It does so by publishing partial media segments before a full segment is complete and by letting players request playlist and media updates with less waiting. LL-HLS still uses HTTP delivery and is designed to work with CDNs and other caches; getting low latency requires support across the packaging, server, delivery, and playback chain.
How LL-HLS reduces delay
Conventional segmented streaming can make a player wait for a complete media segment before it can request and play that segment. LL-HLS makes smaller portions available sooner and adds playlist mechanisms that reduce unnecessary waits and requests.
Partial media segments
A packager publishes partial segments while the larger parent segment is still being produced. In Apple’s guide, the playlist uses EXT-X-PART to describe partial segments and EXT-X-PART-INF to provide partial-segment target information. Apple illustrates 200-millisecond partial segments within a six-second parent segment; these are example values, not prescribed settings for every stream.
Blocking playlist reloads
Instead of repeatedly polling for a changed playlist, a client can request a playlist that includes a future media sequence or partial segment. The server holds the request until the requested content is represented in an updated playlist. The delivery directives include _HLS_msn and _HLS_part.

Preload hints
EXT-X-PRELOAD-HINT identifies a resource the server expects to publish next. A player can request it in advance, and the request can be fulfilled once the partial segment is available. This is intended to avoid waiting for a playlist update and then making a separate request before media can begin flowing. In Apple’s WWDC 2020 explanation, Roger Pantos described the benefit as getting media to the client as soon as it is available.
Smaller playlist updates and rendition reports
EXT-X-SKIP lets a client request a reduced playlist update that omits older entries before the skip boundary. EXT-X-RENDITION-REPORT provides information about another rendition’s current playlist position, helping a player switch renditions with fewer discovery round trips.

How low can LL-HLS latency get?
Apple’s stated design target was one to two seconds of delay from live over the public internet under reasonable round-trip conditions. Roger Pantos described that target at WWDC 2019. It is design intent, not a universal measured result or a guarantee for any particular stream.
Actual end-to-end latency depends on the packager, server behavior, cache and CDN path, player, device, and network conditions. A playlist containing LL-HLS tags by itself does not establish the delay viewers will experience.

What an LL-HLS deployment needs
LL-HLS is an end-to-end implementation choice, not a matter of adding a few tags to an otherwise unchanged playlist. Apple’s implementation guide specifies a Low-Latency Server Configuration Profile and describes delivery through CDNs and other HTTP caches, including how clients obtain a reasonably current playlist through cached delivery.
- Packaging: The packager must create and publish partial segments and the relevant playlist information.
- Server behavior: The server must support the configuration and request behavior needed for features such as blocking playlist reloads and preload hints.
- Delivery path: Caches and CDNs must deliver sufficiently current playlists and media for the low-latency workflow.
- Player and device: The playback client must handle the relevant playlist features and media updates.
- Network conditions: Round-trip time and other network behavior affect how much delay can be reduced in practice.
If a server does not support a required configuration aspect, clients can fall back to regular-latency HLS. Do not assume that fallback means LL-HLS is functioning as intended or that a specific latency is being achieved.

How to evaluate an LL-HLS implementation
For a real deployment, verify the complete path under the network, player, and device conditions your audience will use. Apple’s cited materials explain the protocol mechanisms but do not provide a current cross-vendor compatibility matrix or a universal performance benchmark.
- Confirm that the packager emits partial segments and the necessary playlist tags.
- Check that the server and delivery path support the required low-latency configuration, including blocking reloads and preload-hint requests where used.
- Test whether playlists and partial media remain current through the actual caches or CDN in the path.
- Measure end-to-end playback delay in the intended player and device conditions rather than inferring it from configuration alone.
- Compare achievable latency alongside player and device support, reliability, network round-trip conditions, and operational cost.
