If the warning is in Live Control Room, start with its exact wording and your encoder’s output and upload. If viewers see buffering, check their playback conditions and the stream’s latency. A prerecorded file can keep looping locally even when delivery or playback has a problem.
Identify which “buffer health” is red
Red status in YouTube Studio’s Live Control Room
Open YouTube Studio’s Live Control Room and note the exact stream-status warning and when it appears. YouTube says stream status provides specific error messages and instructions; use that message rather than guessing from the color. YouTube’s live-stream metrics guidance describes the creator-side status information.
Low or red Buffer Health in a viewer’s Stats for nerds
This is a player-side reading: the video player’s read-ahead data, not the encoder’s stream-status indicator. YouTube explains that the player buffers extra live video to handle changes in internet speed. Ask whether the issue affects multiple viewers and whether it occurs on more than one device or network. If only one viewer is affected, investigate that playback setup before changing the encoder.
Use the evidence to narrow down the cause

OBS’s connection troubleshooting guidance recommends checking dropped frames first. A local video continuing to play does not establish that the upload reached YouTube reliably or that viewers can play it without buffering.

Check encoder settings and upload capacity
YouTube recommends testing upload bitrate, testing with audio and video movement representative of the actual stream, and monitoring stream health during the event. Its encoder settings guidance recommends constant bitrate (CBR) and a two-second keyframe frequency, with an interval no longer than four seconds.
Match the bitrate to the stream you are sending
Use the YouTube recommendation for the codec, resolution and frame rate your encoder is actually sending; do not copy a bitrate for a different configuration. For H.264, YouTube lists these example recommendations:

These are YouTube recommendations, not guarantees that your internet connection can sustain the bitrate. The guidance gives different ranges for AV1 and H.265, so use the relevant codec row if you are not sending H.264.
Test the connection and actual output
- Check upload capacity. Run a speed test as YouTube recommends, then consider whether the available upload can sustain the encoder’s configured bitrate during the stream.
- Test representative content before going live. Include audio and movement similar to the real stream; a static or silent test may not reflect the actual output.
- Monitor the stream status and encoder statistics. Record the exact Live Control Room message and check OBS’s dropped-frame counter if you use OBS.
- Change one relevant variable at a time. Compare the status, OBS statistics and viewer reports after each change. Changing resolution, bitrate, latency and the loop file together makes it harder to identify what helped.
Use OBS dropped frames to separate upload trouble from playback trouble
If you stream with OBS, check its dropped-frame counter. When it shows drops, follow OBS’s connection troubleshooting and investigate the encoder-to-ingest connection and sustainable upload. If it shows no dropped frames while viewers still buffer, do not assume the encoder is healthy for every playback situation: investigate viewer devices, networks and delivery conditions separately.

Adjust latency only for viewer-side buffering
Latency affects how much live video the player can read ahead. YouTube explains that lower latency means less read-ahead buffer, leaving playback more vulnerable to fluctuations between encoder and player. Its live-stream latency guidance describes Normal latency as the highest-quality option for viewers with the lowest amount of buffering, and says it is intended for streams that do not need real-time interaction.
For a prerecorded loop without a need for highly interactive, near-real-time chat, compare Normal latency with the current setting in a controlled test. Ultra-low latency is intended for highly interactive streams and may increase the chance of viewer buffering. YouTube describes Ultra-low latency as typically producing latency under five seconds for most viewers; that is a platform description, not a guarantee for every viewer.

Inspect the loop only when the timing points to it
If buffering or another problem reliably returns at the same point in every loop, inspect the source segment and the transition at that boundary. Try a clean copy or a simplified loop to isolate the segment. Treat this as a diagnostic test: the available YouTube and OBS guidance does not identify prerecorded looping itself as a cause of a red stream-health status.
