Manage an AI agent like a distinct, lifecycle-managed workload identity: give it only the data, tools, and operations its task requires; check authorization at every tool and downstream service; require human approval for high-impact actions; and log and test how access can be stopped. IAM helps constrain what an agent can do, but it is one layer—not a guarantee against prompt injection or unsafe behavior.
Separate authentication from authorization
Authentication answers “which identity is acting?” Authorization answers “what may that identity do, and to which resource?” An agent deployment needs both. A model, orchestrator, plugin, or tool integration should not inherit broad access simply because a user or another service authenticated upstream.
Microsoft recommends allowing only the minimum tools, data, and operations required and denying everything else by default. That principle addresses excessive agency, including the tool abuse and privilege escalation risks described in the OWASP AI Agent Security Cheat Sheet.
Build an agent access-control plan
1. Inventory agents and effective access
List deployed and planned agents, their accountable owners, environments, data sources, tools, downstream services, and any cross-tenant or guest access paths. Record the purpose and approved operations for each deployment. Assess effective permissions across the entire chain—not only the role displayed in one IAM console. Include permissions inherited through the orchestrator, tools, service identities, and target systems.

2. Give each agent a distinct identity and owner
Create a unique identity for each agent or governed agent deployment, with a named human owner or sponsor and an approver. Document its purpose, runtime, approved data, tools, and permitted operations. Define lifecycle states, including when the identity expires and how it is retired. Avoid opaque shared credentials: they make it harder to determine which agent acted or to remove one agent’s access without affecting others.
3. Scope credentials and permissions to the task
Prefer managed or federated workload identity where the platform supports it. Grant narrow roles at the smallest practical resource scope, and keep standing privilege small. Use short-lived credentials or time-bounded, just-in-time elevation for exceptional privileged work. Do not put reusable long-lived secrets in prompts, agent memory, or tool configuration.

When choosing an implementation, check whether it supports distinct nonhuman identities, task- and resource-level scope, short-lived credentials or federation, JIT elevation, approval controls, useful audit detail, lifecycle reviews, and tested revocation. Microsoft documents Entra Agent ID and related controls; the AWS Agentic AI Lens describes dedicated IAM roles and governance practices. These are platform examples, not a universal ranking.
4. Authorize each tool action and target
Treat tool availability as an authorization decision. Allowlist reviewed tools and actions; deny unreviewed integrations by default. For each invocation, check the requested operation and target at the tool or service boundary, and bind it to the initiating principal and task where applicable. Revalidate access in the orchestrator, at the tool, and at the downstream service: an upstream check alone may not prevent an integration from bypassing intended controls.

5. Require approval for consequential actions
Put a fresh human approval gate in front of actions that are destructive, irreversible, financially consequential, permission-changing, or otherwise high impact. Operators should also have a dependable way to pause or stop execution. Approval and interruption controls complement IAM; they do not replace narrow permissions.
6. Log activity and review access
Capture enough context to reconstruct what happened: agent identity, role and effective scope, action, resource, correlation ID, and initiating user when applicable. Route useful events to the organization’s security monitoring. Review permissions on a risk-based cadence and whenever the agent’s tools, data scope, workflow, or runtime materially changes.

7. Test revocation across the complete chain
Exercise agent disablement, credential rotation, token invalidation, permission removal, and downstream authorization. Confirm that access actually stops through chained calls—not just at the agent’s entry point—and that stale permissions are removed. Treat these as operational controls to validate, not assumptions based on a successful configuration screen.

Least privilege limits the actions available to an agent identity; it does not make model output trustworthy or eliminate prompt-injection risk. Pair authorization with deterministic tool constraints, human oversight for consequential work, monitoring, and lifecycle governance. Microsoft’s guidance connects these controls to the OWASP Top 10 for LLM and Generative AI 2025 category LLM06, “Excessive Agency”; that is a framework reference, not a claim that IAM alone prevents the category’s risks.

For a deployment review, trace a representative action end to end: identify the principal, verify the requested tool operation and target, inspect the downstream identity and scope, confirm the audit record, then test whether an operator can stop or revoke the action path. This exposes gaps hidden when each component is reviewed in isolation.
