FFmpeg Keeps Retrying YouTube RTMP with “Connection Refused”: Check the Ingest URL

When FFmpeg gets “Connection refused” while publishing to YouTube, verify the current ingest URL and protocol first, then check network reachability from the encoder host.

“Connection refused” means FFmpeg could not establish a TCP connection to the configured YouTube ingest endpoint. Start by copying the current stream URL from YouTube Live Control Room and checking that FFmpeg is using the right protocol and destination. Then check whether the computer running FFmpeg can reach that host and port. The message alone does not identify the cause; a stream key, bitrate, or encoder setting is not the first thing to change.

What “Connection refused” tells you

FFmpeg has not connected to the configured server and port. That makes this a connection-stage failure, before YouTube can accept and evaluate the stream key or assess the incoming video. The error does not by itself distinguish a wrong URL or port from a network path, firewall, or other connection problem.

Do not treat “Connection refused” as the same error as a timeout. YouTube’s RTMPS troubleshooting guide gives “failed to connect to server — connection timed out” as a separate example; the exact meaning and cause depend on the error and the network conditions.

Check the ingest URL and stream key

  1. Copy the stream URL for the selected stream. In YouTube Studio, open the stream’s Live Control Room settings and copy the current Stream URL. YouTube describes this URL as the address that tells an encoder where to send the feed. Put it in FFmpeg’s server or destination field; do not rely on a remembered hostname or an endpoint copied from another platform. See YouTube’s guide to managing live stream settings.
  2. Copy the stream key separately. Paste the current key into the encoder’s key field, or include it in the destination only as required by your FFmpeg setup. YouTube describes the key as a password-like identifier that routes the encoder feed and lets YouTube accept it. If YouTube reports a startup problem after the connection is made, its troubleshooting steps include copying a stream key from Live Control Room and pasting it into the encoder: Troubleshoot your YouTube live stream. Never publish or share the key.
  3. Check the protocol and port together. If you intend to use RTMPS, the URL must actually be the RTMPS address supplied for your stream, not an RTMP address with a changed label. YouTube says to obtain the RTMPS URL using the lock control in Live Control Room. Confirm your FFmpeg build supports the chosen protocol handler. YouTube’s suggestion to try port 443 applies to the SSL error case it documents; it is not a universal fix for every refused connection. See YouTube’s RTMPS setup and troubleshooting guidance.

YouTube recommends RTMPS: “We recommend streaming to YouTube Live with RTMPS, a secure extension to the popular RTMP streaming video protocol.” Its encoder guidance also lists RTMP/RTMPS among the supported protocols. YouTube’s encoder settings guide covers protocols and encoding settings.

Check whether the FFmpeg host can reach YouTube

If the URL, protocol, and port match the current stream settings, investigate the machine and network where FFmpeg is running. Check outbound firewall rules, corporate or venue network restrictions, VPN or proxy configuration, routing, and DNS resolution for the supplied hostname. These are possible diagnostic branches, not a diagnosis of your particular connection; without the full log, endpoint, operating system, and network details, the specific cause cannot be confirmed.

  • Verify the destination hostname resolves on the FFmpeg host and that the configured destination and port are the ones shown for the stream.
  • Check whether the host or network blocks outbound RTMP or RTMPS traffic to that endpoint and port. A local firewall, managed network policy, VPN, or proxy may affect the result.
  • Retry from the same machine and network after any change, so you can tell whether the connection-stage error has changed.

YouTube emphasizes reliable connectivity and sufficient outbound bandwidth. Bandwidth affects sustained delivery, but a bandwidth shortfall is not, by itself, proof of why a TCP connection was refused. YouTube’s encoder settings guide gives recommended settings, while its streaming tips discuss upload capacity and headroom.

After it connects: test stream health and encoding

Once FFmpeg establishes a connection, test with representative motion and audio, preview the stream in Live Control Room, and check YouTube’s stream-health messages. Only then troubleshoot post-connection issues such as bitrate, codec, frame rate, or video format. Those settings do not explain an initial TCP refusal.

YouTube’s published guidance, accessed in 2026, recommends CBR and a 2-second keyframe interval, which should not exceed 4 seconds. Its page lists H.264, H.265, and AV1, with up to 60 fps. For H.264, it gives these bitrate figures:

YouTube says to leave 20% upload-bandwidth headroom; shared networks can reduce the capacity available to an individual stream. These figures are encoding and delivery guidance, not a remedy for a refused TCP connection.

Common troubleshooting branches

  • FFmpeg repeatedly says “Connection refused” before a stream appears: re-check the copied ingest URL, protocol, and port, then investigate outbound reachability from the FFmpeg host.
  • YouTube reports a startup or key problem after FFmpeg connects: copy the current stream key from Live Control Room into the encoder. Keep the key private.
  • The configured RTMPS connection reports an SSL error: confirm that the actual RTMPS URL from Live Control Room is in use and that the FFmpeg build supports the selected protocol. YouTube’s port 443 suggestion is for its documented SSL error case, not a blanket response to “Connection refused.”
  • The connection works, but YouTube reports poor stream health: use the health message to investigate encoding settings, upload capacity, and network stability. Check bitrate against available upload capacity and retain YouTube’s suggested headroom.
  • The error changes to a timeout: treat it as a distinct symptom, not another wording for refusal. Use the exact error and the endpoint’s reachability from the FFmpeg host to narrow the problem.

A historical FFmpeg-user mailing-list log shows the same connection-refused pattern in a Twitch example, but it does not establish a YouTube-specific cause or fix. Its context is useful only for recognizing that the error can occur at the TCP connection stage.
