Yes—you can add, remove, or reorder videos in a YouTube playlist while your live broadcast continues. Edit the playlist in YouTube Studio; do not end the stream or change its Live Control Room settings just to update the playlist. Then check the public playlist in a separate tab and refresh it if needed.
Update the playlist on a computer

Leave your live stream running in its encoder or webcam setup.

In YouTube Studio, select Content, then Playlists.

Open the playlist menu and choose Edit on YouTube. YouTube’s computer instructions describe playlist management there; to reorder videos, drag a video up or down in the list. YouTube Help: Create and manage playlists

To add a property-tour video, open that video’s details, choose More > Add videos, then select a video from search, enter a URL, or choose one from your library. Use the playlist controls to remove a video if needed.

For a title or description change, edit the playlist details and save. YouTube Help lists a maximum of 150 characters for a playlist title and 5,000 characters for its description.

Open the public playlist in another tab, or refresh it, to confirm that the saved contents and order appear as intended.

Make the change in the YouTube Studio app
In the YouTube Studio app, open Content, select a video, tap Edit, then Add to playlist and choose the playlist. To remove that video from the playlist, uncheck it. To edit playlist details or order, open Content > Playlists, select the playlist’s options, make the changes, and save. The available controls can vary by device, account, or rollout. Playlist edits do not control the live feed
A playlist’s membership and order are managed separately from the broadcast’s stream settings. Editing the playlist does not change the live camera or encoder feed, and you do not need to restart the broadcast to make the playlist change. Live settings depend on the streaming method: YouTube documents settings in the stream’s settings page or during scheduling, and its webcam guidance describes controls for webcam streams specifically. If viewers do not see the new order
YouTube’s playlist instructions explain how to edit a playlist, but do not specify whether a playlist page already open for a viewer updates immediately. Confirm the saved changes on the public playlist yourself; if the page still shows the old list, refresh it. Avoid promising viewers that an already-open page will update instantly.
Protect the tour recording
Playlist maintenance is separate from preserving the live broadcast. YouTube says streams under 12 hours can be automatically archived; streams that exceed 12 hours may not be captured. Keep a local recording as a backup. After the event, you can manage an archive in YouTube Studio by opening Content > Live, selecting the video, changing its visibility or deleting it as needed, and saving.
