“Blocked worldwide” means a copyright owner’s policy blocks the video everywhere; “blocked in some countries or regions” means the block applies only in the territories shown. Those labels describe a video’s geographic availability, not whether an active live stream will keep running. YouTube separately scans live streams for third-party content and may warn, interrupt, or terminate a stream if a match continues.
What the two restriction labels mean
YouTube’s Content ID policies can vary by country or region. For matched content, a copyright owner may choose to block a video, monetize it, or track its viewership; the action can differ between territories. “Blocked worldwide” and “blocked in some countries or regions” indicate the geographic scope of a block, not a different kind of ownership claim or an automatic strike against your channel. YouTube’s copyright restriction guidance explains how to inspect these labels.

A territorial block is about the availability of a video under a rights holder’s policy. It does not, by itself, establish whether the creator has a copyright strike or whether a live event was stopped.
Why a live stream can still be interrupted
Live enforcement is a separate, real-time process. YouTube scans broadcasts for third-party content, including another copyrighted live broadcast. When it detects a match, it may show a placeholder image and warn the streamer. If the matched content remains, YouTube says the stream may be temporarily interrupted or terminated. YouTube’s live-stream copyright guidance describes this response.

This means a block that applies only in certain countries is not a guarantee that the live stream will continue in the countries where you believe you have rights. YouTube says even a licensed stream can be interrupted if the rights holder has not added the channel to its Content ID allowlist, including when the stream is restricted to territories where the creator has rights.
YouTube’s live-stream terms state that providers represent they have all necessary rights for the exploitation of live content on Google services throughout the world, including music licensing rights, and must comply with applicable laws and requirements. The terms are YouTube’s stated requirements, not a determination of what a particular license permits. Read YouTube’s Terms of Service and confirm your own license covers the content, livestream use, and relevant territories.

Live interruption, Content ID claim, and copyright strike are different
- Live interruption: YouTube may warn, temporarily interrupt, or terminate a broadcast when a live match continues.
- Content ID claim: A claim applies a copyright owner’s policy to matched material. Claims generally do not affect the channel or account by themselves.
- Copyright removal request and strike: A valid removal request can result in a strike. A strike on an active or archived stream may disable live-stream access, and YouTube says a channel receiving three strikes is subject to termination.
If a live stream is archived, YouTube says Content ID claims are made after the stream ends. That later claim is distinct from any real-time interruption that occurred during the broadcast. Check your channel’s standing rather than assuming a territorial restriction means a strike. YouTube’s copyright claims guidance distinguishes claims from removal requests and strikes; its account-standing guidance covers strike consequences.
How to diagnose the restriction or a stopped stream
- If the stream stopped, open YouTube Studio and check for a listed live-stream issue or copyright strike. YouTube says live-stream access may be restored after the listed issues are fixed. Do not infer the cause from a territory label alone.
- For a video or archived stream with a restriction, open its restriction details and review Copyright Details. Identify the matched material and claimant before deciding what to do.
- Classify the event. Determine whether you are looking at a Content ID claim, a removal request or strike, or a real-time live interruption. These have different causes and consequences.
- If the material is licensed, verify the scope and ask the rights holder to allowlist your channel. Confirm that your rights cover the specific content, livestream use, and relevant territories. YouTube warns that a license alone may not prevent a live interruption without allowlisting.
- If you believe a claim is mistaken, review the available dispute options and proceed only with a valid basis. YouTube does not mediate copyright disputes; an unsupported dispute may lead the rights holder to request removal.
What creators should know about live Content ID matching
YouTube’s real-time Content ID matching is a rights-owner feature, not a creator-side method for unblocking a stream. Access is at the Content Manager level and is intended for eligible rights owners with a proven Content ID operating record, time-sensitive live content, and a high likelihood that users will stream copies. YouTube says live matching requires worldwide rights and exclusive ownership; the matched material cannot include third-party content such as background music. This feature can trigger warnings and potential interruption or termination for copies, and does not create the same claims as standard Content ID.
