To combine multiple stream widgets into one theme in StreamElements, place them together in a single overlay in the Overlay Editor, save it, then add that overlay to OBS as one Browser source. You can start with a blank overlay or a Super Theme. This keeps the widgets arranged and managed together; it is different from adding several separate overlay URLs to an OBS scene.
What one combined overlay does
An overlay is a composition of visuals layered over your stream, such as alerts, labels, goals, or chat. StreamElements renders a composed overlay in broadcast software through a single browser source. Its documentation describes overlays as visuals “composed in the StreamElements Overlay Editor and rendered in your broadcast software via a single browser source.” StreamElements Documentation: Overlays.
Putting several widgets in one overlay gives you one editor composition and one overlay URL to load in OBS. You can still use multiple independent overlay URLs in a scene when you want to manage or position those overlays separately.
Create or choose an overlay

In StreamElements, open the Overlays area and create a new overlay, or choose a Super Theme in the Themes Gallery as your starting point. A Super Theme can be edited; you do not have to keep its default arrangement. See StreamElements Support: Setting up a Super Theme and Alertbox.

Set the overlay resolution to match your stream canvas. Use a different size only if you intend to reposition or scale the overlay in your broadcast software.
Add and arrange the widgets together

Open the overlay in the Overlay Editor and use its widget picker to add the visuals you need. StreamElements’ setup guide demonstrates adding an AlertBox and a Custom Widget; its documentation also covers alerts, labels, goals, chat, and other overlay visuals. See Getting Started with Overlays.

Arrange and customize the widgets in the shared overlay layout. Save your changes in the editor.

To duplicate or group selected widgets, the documented editor shortcuts include Shift+D to duplicate and Shift+G to group. Refer to Overlay Editor Shortcuts if you need the current shortcut list.

Check for duplicate alerts
If you copied widgets from separate theme overlays, inspect the result for more than one AlertBox. Duplicate AlertBoxes can produce duplicate alert audio when an alert fires. Hide or remove the extra alert widget if you want only one alert response. StreamElements specifically calls out this issue in its Super Theme and Alertbox guidance.
Add the composed overlay to OBS

Copy the overlay URL from the Overlay Editor or overlay manager.

In OBS, add a Browser source and paste the overlay URL into the source properties.

Set the Browser source width and height to match the target canvas or layout, then confirm that the overlay appears where you expect in the scene.

StreamElements theme instructions can involve scenes with multiple overlay Browser sources. That is a valid arrangement, but it is not the same as combining multiple widgets inside a single overlay.
