Streaming media is audio or video that arrives over a network while you watch or listen, so playback can begin before the entire work has downloaded. A server sends media to a device, and its player buffers and plays the incoming data. That’s why streaming can start quickly, but also why a weak or inconsistent connection can cause pauses or lower picture quality.
What does “streaming media” mean?
The Internet Engineering Task Force defines streaming as “the continuous transmission of media segments from a server to a client and its simultaneous consumption by the client” in RFC 9317. In everyday terms, a service sends a video or audio in pieces, and your device plays those pieces as they arrive rather than waiting for one complete file.
Streaming describes how media is delivered, not what kind of content it is or whether it is free, subscription-based, live, or on demand. A game stream, a film selected from a catalogue, a live sports broadcast, and an online music service can all use streaming.
How does streaming work?
- A service provides the media. Its servers send data across the network toward your phone, computer, television, or other client device.
- The player receives and buffers data. The player keeps a short reserve of incoming media so it can continue playing through brief variations in delivery.
- The player decodes and renders it. Your device turns the arriving data into sound and images. Its processing capabilities can affect playback as well as the network connection.
Many services prepare several versions of the same video at different bitrates and resolutions. With adaptive bitrate streaming, the player can select among those versions based on available network conditions and, in some systems, the device’s memory, processor, and display. Common segmented delivery approaches include HTTP Live Streaming (HLS) and MPEG-DASH. The player can switch to a lower-quality version when conditions worsen, but it cannot make an inadequate network path faster.

Streaming versus downloading

Some streaming services offer a separate offline-download feature. That lets you save selected media to a device for later playback; it is not the same as ordinary streaming.
Live and on-demand streaming
- On demand: You choose prerecorded content, such as a show, film, or video, and the service sends it for playback.
- Live: A broadcast is made available as it is being transmitted, such as a sports event or a live gaming session.
- Audio or video: Streaming can deliver either, and in some cases both together.
These labels describe when content is available or what it contains. The underlying idea remains ongoing network delivery and playback.

Why does streaming buffer or change quality?
Buffering is the player’s temporary reserve of incoming media. If data arrives too slowly or inconsistently to keep that reserve supplied, it can run low and playback may pause while more data arrives. A service using adaptive bitrate delivery may switch to a lower-quality rendition to reduce the likelihood of another stall.
Common contributors include limited bandwidth, network congestion, latency, Wi-Fi problems, and a device that is too slow to process the media smoothly. The exact data rate needed depends on factors such as resolution, encoding, content, and the service; there is no single speed that applies to every stream. Check the service’s current guidance for a specific recommendation.

- If Wi-Fi is unreliable, try moving closer to the router or, where practical, connecting by Ethernet. A wired connection may help in some home setups, but it will not fix every network or device problem.
- If the video keeps playing at lower quality, the player may be selecting a rendition suited to the conditions. Check the service’s quality settings if it offers manual selection, but a higher setting may stall on a constrained connection.
- If one device struggles while another works on the same connection, device processing or compatibility may be part of the problem.
Streaming providers can use content delivery networks (CDNs) to place content closer to viewers and reduce latency. That is a provider-side measure, not a guaranteed fix for a viewer’s home connection.
Do you need a streaming device?
Not always. A phone, computer, smart television, game console, or another compatible device may already have the apps and playback functions you need. A separate streaming media player is worth considering only if your television or setup lacks access to the services you want or does not support the necessary functions. Check compatibility with your television, services, and available connections before buying; no specific device is required by streaming itself.

Accessing streams lawfully
Streaming technology is content-neutral: it can deliver media with or without the necessary rights. Use authorized sources for copyrighted films, games, music, and broadcasts. The U.S. Copyright Office’s 2011 testimony on illegal streaming distinguishes prerecorded on-demand streams from live content and discusses authorized access; it is useful for that basic distinction, not as a current market report.
Rules and licensing arrangements vary by content and country. For one U.S.-specific example, the U.S. Copyright Office’s Music Modernization FAQ explains a blanket licensing framework for interactive streaming services and the Mechanical Licensing Collective’s role in administering relevant parts. That framework does not describe every country or every kind of streaming service.
