Potentially—but not with a no-bill guarantee. A continuous YouTube stream can fit within Oracle Cloud Infrastructure’s documented Always Free outbound-transfer allowance on paper: Oracle lists 10 TB per month, while YouTube’s recommended H.264 bitrates for common 720p and 1080p settings imply roughly 2.59–5.51 TB over 30 days. That estimate excludes overhead and other traffic, and it says nothing about whether a particular VM can encode your stream reliably. Staying within Always Free eligibility and usage limits is essential; neither zero cost nor uninterrupted streaming is guaranteed.
What Always Free can provide for this use
Oracle’s Always Free resources are described as available for the life of an account, subject to the account remaining active and the resources staying within free eligibility and usage limits. The free allocation is distinct from Oracle’s time-limited trial: the trial includes US$300 in credit for up to 30 days, after which Always Free resources may continue. Oracle lists two AMD VM.Standard.E2.1.Micro instances, or Ampere A1 resources with 1,500 OCPU-hours and 9,000 GB-hours per month. For one A1 VM, that monthly allocation is equivalent to two OCPUs and 12 GB of memory. Always Free compute must be provisioned in your tenancy’s home region, and capacity there may be temporarily unavailable. These are quota details, not a guarantee that a chosen instance can encode a particular video in real time. Encoding load depends on the workload and method you choose. The documented allocation does not establish performance for a 24/7 encoder.

Does the stream fit the 10 TB transfer allowance?
Oracle documents 10 TB per month of outbound data transfer for Always Free resources. A rough estimate for 30 uninterrupted days uses 2,592,000 seconds: bitrate in megabits per second × seconds ÷ 8, then converted to decimal terabytes. Using YouTube’s recommended H.264 ingest bitrates gives these estimates:

The bitrate recommendations are from YouTube’s encoder settings guidance; the traffic figures are calculations from those rates, not measurements of an Oracle deployment. They exclude protocol overhead, reconnects, monitoring traffic and any other outbound data from the tenancy. Actual bitrate can vary, and other transfers count toward the same allowance. The estimates are below 10 TB, but leave margin and monitor actual usage rather than treating the difference as guaranteed spare capacity. Configure the YouTube stream and leave network headroom
For ingest, YouTube recommends RTMP or RTMPS, H.264, constant bitrate (CBR), and a two-second keyframe interval. Its recommended bitrates include 8 Mbps for 720p30/60, 14 Mbps for 1080p30 and 17 Mbps for 1080p60. Use the values that match your intended resolution and frame rate; consult YouTube’s encoder settings for the applicable settings.
YouTube also recommends leaving 20% network headroom and checking that the outbound connection can sustain the stream bitrate. Test the stream and monitor its health rather than assuming that a nominal bandwidth or monthly quota proves a stable connection. See YouTube’s streaming tips.

Keep the bill within the free allocation
- Confirm eligibility before provisioning. Choose a shape explicitly marked Always Free eligible in the tenancy’s home region, and check the current quota and regional capacity.
- Keep the workload within the allocation. Track compute use and outbound transfer. Do not assume every service or resource visible in the Oracle console is free because the account started on Free Tier.
- Account for all outbound traffic. Include the stream, reconnects, monitoring and unrelated transfers when watching usage; the simple bitrate estimate is not a complete bill forecast.
- Separate trial resources from Always Free resources. Trial credit lasts up to 30 days, and trial-only paid resources may be reclaimed unless the account is upgraded. Verify which resources you have provisioned and whether they remain eligible.
- Watch actual usage and stream health. Check Oracle usage for billing exposure and YouTube’s stream status for delivery problems. A quota calculation cannot establish either uninterrupted availability or a zero invoice.
Common failure modes and what to check
- The free shape is unavailable: Always Free compute must be created in the tenancy’s home region, where capacity may be temporarily unavailable. Check eligibility, quota and regional capacity in the console before choosing another resource.
- The encoder cannot sustain the chosen output: Oracle’s quota documentation does not certify real-time encoding performance. Check the VM’s actual CPU load and encoder output; reduce encoding demands or choose a suitable method if the stream cannot keep up.
- The stream drops or reports unstable delivery: Verify the YouTube ingest settings, confirm the outbound link can sustain the bitrate, and preserve YouTube’s recommended 20% network headroom. Test and monitor the stream.
- Usage approaches or exceeds the free transfer limit: Recheck the actual stream rate and all other tenancy egress. The estimate excludes overhead and non-stream traffic; usage beyond the free allowance may be charged.
- A bill appears despite starting on Free Tier: Review the specific resources and usage on the account. Trial credits, Always Free allocations and other resources have different limits and durations; account status alone does not make every resource free.
