To make a variable frame rate (VFR) video constant frame rate (CFR), open it in HandBrake, go to the Video settings, and select Constant Framerate. For a like-for-like conversion, leave the frame rate at Same as Source; choose a specific rate only if your editing or playback workflow requires it. Encode to a new file, then check motion and audio sync.
YouTube’s live-streaming guidance does not establish a universal rule that every uploaded video must be converted to CFR. An existing video file and a live encoder’s ingest settings are separate cases.
What constant frame rate means
A video’s frame rate describes how many frames are presented over time. With VFR, the timing between frames can vary. CFR output has one frame rate throughout. HandBrake describes it this way: “Constant Frame Rate (CFR) makes your new video exactly one frame rate throughout.” (HandBrake frame-rate documentation)
CFR concerns frame timing, not just a rate label. For fixed-frame-rate content, FFmpeg’s documentation describes a timebase of 1 divided by the frame rate, with timestamps increasing by one each frame. (FFmpeg documentation)

Does YouTube require constant frame rate?
Not as a universal pre-conversion rule established by the reviewed YouTube live-streaming sources. YouTube’s Live Control Room automatically detects resolution and frame rate by default, and its LiveStreams API accepts a variable frame-rate setting when resolution is also variable. Those are live-ingest options; they do not amount to a blanket specification for every file uploaded to YouTube. (YouTube Live encoder settings; YouTube LiveStreams API)
If you are preparing a local video file, convert it when VFR is causing uneven playback or import problems, or when a particular destination workflow requires CFR. Do not convert solely because you assume YouTube rejects VFR. If you are sending a live stream, configure and test the encoder’s live output separately.

How do I make a video constant frame rate in HandBrake?
- Keep the original file. Make a copy or choose a different output destination so you can return to the untouched source if the conversion causes unwanted cadence or sync changes.
- Open the source in HandBrake. Load the video and choose the output destination and container appropriate for your workflow.
- Open the Video settings. Find the frame-rate controls and select Constant Framerate (CFR).
- Choose the rate. Leave the rate at Same as Source for a like-for-like conversion: HandBrake detects the source rate and makes variable portions constant at that rate. Select a numeric rate only if the destination requires it. A forced rate conforms the whole video and may change temporal sampling, so it is not the default choice for ordinary conversion.
- Encode to a new file. Start the encode and wait for it to finish before replacing or moving the original.
- Review the output. Watch scenes with motion for uneven movement or frames that appear dropped or duplicated. Check the full audio track for sync drift, and verify that the output rate suits the intended workflow.
HandBrake distinguishes three modes: CFR makes output exactly one rate; VFR with Same as Source follows source timing; and Peak Frame Rate (PFR) imposes an upper limit while allowing lower-rate portions to remain. HandBrake says choosing a specific rate to conform the entire video is generally for special circumstances, such as importing into a non-linear editor (NLE) or supporting very old devices. Check the current HandBrake frame-rate documentation for the controls in your release.
Choosing Same as Source or a specific rate

There is no single best numeric target for all footage in the cited guidance. Preserve the source cadence unless your workflow specifies otherwise.

HandBrake CLI: explicit CFR controls
HandBrake’s command-line interface provides --cfr to choose constant frame rate and -r to set a target rate. If no rate is set, CFR uses the source’s average rate. Defaults depend on whether you supply a rate: without explicit controls, the CLI uses PFR when -r is supplied and VFR otherwise. Confirm the options in the version you have rather than assuming the defaults. (HandBrake CLI reference)
A general command structure is HandBrakeCLI -i input.mp4 -o output.mp4 --cfr. This selects CFR without forcing a different numeric rate. Add -r RATE only when you have a reason to conform the video to a particular rate, and verify the exact option syntax supported by your installed CLI version. This is a command pattern, not a guarantee that every input, container, or installation will accept those filenames or settings unchanged.

If you are streaming live to YouTube
Converting a recorded file and configuring a live encoder solve different problems. YouTube’s live guidance covers ingest codec, resolution, frame rate, bitrate, keyframe interval, rate control, and transport. Changing a source file to CFR does not set those live encoder options.
- Frame rate and resolution: YouTube supports up to 60 fps; Live Control Room defaults to automatic detection. Select settings appropriate to the live source and encoder.
- Codec: YouTube’s live guidance lists H.264, H.265, and AV1. Use the official guidance for the codec your encoder actually sends.
- Bitrate: This is the data rate of the stream, not its frame rate. For H.264, YouTube lists recommended bitrates of 14 Mbps for 1080p30 and 17 Mbps for 1080p60, with minimums of 5 Mbps and 6 Mbps respectively. These are live-ingest figures; consult YouTube’s current table for the selected codec, resolution, and frame rate.
- Keyframes and rate control: YouTube recommends a two-second keyframe interval, no more than four seconds, and constant bitrate (CBR).
- Transport: YouTube’s guidance lists RTMP and RTMPS.
Before an important broadcast, test with representative motion and audio, check YouTube’s stream health, and monitor encoder and Live Control Room messages. See YouTube’s current live encoder settings for the full table and setup guidance.

Troubleshooting a CFR conversion
- The output still seems uneven: Check that HandBrake was set to CFR rather than VFR or PFR, then review a motion-heavy scene. A constant output rate does not guarantee that converting to a different cadence will look smooth.
- Audio drifts out of sync: Compare the output against the source from beginning to end. If sync changes, keep the original and try a CFR conversion at Same as Source rather than forcing a different rate.
- The editor still reports an import problem: Confirm the editor’s required rate and container. If it explicitly requires a numeric rate, encode to that rate and review the resulting motion and sync.
- YouTube reports live-stream problems: Do not assume a local-file CFR conversion will fix ingest. Check the live encoder’s codec, resolution, frame rate, bitrate, keyframe interval, CBR setting, connection, and YouTube stream-health messages.
- The CLI behaves differently than expected: Check whether
-ror--cfris present and consult the CLI reference for your installed release; defaults differ depending on the options supplied.
