The publisher encodes media, divides it into segments, and publishes text playlists that tell a player which segments to request. If several quality versions are available, the player can select among them and may switch as network conditions change.
How HLS works
HLS is a delivery protocol: it defines how a player discovers and requests media, not a single video file format or a particular server product. Its basic chain is encode, segment, list, host, and play. Apple describes HLS as adaptive playback delivered through web servers and content delivery networks (CDNs) (Apple’s HLS overview).
- Encode the source. A live production feed or finished recording is encoded into a compatible rendition. A publisher may prepare multiple renditions at different resolutions or bitrates. Codec choices depend on the authoring requirements and the target players; there is no single codec that applies to every HLS stream.
- Divide the media into segments. The encoded media is split into smaller files that can be requested separately. Common HLS segment formats include MPEG-2 transport stream (
.ts) and fragmented MP4 (.m4sor.mp4) (Apple’s HLS authoring specification). - Write playlists. Text playlists identify the media segments and, when there are multiple renditions, the available choices. HLS playlists use the extended M3U format and commonly have the
.m3u8extension. - Host the files. The playlists and segments are served as HTTP resources, often from a web server or CDN. Delivering those files does not inherently require a special HLS server module.
- Let the player request and present the stream. The player reads a playlist, requests the relevant media segments, and decodes them for playback. Its implementation determines how it selects or changes renditions.
What the HLS playlists contain
HLS uses two main playlist roles. The distinction matters: one describes choices, while the other describes the actual segments for a particular rendition. RFC 8216 specifies playlist syntax and behavior (RFC 8216).
- Master playlist, or multivariant playlist: Points to media playlists and describes available variants, such as different bitrate or resolution options. Current Apple guidance uses the term “multivariant playlist.”
- Media playlist: Lists the segments for one rendition, along with information needed to present them in sequence.
A playlist is not itself the video. It is a text index that guides the player to the media resources. A single-rendition presentation can have a media playlist without offering quality alternatives.

How adaptive bitrate playback works
Adaptive bitrate streaming depends on a publisher providing multiple encoded renditions and on the player choosing among them. The player can use available bandwidth and its own playback logic to select a suitable rendition, and may change quality as conditions shift. This can balance picture quality against the connection available at a given moment, but HLS does not guarantee identical switching behavior across players.
A lone encoded file does not automatically become adaptive just because it is delivered using HLS. Without alternate renditions and the playlist information to expose them, the player has no set of quality versions to switch between.

Live HLS versus HLS video on demand
Video on demand
For video on demand (VOD), the media is already available and the playlist describes the completed presentation. RFC 8216 defines EXT-X-PLAYLIST-TYPE:VOD for a playlist that does not change.
Live and event playlists
A live media playlist can update as new segments become available. A player periodically reloads it to find the latest segments. An event playlist can grow during the event; a sliding live playlist can also remove older segments as its playback window advances. These are different playlist behaviors, not different ways of encoding the source.

Containers, CMAF, and compatibility
HLS can carry media in more than one segment format. Apple’s authoring specification lists MPEG-2 transport stream and fragmented MP4 options, including .ts, .m4s, and .mp4. It also provides recommended MIME types for playlists and media segments. Support still depends on the player, device, codec, and features used; an HLS label alone does not promise that every combination will play everywhere.
CMAF is a segmented-media format that can be used with both HLS and MPEG-DASH. It concerns media formatting and packaging; HLS supplies playlist and delivery behavior. Apple describes CMAF switching sets as alternative tracks that can switch at fragment boundaries to adapt bitrate or resolution. Shared CMAF media can support packaging for more than one adaptive streaming system, but CMAF and HLS are not synonyms (Apple’s streaming documentation).

Published specification and newer draft work
RFC 8216, published in August 2017, is the published HLS specification (RFC 8216). Apple’s 2026 update points readers to a newer second-edition Internet-Draft, which is an evolving draft rather than a replacement that should be treated as settled RFC requirements (Apple’s HLS documentation). The update discusses draft features such as preload hints for encryption keys and date-range schedules for server-driven interstitial insertion.
For implementation decisions, distinguish requirements in the published RFC from newer proposals in the draft, and check the relevant player and authoring requirements rather than assuming draft features are universally supported.

Does HLS require special streaming servers?
Not for basic delivery. A web server or CDN can serve the playlist and segment files over HTTP; the player makes requests for those resources. Production still needs an encoder or packaging workflow to create compatible segments and playlists, and a live workflow must keep its media playlist current as new segments are produced.
