If YouTube Live stream buffer health keeps dropping, don’t assume bitrate is the cause. First check the timestamped stream-health message in YouTube Studio’s Live Control Room, then compare the encoder’s local output with what YouTube and viewers receive. A bitrate or keyframe warning points to encoder settings; healthy local output with interruptions points toward the outbound connection or viewer-side playback.
Start with the exact Live Control Room warning
Open YouTube Studio’s Live Control Room and check the stream-health status and its timestamped message. YouTube distinguishes critical errors from moderate warnings; the specific message is more useful than the phrase “buffer health” alone.
- An “incorrect bitrates” message suggests the encoder’s bitrate does not match the stream configuration or YouTube’s recommended range.
- A warning that keyframes are not being sent often enough is a separate clue. YouTube says infrequent keyframes can cause buffering.
- If there is no relevant ingestion warning, but viewers report interruptions, investigate the outbound connection and playback conditions before lowering bitrate.
Note when the warning appears and whether it coincides with a change in resolution, frame rate, encoder load, network use, or viewer reports.
Match bitrate to codec, resolution and frame rate
Check the encoder’s output resolution and frame rate against the configuration selected for the YouTube stream. Then use the current YouTube Help recommendations for that exact codec and video format. The following H.264 examples are YouTube-published figures; AV1 and H.265 have different recommendations.

These are technical recommendations, not a guarantee that a particular internet route or ISP can sustain the stream. Choose the highest configuration your stable upload capacity can support with headroom—not simply the highest setting the encoder can produce. Check YouTube’s current encoder settings, bitrates and resolutions for the codec and format you use.
Use the recommended rate control and keyframe interval
YouTube recommends constant bitrate (CBR) encoding and a two-second keyframe frequency; do not exceed four seconds. The Live streaming error messages page explains that keyframes sent too infrequently can cause buffering. If YouTube reports a keyframe problem, correct the encoder’s keyframe interval rather than treating it as an upload-speed warning.

Check upload capacity under broadcast conditions
Run an upload-speed test while the network is being used as it will be during the broadcast. Account for other household or office traffic and any simultaneous backup stream. Download speed does not establish that upload capacity is sufficient.
YouTube says the total stream bitrate must not exceed available upload bandwidth and recommends leaving 20% spare capacity. A shared connection may provide less bandwidth to the encoder than the connection’s advertised headline speed. See YouTube’s streaming tips.

- Measure upload capacity during representative network use, not just when other devices are idle.
- Add together the bitrate of each stream the connection must carry, including a backup stream if you use one.
- Keep approximately 20% of measured available upload bandwidth in reserve, as YouTube recommends.
- If the stream exceeds that capacity or the connection varies, lower the bitrate or resolution and test again.
If the encoder is on Wi-Fi and the wireless link appears unreliable, testing a compatible wired Ethernet connection may help isolate that link. A cable cannot increase the upload capacity provisioned by your ISP, and YouTube’s cited guidance does not identify a cable as a fix for a bitrate warning.
Separate encoder or source problems from connection problems
Inspect the stream in the encoder itself. YouTube’s troubleshooting guidance recommends checking sources, encoder errors, CPU load, and the local archive when output is poor.

- The local preview or recording is already wrong: Check the camera and audio sources routed to the encoder, encoder error messages, CPU load, and the saved local recording.
- The local output looks healthy but YouTube reports trouble: Test the outbound connection and compare its upload performance with the stream’s total bitrate. YouTube advises contacting your ISP if the connection test indicates a problem.
- Settings and connection checks do not resolve it: Update the encoder software and consider testing a different encoder to isolate a software or device issue.
Viewer reports can help narrow the fault, but they are clues rather than proof: one viewer’s issue may be local to their device or connection; several viewers on one shared network may share a bottleneck; reports from viewers on different networks make a creator-side stream or encoder issue more plausible.

If the encoder output, bitrate, keyframes, and ingestion connection appear sound, check the stream’s latency mode and the viewers’ playback networks. YouTube notes that lower stream latency may mean more playback buffering: with less broadcast delay, the player has less buffer to absorb interruptions. Network congestion can also affect live playback even when a viewer’s connection is generally good. See YouTube’s guidance on latency settings and viewer buffering.

Choose the latency trade-off based on the stream: lower delay can suit immediate interaction, while more delay gives the player more room to absorb connection variation. If only some viewers are affected, ask whether they are on the same network and whether other live streams play reliably before changing the broadcast bitrate.
Test changes before the next broadcast
Change one relevant setting at a time and observe the timestamped stream-health status and local output after each change. YouTube recommends testing with audio and video movement similar to the actual stream before going live. That makes the test more representative than a static screen or idle encoder. Use the results to keep the configuration your connection can sustain reliably.
