A Google Cloud-to-YouTube stream can drop frames when the encoder cannot produce video steadily, the cloud-to-YouTube connection is constrained or uneven, or YouTube detects an ingest or configuration problem. The title alone cannot identify which stage is at fault. Start with the timestamped errors in YouTube Live Control Room, then compare those times with encoder logs and the relevant VM and network metrics.
Find which stage is failing
A live stream passes through distinct stages: the encoder produces video, the cloud workflow transports it, and YouTube ingests it. A symptom reported by YouTube is useful evidence about what reached its ingest system, but it may not reveal the upstream cause.
1. Read YouTube’s stream health and timestamps
Open YouTube Live Control Room and check the stream health indicator and any errors shown beside it. Note the times they occurred. YouTube’s health API can report videoIngestionStarved, meaning YouTube is not receiving enough video to maintain smooth streaming. That describes the ingest symptom; it does not, by itself, distinguish an encoder slowdown from transport trouble or another upstream issue. YouTube’s streaming error guidance and the Live Streams API health-status documentation explain the relevant diagnostics.
2. Check whether video is being produced on time
At the same timestamps, inspect the encoder’s output rate, CPU and GPU or accelerator utilization, application queues, and encoder logs. For a workflow that generates or transcodes video on a Compute Engine VM, correlate these with VM CPU and network counters. A saturated encoder or a growing queue can point to a production bottleneck; do not resize the VM until measurements indicate compute or bandwidth is actually limiting the stream. Google’s Compute Engine bandwidth documentation describes per-instance bandwidth behavior and notes that a full receive queue can result in packet drops.

3. Match the configuration to YouTube’s exact error
YouTube’s error messages cover format, bitrate, resolution, frame rate, and keyframe frequency. Check the actual encoder settings against YouTube’s current live encoder settings, using the table row for the codec, resolution, and frame rate you are sending. YouTube says frame rate and keyframe timing are linked and recommends a keyframe every two seconds for the relevant settings. Avoid copying a setting intended for a different codec or frame rate.
For H.264, YouTube’s table recommends 8 Mbps for 720p at 60 fps, 17 Mbps for 1080p at 60 fps, and 50 Mbps for 2160p at 60 fps. These are YouTube’s recommended encoder settings, not a guarantee of quality and not a Compute Engine VM requirement. Check the current table for the applicable minimums and recommendations before changing your stream.

Test the connection from the cloud to YouTube
Allow sustained bandwidth headroom
YouTube advises that the total stream bitrate must fit the available upload bandwidth and recommends leaving 20% headroom. Include audio and any primary and backup streams in your capacity calculation, and account for other traffic sharing the same connection. Its guidance puts it plainly: “The total bitrate that you’re streaming cannot exceed the amount of upload bandwidth available.” See YouTube’s streaming tips.
A short speed test cannot establish that the stream’s route can sustain the required rate under its actual load. Compare observed outbound throughput and packet loss over the period when the health errors occurred.

Measure the VM and network route
Check the specific VM’s network counters and relevant route behavior alongside the incident timestamps. Latency and jitter can be affected by distance and intermediate transit steps; Google’s cloud video networking guidance recommends measuring them. These are possibilities to investigate, not proof that a Google Cloud setting caused the dropped frames.
Use protocol guidance only for the workflow it covers
If your encoder sends input to Google Cloud Live Stream API, Google recommends SRT over RTMP when the encoder supports it, citing packet-drop recovery and forward error correction. Its Live Stream API best practices concern that service’s input endpoint. They do not mean every direct encoder-to-YouTube workflow can switch to SRT, or that SRT will fix a VM that cannot encode fast enough.

Keep the two bitrate recommendations separate
YouTube’s encoder table and Google Cloud Live Stream API’s input recommendations apply to different points in a video pipeline. Do not treat one as a substitute for the other.

Fix the cause indicated by the evidence
- Encoder rate falls or queues grow: investigate encoding load, application processing, and the VM’s CPU or accelerator utilization before changing stream bitrate or resizing the VM.
- Outbound throughput is insufficient or variable: reduce the stream bitrate to a level the route can sustain, preserve YouTube’s recommended headroom, and account for other traffic and backup streams.
- Health errors cite a setting: correct the named format, bitrate, resolution, frame rate, or keyframe setting using the matching row in YouTube’s current table.
- Packet loss, latency, or jitter coincides with the incidents: investigate the actual network route and VM counters. A cloud-network hypothesis needs supporting measurements.
- The path uses Live Stream API input: consider its SRT guidance only if the encoder and service path support it; changing protocol is not a general fix for encoding or capacity limits.
