YouTube’s playlist Loop repeats playback locally; it does not create a livestream. A public 24/7 broadcast needs an eligible YouTube channel, an encoder, sustained upload bandwidth and a computer that can handle the workload—or a cloud service that runs the stream for you.
Choose between local playback and a public livestream

If you only need cartoons to keep playing on your own computer, use the local method below and stop there. If viewers should be able to watch on your channel, follow the livestream workflow instead.
Loop a YouTube playlist on your computer
- Open the playlist on YouTube and start playing it.
- Turn on Loop in the playlist box. The playlist will repeat on that device. If you are using YouTube on a TV or console, use the repeat controls available in that interface.
- Keep playback simple if the computer is constrained: close unneeded tabs and programs while the playlist runs.
This method requires no encoder or public stream. It also does not make the playlist available as a continuous live broadcast to other viewers.
What a low-RAM computer can—and cannot—handle
There is no reliable universal RAM minimum for a 24/7 OBS stream. OBS says that meeting its basic system requirements does not guarantee a computer can stream or record; the load depends on the encoder, resolution, frame rate and scene complexity. The specifications of your particular computer matter more than a single RAM number.

- Start with a simple OBS scene and run OBS’s Auto-Configuration Wizard.
- Test on the actual computer at the output settings you plan to use. Watch for dropped frames, stuttering playback, excessive CPU load, overheating or instability.
- If your hardware offers a supported encoder, test it. OBS lists examples such as NVIDIA NVENC, Intel Quick Sync and AMD VCE. Hardware encoding may reduce CPU work, but availability and results depend on the computer; it does not fix insufficient RAM, an unstable connection, power loss or rights problems.
Set up a public continuous broadcast with an encoder
1. Check whether your channel can go live
YouTube’s current eligibility guidance says a channel must be verified, meet YouTube’s age requirement, and have had no live-streaming restrictions in the preceding 90 days. Check the channel’s live-stream access in YouTube Studio before configuring an encoder; access requirements and account status can affect whether you can start.
2. Prepare the cartoons and confirm you may broadcast them
Use only cartoons you have the necessary rights to stream publicly. A cartoon being viewable on YouTube does not by itself establish permission to rebroadcast it. The rights depend on the specific material and your permission or licence; check those before putting it on a public continuous stream. This is not a legal determination, and YouTube’s platform rules also apply.

3. Configure a simple OBS stream
- Install and open OBS, then use Tools > Auto-Configuration Wizard to get a starting configuration for the computer and intended stream.
- Create a simple scene for the cartoon playback. Avoid unnecessary sources and effects on a constrained machine.
- Set the output resolution, frame rate and bitrate to settings the computer and connection can sustain. YouTube’s recommended bitrate varies by resolution and frame rate; use its current encoding-settings table rather than relying on one bitrate for every setup.
- Configure the stream in YouTube Studio’s Live Control Room and enter the stream key in OBS. Treat the key as private: anyone who obtains it may be able to broadcast to your channel.
- Start a test stream and check the Live Control Room preview before announcing it. Confirm that video and audio are working and that the broadcast is accessible.
4. Match bitrate to your real upload connection
YouTube Help says, “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available,” and recommends leaving 20% headroom. That headroom is a bandwidth-planning recommendation, not an India-specific ISP guarantee. Test upload speed and choose a bitrate that remains below the connection’s dependable capacity, leaving room for variation; do not choose a high-quality setting just because it appears in a recommended table.
If Wi-Fi is unreliable, YouTube says a wired connection may help. An Ethernet cable is an optional measure only if the computer and router support wired networking; it will not add RAM or fix an underpowered computer.

5. Monitor the test and the running stream
Check the Live Control Room preview, audio and video, and keep an eye on the broadcast once live. YouTube recommends preparing the encoder in advance and checking the preview. A successful short test is useful, but it does not prove that a computer, network or power supply will remain uninterrupted for 24 hours a day.
Troubleshoot common problems
