Choose cloud streaming when demand varies, you need to launch quickly, or a provider-managed platform reduces the infrastructure you must run. Choose on-premises when sustained workloads, local control, or air-gapped operation justify buying and maintaining the full stack. Hybrid is useful when a specific part of the workflow must stay near the source or local while cloud capacity handles peaks or delivery—but it adds integration and operating complexity.
There is no universal winner. The right choice depends on what you stream, where sources and viewers are, how much demand varies, and who will operate the system.
What “cloud” and “on-premises” mean for streaming
These terms describe where infrastructure runs, not necessarily which streaming software you use. A managed cloud service handles some underlying infrastructure for you. Self-managed cloud means you run media software on cloud virtual machines and remain responsible for much of its configuration and operation. On-premises means the organization operates infrastructure in its own facilities. Hybrid combines locations or services.
Streaming itself has distinct stages: ingest brings a live feed into the system; origin and processing may package or transcode it; delivery sends it to viewers. The best location can differ by stage. Moving an origin server to the cloud does not automatically solve delivery, and placing processing near the source does not by itself make a geographically distributed audience easy to serve.

Cloud vs. on-premises vs. hybrid
This comparison is directional, not a guarantee. Results depend on workload, network design, provider terms, geography, and the team’s ability to operate the system. Cost descriptions here are qualitative vendor guidance, not an independent cost study.

How to choose for your workload
Choose managed cloud for speed and variable demand
Managed cloud is a strong candidate when fast startup, changing capacity needs, or reduced infrastructure management matter more than fine-grained control. Model usage-based charges before committing, including the services and network transfer your design actually needs.
Choose self-managed cloud for configuration control with elastic infrastructure
A cloud virtual machine running media software can offer control over the operating system, middleware, and application configuration while avoiding ownership of local hardware. It is not the same as a fully managed service: your team still needs to patch, monitor, secure, scale, and recover the deployment.

Choose on-premises for local control or steady utilization
On-premises can fit a sustained workload, a need for local placement, or an air-gapped environment when the organization can procure and operate the full system. Budget beyond the server purchase: facilities, power, network capacity, storage, software, redundancy, maintenance, and skilled staff all contribute to total cost.

Choose hybrid only for a real placement requirement
Hybrid makes sense when a defined need calls for local processing or data separation while cloud services provide audience reach, peak capacity, or analytics. Treat the extra integration, monitoring, and operational handoffs as part of the design—not as a free compromise between two choices.
Plan the architecture around ingest, processing, and delivery
Make ingest reliable across the source network
For unmanaged networks, AWS recommends considering reliable ingest protocols such as SRT, RIST, RTP-FEC, Zixi, or RTMP. Protocol choice should reflect the source encoder, network conditions, and the receiving platform; it does not remove the need to test the path end to end.

Do not confuse origin capacity with audience delivery
AWS advises using a CDN to scale live-stream delivery beyond a handful of viewers. An on-premises origin alone does not provide geographically distributed delivery: the network path and distribution layer still need to serve the audience.
Match latency to the interaction
Latency is an end-to-end property shaped by capture, ingest, processing, packaging, delivery, and playback. For subsecond, video-conference-like interaction, AWS advises considering WebRTC rather than assuming ordinary HLS or DASH delivery is suitable. WebRTC’s stateful connections do not scale as effectively for one-to-many distribution, so the audience model matters as much as the latency target.
Cloud is not automatically lower latency. Processing close to the source may shorten source-side transport; edge delivery may put capacity nearer viewers. Azure documents Azure Front Door’s use of a private network and distributed edge locations for video delivery, along with health probes and origin failover. That is a description of one vendor’s architecture, not proof that every cloud design will outperform an on-premises one.

Compare total cost, not just the first invoice
There is no established apples-to-apples cost figure that decides this comparison for every workload. A useful estimate should include stream hours, viewer concurrency, bitrate, storage retention, egress, transcoding, redundancy, staffing, and hardware lifecycle. The bill will vary with architecture and utilization.
- Cloud: account for compute, storage, bandwidth or egress, and streaming software licensing where applicable. Elasticity can reduce the need to provision for a peak all the time, but it does not guarantee a lower total cost.
- On-premises: include hardware, facilities, power, networking, software, redundancy, maintenance, and staff. A server purchase alone is not a total-cost estimate.
- Hybrid: include costs on both sides as well as the work to connect, monitor, secure, and support them.
Before selecting a model, write down normal and peak stream demand, expected audience geography, retention needs, recovery expectations, and who will handle operations. Estimate each architecture against the same workload and service expectations; qualitative labels such as “cheaper” or “more predictable” cannot replace that calculation.

On-premises may support local or air-gapped operation, but the organization must provide and maintain the safeguards. Hybrid can separate selected data or processing, while creating more points to configure and oversee.

Wowza describes its server software as usable “on-premises, at the edge, in the cloud, or in fully air-gapped environments.” That is a statement about a product capability, not a general guarantee that any deployment meets a particular organization’s requirements. Validate controls and obligations for the specific architecture and service.
