.
- If OCI offers another availability domain for that shape, try it.
- If no suitable domain is available, wait and retry. Oracle says additional capacity can take several days.
- If the error is different, do not assume it means capacity: use the exact message and OCI provisioning details to identify the relevant issue.
Do not create extra Free Tier accounts to work around capacity. Oracle says one trial or Always Free account is permitted per person and prohibits creating multiple accounts.
Check whether YouTube allows the channel to go live
OCI capacity and YouTube channel eligibility are separate. For computer-based live streaming, YouTube requires a verified channel and no live-streaming restriction during the previous 90 days. Check the channel’s status and YouTube Live Control Room before changing the server configuration. A restriction at this stage is not evidence of an India-wide OCI block.

If the encoder connects but the stream is unstable
Verify the YouTube connection details
In the encoder’s YouTube streaming setup, confirm that the server URL and stream key are the ones for the intended broadcast. Treat the key as a password: do not publish it or include it in screenshots or logs shared publicly. If you replace or reset the key, update the encoder to match.
Measure outbound capacity against the stream
YouTube recommends upload bandwidth with at least 20% headroom above the stream’s bitrate. Check the server’s actual outbound throughput and stream-health warnings; an advertised monthly transfer allowance is not a guarantee of available bitrate, low latency, or a reachable connection to YouTube.

Oracle’s Free Tier listing advertises 10 TB of outbound transfer per month and, for Ampere A1, 1,500 OCPU hours and 9,000 GB-hours per month. Those allowances describe the listing, not the performance or connectivity of an individual stream. Compare the measured stream’s data use and bitrate with the service terms for your account and region rather than assuming that the allowance alone proves the stream will work.
If a 24/7 broadcast ends or its replay is missing
A live broadcast and its archived replay are different things. YouTube Help says streams under 12 hours can be automatically archived; streams longer than 12 hours may not be captured at all. YouTube also notes that DVR may be limited or unavailable for very long streams.

For a continuous channel, plan for archive gaps: keep your own source files and, if a replay is required, use a broadcast plan that creates shorter sessions and verifies each replay before relying on it. Do not interpret a missing archive by itself as proof that OCI stopped the live stream.

- The full OCI provisioning error, account home region, selected shape, and availability domain.
- The YouTube Live Control Room error and stream-health information, with the stream key removed.
- The encoder’s configured server URL (do not share the key), output format, bitrate, and the time the failure began.
- An outbound connectivity and throughput check from the OCI instance to the streaming destination.
Without those details, the cause cannot be reliably assigned to Oracle, YouTube, or the network. Oracle’s Free Tier FAQ also says the Free Tier does not include service-level agreements; anyone who needs guaranteed operational support should compare paid service terms directly.
