Fix the playlist, referenced media file, or directory permissions narrowly; do not assume -safe 0 or running FFmpeg as root will fix a Linux permission error.
First identify which kind of playlist and path is failing
“Playlist” can mean different inputs to FFmpeg, and the right fix depends on the format and the denied resource.
- Concat script: A text file with
filedirectives. FFmpeg opens the script and then opens each listed media file. A failure may concern either the script or one of those files. - HLS manifest: An
.m3u8file that refers to segments and possibly keys. Those resources may be opened through FFmpeg protocols. A protocol-whitelist denial is not the same as Linux denying access to a local file.
Read the full diagnostic and note the exact path named in it. Also check whether the denied path is an input or an output mistakenly supplied as an input. Without the diagnostic and command, it is not possible to tell which object is failing.
Check the process identity and working directory
Linux checks access for the process that runs FFmpeg, not necessarily for the account you use in an interactive shell. A service or scheduled job may have a different user, group, working directory, or filesystem view.

- Record the exact FFmpeg command and full error. Identify whether the failing item is the playlist, a listed media file, an HLS segment or key, or another path.
- Check the execution account. Run
idin the same context where possible. For a service, inspect its configured user and group; testing as your login account does not establish that the service account can read the files. - Check the current directory. Run
pwdin the failing context. Relative paths in a playlist are resolved from the process’s current working directory, which may differ for a service or scheduled job.
Systemd execution settings can affect the paths visible to a service. Containers, chroots, private mount namespaces, and other confinement can also change its filesystem view. The specific cause depends on the service configuration and runtime.
Inspect the playlist, files, and every parent directory
For ordinary files, the process needs read access. It also needs search (execute) permission on every directory component in the path. Linux defines EACCES as denied access to the file or denied search permission on a directory in the path prefix.

Run these read-only checks as the relevant account, substituting the actual playlist path:
id
pwd
namei -l /path/to/playlist.txt
ls -l /path/to/playlist.txt
getfacl /path/to/playlist.txtnamei -l shows permissions along the path; getfacl inspects access-control lists. Availability depends on the Linux distribution and installed packages. Repeat the path checks for each concat entry, or for locally referenced HLS segments and keys as applicable. If a playlist uses relative paths, resolve them from the failing process’s working directory.

Apply the narrowest permission correction
Choose a fix that matches the intended ownership model, and change only the files and directories FFmpeg needs. Typical administrator options include assigning required files to the service’s intended group, granting that group read access to those files and search access to only the necessary directories, or using an ACL to grant access to the specific service account. Ensure the correction covers the playlist and every referenced file.
Avoid reflexively using chmod -R 777 or running the whole job as root. Those approaches broaden access or privilege unnecessarily, can affect unrelated files, and do not fix incorrect relative paths, hidden mounts, or protocol restrictions.

Distinguish concat path validation from Linux permissions
The concat demuxer’s safe option validates playlist names and directives; it does not grant filesystem access. Its default is safe=1, which rejects unsafe paths. If the trusted playlist requires paths that fail this validation, -safe 0 allows any file name, but the FFmpeg process must still have Linux permission to read the script, directories, and media files.
For example, a concat script can contain:

ffmpeg -f concat -safe 0 -i /srv/lists/clips.txt -c copy output.mp4Use -safe 0 only for that validation issue and a trusted script. It is not a remedy for an EACCES error.
Check protocol restrictions for HLS inputs
If the diagnostic says a protocol is not on an allowed list, inspect -protocol_whitelist and the protocols needed by the manifest and its nested resources. FFmpeg can restrict protocols used inside other protocols. Changing Unix file modes will not resolve a protocol-denial error; conversely, allowing a protocol does not grant filesystem permissions.
Troubleshoot by symptom

Version and scope notes
FFmpeg’s online documentation can reflect newer revisions than the version installed by a Linux distribution. Check ffmpeg -version and consult documentation matching that build if option availability or behavior differs. Linux pathname behavior is described by the Linux manual pages; systemd behavior depends on the unit and installed version.
