Not categorically banned, but conditional. The YouTube guidance cited here does not specifically rule on a 24/7 screensaver paired with licensed background music. The format is subject to YouTube’s usual live-stream rules: you need rights for the actual broadcast and any archived copy, must comply with platform policies, and may still face Content ID interruptions. Permission to stream also does not guarantee monetization.
What YouTube’s rules mean for this format
YouTube’s live-stream terms require creators to have the necessary rights to exploit live content on Google services worldwide, including relevant music licensing rights from artists, record labels, publishers and other royalty participants. The terms also require applicable licenses and approvals to remain in place for the duration of the stream. That does not amount to advance approval of a screensaver stream. The cited guidance does not give a categorical yes-or-no ruling on this exact format, so whether a particular stream is permitted depends on the rights, content and applicable platform rules.
Check that the license covers the actual use
Do not assume that a track described as “licensed” is cleared for a continuous YouTube broadcast. Check the license itself and confirm it covers the relevant recording and composition, live streaming, the territories where the stream may be viewed, and the full period of use. If you plan to archive the live stream, check that the license also covers the resulting replay. The contract and applicable law determine what the permission allows.

- Confirm who controls the necessary rights in both the recording and the underlying composition, including any relevant label, publisher, artist or other rights participant.
- Verify that the permission covers a worldwide, continuous live broadcast—not just personal playback, a download or an ordinary video upload.
- Check whether an archived copy is permitted if YouTube saves the stream.
- Keep written permission and the applicable license details available.
Why a licensed stream can still be interrupted
YouTube scans live streams for third-party content. If it detects a match, it may replace the stream with a placeholder image, warn the streamer, and temporarily interrupt or terminate the stream if the content continues. YouTube says this can happen even when the creator has licensed the content. Its guidance tells creators to ask the rights owner to add the channel to its Content ID allowlist. YouTube’s live-stream copyright guidance explains the enforcement risk.
- Contact the music rights holder or distributor before going live. Ask whether it controls Content ID and can allowlist the exact YouTube channel.
- Provide the channel details the rights holder needs to identify it and request confirmation that the allowlisting is in place.
- Keep the license and written confirmation. Allowlisting can reduce matching-related interruptions, but it is a platform-enforcement step—not a substitute for the underlying license.
If the stream is archived, YouTube says Content ID claims on archived live streams are made after the live stream ends. That is another reason to confirm that the license covers the replay, not just the live transmission.

Streaming permission and monetization are separate questions
A license may establish permission to use the music, but it does not make a channel or stream eligible for the YouTube Partner Program (YPP). YouTube applies its monetization policies to live streams as well as other formats. Its policy identifies repetitive or mass-produced material as potentially ineligible, including similar content with little educational value, commentary, narrative or variation. YouTube’s channel monetization policies include a July 15, 2025 clarification that renamed the “repetitious content” policy “inauthentic content.”
A largely unchanged screensaver with a repeated music loop may face monetization risk, particularly if the channel adds little distinct value. The policy does not say every screensaver stream is automatically ineligible, so the outcome depends on the channel and the content. Do not treat copyright clearance as a promise of YPP approval or revenue.

Confirm channel eligibility and plan for interruptions
YouTube’s getting-started guide says a channel must be verified and must not have had a live-stream restriction in the previous 90 days to start streaming. The guide lists mobile, webcam, encoder and console methods. It does not guarantee that a single stream can run indefinitely or establish a guaranteed maximum duration for a 24/7 broadcast. Check the requirements for your channel and streaming method before relying on continuous operation. See YouTube’s current live-streaming requirements.
- Confirm the channel is verified and eligible to stream.
- Plan how the encoder and internet connection will stay available, and how you will respond if the stream is interrupted.
- Do not assume that passing an initial check or obtaining a license prevents later Content ID action.
