Do not assume that a station’s existing broadcast or web-radio permissions cover YouTube. YouTube scans live streams for third-party content and may interrupt a stream even when you have a licence if the relevant rights holder has not allowlisted your channel through Content ID.
Before connecting the encoder, clear the content
Make rights clearance the first gate, before music enters the YouTube feed. Inventory everything the stream will carry: recorded songs, jingles, interviews, guest voices and any visuals accompanying the audio. For each item, establish who controls it and whether the permission covers YouTube, live transmission, relevant territories and an archived replay. The station’s catalogue and contracts determine the answer; its existing website or terrestrial permissions do not by themselves establish YouTube rights.
YouTube says it scans live streams for third-party content. It can replace a stream with a placeholder and warn the operator; if the content remains, it may interrupt or terminate the stream. YouTube’s practical instruction is: “If your channel isn’t added to their allowlist, your live stream can be interrupted even if you’ve licensed the content.” Ask the relevant rights holders to add the channel to their Content ID allowlist where needed. A licence and an allowlist address distinct issues, so do not treat one as a substitute for the other. See YouTube’s guidance on copyright issues with live streams.
YouTube’s Live Stream Terms and Conditions put rights responsibility on the provider: “You represent and warrant that You have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licences) and any other royalty participants.” The terms also require compliance with applicable requirements in the territory of the live stream. How the Indian radio policy context fits
TRAI’s 2025 recommendation discusses permitting authorized terrestrial radio entities to stream the same programmes concurrently without user control, and says download, playback and replay should not be available while streaming. It also retains applicable law, including the Copyright Act, 1957. This is a recommendation, not a determination that an unnamed station is authorized, has cleared its music, or has permission from YouTube. It does not settle the legal status of your station. Choose an encoder that fits your station
YouTube supports software and hardware encoders. Choose based on how your current station feed can reach the encoder, whether it can publish to YouTube’s ingestion service, how you will monitor and recover the feed, and total cost. A dedicated hardware encoder is optional; no source establishes a best brand or model for every station.

YouTube’s encoder setup instructions cover both encoder types. NIC’s webcast guidance also describes encoder requirements in its own service context; it is not a universal encoder recommendation.
Set up the YouTube channel and stream
- Check eligibility in YouTube Studio. The channel must be verified and have no live-streaming restrictions in the preceding 90 days. First-time live-stream activation can take up to 24 hours, so enable it well before the planned launch. Check the current status and requirements in Studio before scheduling; YouTube documents them in Get started with live streaming.
- Create or select the stream. In YouTube Studio, select Create → Go Live, then use the Stream tab to create a stream or select an existing one. Follow the current Studio prompts for stream details and visibility.
- Copy the connection details. Copy the YouTube server URL and stream key shown for that stream into the matching fields in your encoder. Treat the key like a password: do not publish or share it. If it is exposed, replace or reset it in Studio before broadcasting again.
- Connect the station feed to the encoder. Route the programme audio into the chosen encoder and confirm that the correct live output is selected. Check that levels are audible and not clipping, and that the encoder is configured to send to the copied YouTube destination.
- Start the encoder and check the preview. Start transmission from the encoder. In YouTube’s Live Control Room, wait for the incoming preview and confirm the feed is stable and the audio is present.
- Go live. For a scheduled stream, click Go live in Live Control Room once the preview is available. Confirm the stream is public or otherwise set to the intended audience before directing listeners to it.
Test the connection and plan bandwidth
Test the actual feed before announcing a public launch. YouTube advises leaving upload-bandwidth headroom above the stream’s needs, testing the encoder and monitoring stream health. Its preparation guidance recommends setting up an encoder at least 2 hours ahead and starting it at least 15 minutes ahead; these are planning recommendations, not bitrate specifications. NIC’s Webcast Services guidance specifies outbound access to RTMP port 1935 and dedicated bandwidth of 2–4 Mbps per stream for its hired-agency webcast setup. Those figures apply to that NIC context; they are not YouTube bitrate rules. For your station, verify the upload connection and encoder requirements for the chosen stream, and test with the same network and feed you expect to use live.
Monitor the broadcast and check the archive
While live, watch Live Control Room for incoming-stream and quality warnings, and listen to the programme output. Keep a person responsible for spotting silence, dropouts or unexpected material. If YouTube warns about third-party content, act on the warning and the underlying rights issue; do not assume a stream will remain available simply because it started successfully.

If you choose to archive the stream, review the recording after it finishes. YouTube says Content ID claims on archived live streams are made after the stream ends. An archive can therefore surface a claim even if the live transmission completed.

- Live streaming is unavailable: verify the channel, check for a restriction in the prior 90 days and allow up to 24 hours for first-time activation.
- YouTube shows no incoming preview: confirm the encoder is running, the copied server URL and stream key match the selected Studio stream, and the network can reach the ingestion service.
- The preview appears but has no sound: check the encoder’s selected audio input and the station’s feed routing, then verify levels at the source and encoder.
- The feed drops or quality warnings appear: check upload stability and available headroom, then test the connection and encoder settings before resuming. If using the NIC hired-agency webcast setup, also verify its stated outbound RTMP port and dedicated-bandwidth requirements.
- YouTube replaces or interrupts the stream: check the Studio alert and resolve the Content ID or rights issue with the relevant rights holder. Ask about channel allowlisting; possessing a licence alone may not prevent automated interruption.
- A claim appears on the recording: review the archived stream and claim details, then address the rights issue through the applicable YouTube process and with the rights holder.
