How to Run an OBS YouTube Playlist Stream From a Low-Cost PC in India

Use OBS's VLC Video source to loop local files on YouTube. This India-focused setup guide covers low-cost PC limits, upload headroom, encoder settings, copyright and troubleshooting.

You can run a YouTube playlist stream with OBS on a low-cost PC: install OBS Studio and VLC, add a VLC Video source with your local files, configure a modest H.264 output, then test it through YouTube Live Control Room before going public. Start at 720p30 if your PC or upload connection is limited; whether a particular machine can sustain the stream depends on its encoder and your real-world upload stability.

What you need before setting up the playlist

  • A Windows PC that can run OBS and encode your chosen output. OBS’s published Windows baseline lists Windows 10/11 and a DirectX 10.1-compatible GPU, but OBS warns that meeting minimum requirements does not guarantee streaming performance. The system-requirements page is dated 2021-08-25, so treat it as a compatibility baseline, not a buying guide: OBS system requirements.
  • OBS Studio and VLC installed from their official project sources. VLC is a separate dependency for OBS’s VLC Video source. Match architectures: a 64-bit OBS installation requires 64-bit VLC. See OBS media sources.
  • A YouTube channel eligible to livestream: YouTube’s current guidance requires a verified channel with no live-streaming restrictions in the previous 90 days. Check the channel’s eligibility and activation status at YouTube’s live-streaming help.
  • Video and audio files for which you have the rights needed to livestream them and, if you keep a recording public, to make that archive available. YouTube’s live-stream terms require the necessary rights, including music rights: YouTube livestream terms.
  • A reliable connection with enough upload capacity. An internet plan’s advertised download speed does not tell you whether your outbound connection can sustain the stream.

Build a playlist in OBS

  1. Open OBS and create or select a scene. Keep the scene simple to limit work on a modest PC.
  2. In the Sources box, select + and choose VLC Video. If that source is missing, confirm VLC is installed and that its 32-bit or 64-bit architecture matches OBS.
  3. In the source properties, add the local media files in the sequence you want them played. Use local files rather than relying on a remote media URL remaining available.
  4. Leave Shuffle Playlist off for a fixed order. Turn on Loop Playlist if you want playback to restart at the beginning after the last file. OBS documents shuffle off and looping on as defaults, but check the source properties instead of assuming they are set correctly.
  5. Confirm the picture fits the canvas and check audio levels in OBS. Play through representative parts of the playlist: a quiet section, a loud section and any transitions. Fix clipped, missing or unexpectedly silent audio before connecting the stream.

Choose an output that the PC and connection can sustain

Use OBS’s Tools → Auto-Configuration Wizard as a starting point, then test the resulting settings on the actual PC. For a constrained machine or connection, begin with 720p at 30 fps. YouTube’s current H.264 guidance recommends 3 Mbps for 720p30 (2 Mbps minimum) and 5 Mbps for 1080p30 (4 Mbps minimum). These are platform encoder recommendations, not guarantees that your computer or ISP can maintain the stream.

The headroom figures are arithmetic using YouTube’s recommendation to leave about 20% spare upload capacity; they are not separate YouTube thresholds. Other devices, network traffic and connection fluctuations need additional allowance. YouTube recommends H.264 with CBR, a two-second keyframe interval (no more than four seconds), and enough upload bandwidth for the total stream bitrate. Consult YouTube’s encoder settings and bitrate guidance and streaming tips.

  1. In OBS, open Settings → Output. Select the streaming output mode and encoder options available on your PC. Choose H.264 and CBR when supported by the selected encoder; use the recommended bitrate for the output you selected.
  2. Set the keyframe interval to 2 seconds. Do not set it above four seconds.
  3. Open Settings → Video and select an output resolution and frame rate you have tested. Reducing resolution or frame rate can lower encoding and upload demands; it does not guarantee that an otherwise unsuitable PC will work.
  4. Measure sustained upload speed where the PC will stream. If targeting 720p30 at YouTube’s recommended 3 Mbps, 3.6 Mbps is the arithmetic minimum implied by the 20% margin alone; seek more capacity if other traffic shares the connection or upload results fluctuate.

