A YouTube channel needs 1,000 subscribers to qualify for the standard ad-revenue tier, plus either 4,000 qualified public watch hours in the past 12 months or 10 million qualified public Shorts views in the past 90 days. There is no separate subscriber requirement for a 24/7 livestream. A stream can help build the watch-hour total only when it is public and converted to a video on demand (VOD); reaching the numbers does not guarantee YouTube will approve the channel or serve ads.
What the subscriber thresholds unlock
YouTube has two relevant YPP eligibility levels. The lower, expanded-YPP level is for selected features; the higher level is the route to Watch Page ad revenue, including ads on eligible livestreams. Availability and individual feature requirements vary by location and feature.

YouTube’s official eligibility guidance, accessed in 2026, displays an announced update beginning February 1, 2027. That future change is not the threshold currently described above; check YouTube’s eligibility page for the rules in force when you apply.
When a 24/7 stream’s watch time counts
The 4,000-hour route measures qualified public watch hours—not how many hours the channel broadcasts. A long-running stream’s duration does not automatically become watch time; qualifying viewer watch time is what matters, and it remains subject to YouTube’s rules and rolling 12-month window.

- The livestream must be public.
- It must be converted to a VOD and remain available as a video.
- Unlisted or deleted livestreams, and livestreams that are not converted to VOD, do not contribute to this threshold.
After a broadcast, check eligible watch hours in YouTube Studio rather than estimating from the stream’s elapsed runtime. YouTube sets the qualifying rules in its YPP eligibility guidance.
Why hitting the numbers does not guarantee monetization
Thresholds make a channel eligible to apply; YouTube still reviews it. YouTube’s answer to whether every channel meeting the threshold is accepted is: “No. Every channel that meets the threshold will go through a standard review process.”

Before applying, check the channel against YouTube’s current requirements: it must be based in a country or region where YPP is available, have no active Community Guidelines strikes, have two-step verification enabled, have access to advanced features, and be linked to an AdSense for YouTube account. The channel must also comply with YouTube’s monetization policies, including its rules for original and reused content. See YouTube’s channel monetization policies and eligibility requirements.
What monetization can pay on a livestream
After YPP acceptance, creators may earn from eligible livestream ads and supported live features such as Super Chat, Super Stickers, and channel memberships, subject to the applicable terms, settings, and availability. When livestream monetization is enabled, pre-roll and display ads are enabled automatically; mid-roll ads can be inserted automatically or manually. An eligible channel is not guaranteed an ad impression for every viewer or opportunity: YouTube notes that “Ad slots are not guaranteed to serve ads.” Embedding a live stream with autoplay can also turn off live-stream ads. Keeping a pre-recorded YouTube stream running
If your 24/7 broadcast loops uploaded recordings rather than showing a live camera, you can manage the stream yourself or use a cloud service. Whichever approach you choose, the monetization thresholds and review rules above still apply; a streaming tool cannot change them or guarantee qualified watch hours.
