No. YouTube does not publish separate video bitrate requirements for normal, low, and ultra-low latency. Choose the encoder bitrate for your ingestion codec, resolution, and frame rate; latency mode changes the delay and buffering tradeoff, not the bitrate table.
What latency mode changes—and what it does not
Stream latency is the delay between an event being captured and appearing for viewers. YouTube Help explains that “The lower the latency, the less read-ahead buffer the video player will have.” Less buffer can help live interaction, but leaves viewers more exposed to network variation or ingestion problems. It does not mean the encoder must use a higher bitrate.

YouTube’s delay descriptions are not guarantees for every viewer, device, or network. Its public guidance does not provide a separate bitrate table for any latency mode.
Choose bitrate by codec, resolution, and frame rate
YouTube’s published recommended ranges are for the broadcaster’s encoder ingestion settings. They are not a promise that viewers receive that same bitrate: YouTube transcodes live video into multiple output formats. Use the row matching your ingestion codec, resolution, and frame rate, regardless of latency mode.

For example, YouTube recommends 12 Mbps for AV1 or H.265 at 1080p60 and 17 Mbps for H.264 at 1080p60. At 1080p30, its recommended values are 10 Mbps and 14 Mbps respectively. Those differences come from codec and frame rate—not the latency mode. Consult YouTube Help’s current encoder settings and bitrate guidance when configuring a stream.
Make sure your upload connection has headroom
The selected bitrate must fit within the upload capacity actually available to your encoder. YouTube recommends leaving 20% headroom above the total stream bitrate. If you send primary and backup streams, include both in the total before adding that headroom. A shared connection may offer less usable capacity than its advertised or measured overall speed.

- Choose the codec, resolution, and frame rate, then select the corresponding bitrate from YouTube’s table.
- Measure upload capacity under conditions similar to the live event, including other devices and services that will use the connection.
- Confirm that available upload capacity can sustain the total stream bitrate plus YouTube’s recommended 20% margin. Include backup bitrate if applicable.
- If capacity is not reliable, lower resolution, frame rate, or bitrate until the stream can be sustained. Choosing a lower-latency mode will not create more upload bandwidth and gives the player less buffer to absorb interruptions.
- Test with representative audio and motion before going live, then monitor YouTube’s stream health during the event.
These checks follow YouTube’s streaming tips. Congestion or upload instability can still cause problems even when average bitrate appears sustainable.
Encoder settings and protocol exceptions
RTMP or RTMPS encoder streams
YouTube’s encoder guidance lists RTMP/RTMPS ingestion and H.264, H.265 (HEVC), or AV1 video, up to 60 fps. Use constant bitrate (CBR); YouTube recommends a two-second keyframe interval and says it should not exceed four seconds. These are encoder and ingestion settings, not adjustments that change according to latency mode.

4K requires normal latency
YouTube does not support 4K in low- or ultra-low-latency mode. Its encoder guidance specifies normal latency for 4K, so do not plan a 4K stream around either lower-latency option.
HLS ingestion
For HLS ingestion, YouTube disables ultra-low latency. HLS also has higher latency because it sends video in segments rather than as a continuous stream. YouTube specifies HLS segment durations of 1–4 seconds; shorter segments result in lower latency. This protocol constraint does not replace the codec, resolution, and frame-rate bitrate guidance. Webcam and mobile streams
YouTube says webcam and mobile streams are set up for interactivity and do not let the creator select a latency setting. The encoder bitrate table and selectable encoder-mode discussion above apply to encoder-based streams.

- Choose normal latency when viewer buffering and quality are more important than rapid interaction, or when streaming in 4K.
- Choose low latency when some interaction matters but an immediate exchange is unnecessary, and the stream is not 4K.
- Choose ultra-low latency when real-time interaction is central and you can tolerate greater buffering sensitivity; it is not available for 4K or HLS ingestion.
- For any supported mode, set bitrate from the codec, resolution, and frame rate table, then verify upload headroom and stream health.