A wired Ethernet connection may improve the local link between PC and router if practical. It cannot fix inadequate ISP upload, upstream congestion or a power outage. There is no single India-wide PC budget, broadband plan or power-backup size established here; base the decision on the hardware, measured upload and power conditions at your location.

Software encoding or hardware encoding?

OBS’s hardware-encoding guide explains that supported GPU encoding moves work from the CPU to a dedicated component and is generally recommended for performance, though image quality varies by encoder generation. OBS documents NVIDIA NVENC support beginning with GeForce 750 Ti/900-series Maxwell or later, and Intel Quick Sync Video on Intel Core i-series generation 2xxx or newer, with 4xxx or newer recommended for quality. Check the actual GPU or processor, operating-system compatibility and current driver; not every inexpensive PC has a suitable encoder. See OBS hardware encoding.

If the PC has no usable hardware encoder, x264 software encoding may work, but its CPU load depends on the settings and the machine. Lower the output resolution or frame rate, simplify the scene and close unnecessary workloads, then judge performance in a real unlisted test. Do not assume an older processor can hold a particular setting without testing it.

Connect OBS to YouTube and test before going live

  1. In YouTube Studio, create or schedule a livestream and open its Live Control Room. Confirm live access is enabled for the channel.
  2. Copy the stream key from the event’s stream settings. In OBS, open Settings → Stream, select YouTube as the service and connect the account or enter the event’s stream key as appropriate. Keep the key private; anyone who obtains it may be able to send a stream to your channel.
  3. Start streaming from OBS and check the Live Control Room preview. Confirm that the intended playlist is playing, the picture is framed correctly and audio is present.
  4. Run an unlisted test before a public event. Watch the preview and stream health while it runs, including playlist transitions. YouTube recommends preparing the event at least two hours ahead and starting the encoder at least 15 minutes before the scheduled event; these are preparation recommendations, not guarantees of stability.   5. When the test is clean, set the event’s visibility and schedule as intended. Keep an eye on the Live Control Room during the stream for warnings or interruptions.

Copyright and playlist rights matter even for a test

YouTube scans live streams for matches to third-party content, including copyrighted content in another live broadcast. A match can trigger a warning, replace the stream with a placeholder, interrupt it or end it. YouTube says that even licensed third-party content may require the rights holder to allowlist your channel in Content ID. Review YouTube’s guidance on copyright issues with live streams.

For music or other third-party media, make sure your permission covers the specific recording and use: live transmission, relevant territories and any archive viewers may watch later. Indian songs do not all follow one permission rule; these YouTube sources do not establish what licence applies to a particular song, recording or catalogue. Resolve the rights for your actual playlist before broadcasting.

Troubleshoot the common failures

Symptom Likely cause What to check or change
VLC Video is missing from the Sources menu VLC is not installed, or its architecture does not match OBS. Install VLC from its official source; for 64-bit OBS, use 64-bit VLC, then reopen OBS and check again.
The playlist stops after its last file Playlist looping is off. Open VLC Video source properties and enable Loop Playlist.
Files play in an unexpected order Shuffle is enabled or the files were added in a different order. Disable Shuffle Playlist and reorder the local files in the source properties.
OBS reports dropped frames or YouTube stream health degrades Upload capacity is insufficient or fluctuating, or other network use is competing for bandwidth. Measure sustained upload at the streaming location, reduce bitrate or output demands, limit competing traffic and retest. Leave about 20% headroom over the stream bitrate.
Encoding lag or a heavily loaded CPU The selected output or scene is too demanding for the available encoder. Try a supported hardware encoder, if available; otherwise reduce resolution or frame rate, simplify the scene and close other demanding programs. Re-test rather than relying on minimum system requirements.
YouTube shows a copyright warning or interrupts the stream A playlist item matched third-party content, or the channel lacks the required Content ID allowlisting despite a licence. Stop and resolve the rights or allowlisting with the rights holder. Do not assume that owning a copy of a file grants livestream rights.
The stream key is rejected or the preview never appears The key may be incorrect, tied to another event, or live access may not be active. Verify channel eligibility, event selection and the key in YouTube Studio and OBS; keep the key private.
