Start by checking whether the buffering affects everyone or only some viewers, then inspect YouTube Live Control Room’s stream-health status and your encoder’s dropped-frame counters. If the stream is reaching YouTube steadily, investigate latency, encoder settings, and the affected viewers’ devices and networks. The exact cause depends on those diagnostics; the symptom alone cannot identify it.
First locate where playback is breaking down
A prerecorded program sent out as a live stream still travels through two links: your encoder sends video to YouTube, and YouTube delivers playback to each viewer. A fault in either part can look like the same buffering symptom.
- Encoder-to-YouTube ingest: YouTube may not be receiving video steadily, or the encoder may be dropping frames.
- YouTube-to-viewer playback: The live feed may be healthy while an individual viewer’s network, device, app, or browser struggles to play it.
Ask whether all viewers are affected or only particular people. That is a useful clue, not proof: a stream-wide issue points you back toward ingest and event health, while reports limited to certain viewers make their playback conditions worth checking.
Check the live event and encoder while it is happening
Read YouTube’s stream-health status
- During the event, open YouTube Live Control Room and read the exact stream-health status and any error message. YouTube’s streaming troubleshooting guidance describes using stream health to diagnose problems.
- Note whether the message reports insufficient incoming video or keyframes sent too infrequently. YouTube identifies both conditions as buffering risks in its live-stream health-status documentation.
- Compare the status with what viewers report at the same time. A momentary connection test does not replace event-time diagnostics.
Check dropped frames and upload capacity
If you use OBS, check its dropped-frame statistics. OBS says dropped frames point to connection instability or an inability to sustain the configured bitrate; see its network dropped-frames troubleshooting guide. Use outbound upload capacity, not download speed, when assessing whether the encoder can send the stream.

YouTube recommends keeping total stream bitrate within available upload bandwidth and allowing 20% headroom. That is an operational recommendation, not a guarantee that a connection will remain stable: congestion and other people or devices using the network can still interfere. A speed test captures only a moment, so compare capacity with the stream-health messages during a representative event. YouTube’s live encoder settings, bitrates, and resolutions guidance covers its bandwidth advice.
- For a test, pause other uploads, backups, or heavy network use.
- Compare the configured stream bitrate with stable outbound capacity and leave YouTube’s recommended headroom.
- Repeat the test during an actual stream rather than relying on a single speed-test result.
- If the encoder is on Wi-Fi, try a wired connection as an isolation test. It may help identify a local wireless problem, but it is not a guaranteed fix.
Use normal latency for a prerecorded program unless interaction matters
Lower latency gives viewers less read-ahead buffer and makes playback more sensitive to changes between encoder and player. YouTube says normal latency has the least viewer buffering and recommends it for streams without audience interaction. For a prerecorded program where viewers do not need real-time replies, test normal latency in YouTube’s latency settings. Choose lower latency only when the faster interaction is important enough to accept greater sensitivity to playback interruptions. See YouTube’s explanation of live-stream latency.

Verify the encoder’s video settings
Compare the actual stream settings with YouTube’s current recommendations for your codec and video format; do not apply an arbitrary bitrate change without checking the health message and the connection’s capacity. YouTube recommends constant bitrate encoding, a keyframe every two seconds, and no more than four seconds between keyframes. Its encoder settings table lists recommendations by codec, resolution, and frame rate.
- Codec, resolution, and frame rate: Confirm the encoder is sending the format you intend and that it matches the relevant YouTube recommendation.
- Bitrate: Check the configured value against both YouTube’s table and the stable upload capacity available to the encoder.
- Bitrate mode: Use constant bitrate encoding as YouTube recommends.
- Keyframes: Set a two-second interval; do not let the interval exceed four seconds.
- Incoming video: If YouTube reports that it is not receiving enough video or keyframes are too infrequent, address that specific warning before changing unrelated settings.
YouTube transcodes live feeds into multiple output formats to suit different devices and networks. That helps serve varied viewing conditions, but it cannot repair an unstable incoming feed, network congestion, or a viewer-side device or connection problem. If broadcaster diagnostics are healthy, troubleshoot the viewer side
When Live Control Room looks healthy and the encoder is not dropping frames, gather specific reports from affected viewers rather than changing stream settings blindly.
- Ask which device they are using and whether they watch in the YouTube app or a browser.
- Have them try a supported browser or the YouTube app, then compare playback on another device or network.
- Ask whether other YouTube videos or streaming services also buffer for them. If so, their device or connection may be involved; if multiple viewers have trouble only with this live event, revisit event health and ingest data.
These comparisons narrow the possibilities but do not establish a cause by themselves. YouTube’s video playback troubleshooting guidance covers browser, app, device, and network checks.

A practical order for diagnosis
- Read the exact Live Control Room stream-health status and error during the event.
- Check encoder dropped frames and whether the actual outbound connection can sustain the configured bitrate with headroom.
- For a prerecorded stream without live interaction, test normal latency.
- Check codec, resolution, frame rate, constant bitrate, and keyframe interval against YouTube’s current recommendations.
- If broadcaster diagnostics are clean, compare affected viewers by device, app or browser, and network.
