If it is an HLS .m3u8 file, it must be valid UTF-8 without a byte-order mark (BOM). If its bytes use a legacy encoding, convert from the actual source encoding to UTF-8 while preserving the playlist syntax. Then make sure FFmpeg is opening it as HLS—not as a concat demuxer script. A Devanagari-related encoding problem is plausible, but the title alone cannot confirm it; the file, command and complete error output are needed for a definite diagnosis.
Start by identifying the playlist format
“Playlist” can refer to different text formats in an FFmpeg workflow. They are not interchangeable, and choosing the wrong input handling can cause a failure even when the text encoding is correct.
HLS playlist
An HLS playlist is commonly an .m3u8 file containing HLS tags and references to media segments. FFmpeg documents HLS separately from concat input, and identifies .m3u8 as an extended M3U8 playlist format. See the FFmpeg HLS format documentation.
Concat demuxer script
The concat demuxer reads a text script containing file entries and directives; it is not an HLS playlist. FFmpeg’s concat demuxer documentation describes its script syntax and notes that the inputs need matching streams, including codecs and time bases.

Check both the extension and the contents. Do not infer the format from the fact that the file is called a playlist, or feed HLS syntax to the concat demuxer.
Why encoding can break an HLS playlist
RFC 8216, the IETF specification for HTTP Live Streaming published in August 2017, requires playlist files to be encoded in UTF-8. It also prohibits a BOM and says clients should fail to parse playlists containing one or text that does not parse as UTF-8. See RFC 8216, Section 4.1.

Devanagari is a writing script, not one particular byte encoding. A file displaying Devanagari text may have been saved in different encodings. You need to identify the encoding actually used to write the original bytes; guessing from the visible text can corrupt the content. A malformed playlist, a BOM, the wrong FFmpeg input mode, or a separate stream or network problem can also explain a failure.
Convert and verify the file safely
- Make a copy of the original. Keep it unchanged so you can recover if a conversion damages the text or syntax.
- Confirm the format. Inspect the extension and contents to determine whether this is HLS or a concat demuxer script. Follow the format’s own syntax rather than converting between formats as part of an encoding fix.
- Identify the original encoding. Use the source application’s export settings or other reliable information about how the file was saved. Do not select a legacy Devanagari encoding merely because the text uses Devanagari.
- Convert only when warranted. For HLS, decode the original using its actual encoding and save as UTF-8 without a BOM. Preserve the HLS tags, segment references, URLs or paths, and line breaks. Avoid changing the playlist’s contents while diagnosing encoding.
- Inspect the converted text. Check the first lines and confirm that the Devanagari characters, directives, and references remain intact. Verify that the result is valid UTF-8 and has no BOM. If the file is a concat script, do not apply the HLS encoding rule as a substitute for checking its own syntax and FFmpeg handling.
Use FFmpeg input handling that matches the file
Once the playlist is identified and checked, use the FFmpeg input path for that format. The concat demuxer, concat filter, and concat protocol are different mechanisms with different use cases; the appropriate choice can depend, among other things, on whether re-encoding is needed. FFmpeg explains the distinction in its FAQ on joining video files. Do not treat an HLS playlist as a concat script or assume that every file called a playlist should be handled the same way.

There is no single safe command to prescribe without seeing the file and intended workflow. In particular, the title does not establish whether “YouTube stream” means sending a live stream to YouTube, reading a stream from YouTube, or something else. Keep your existing stream settings unchanged while you first test whether FFmpeg can parse the corrected input; otherwise you may conflate a playlist fix with a separate delivery problem.
Retry and separate parsing from stream delivery
- Run the format-appropriate command again and capture the complete FFmpeg output, including the first error rather than only the final line.
- Record the exact command, FFmpeg version and build, playlist extension and origin, and a sanitized sample of the first lines or bytes. Remove stream keys, credentials, and private URLs before sharing logs or samples.
- If FFmpeg now parses the playlist but the YouTube stream still fails, treat the remaining issue separately. Investigate the relevant ingestion, codec, protocol, and network details; the playlist encoding alone does not establish which applies.
Common failure patterns
- The file still fails UTF-8 parsing: the source encoding may have been misidentified, the conversion may have been performed incorrectly, or the file may contain a BOM. Recheck the original bytes and verify the saved output.
- FFmpeg reports playlist or directive errors: confirm whether the contents are HLS or a concat script and select the matching input handling. Check that conversion did not alter tags, line breaks, paths, or URLs.
- Parsing succeeds but the stream does not reach YouTube: the text file may no longer be the failing stage. Use the complete error output to diagnose the separate delivery path rather than repeatedly re-encoding the playlist.
