For a 1080p30 H.264 YouTube Live stream, start at 14 Mbps. That is YouTube’s general recommended live-ingestion bitrate for that resolution and frame rate—not a special setting for artwork. YouTube publishes no separate, lower bitrate class for still images or slow-moving video. You can test a lower rate, but it is your own quality-and-stability decision, not an official YouTube recommendation.
Recommended YouTube Live bitrates by resolution
YouTube’s live encoder settings guidance sets bitrate recommendations by codec, resolution, and frame rate. The H.264 figures below are YouTube’s listed minimums and recommendations; the source page does not state a publication year. A minimum is not a promise of good-looking video.

For AV1 or H.265/HEVC, YouTube lists 10 Mbps recommended and 4 Mbps minimum at 1080p30, and 6 Mbps recommended and 2 Mbps minimum at 720p30. Use those figures only if your encoder supports the selected codec and YouTube accepts that stream configuration.
Does static artwork need less bitrate?
Not according to a separate YouTube rule: there is no special bitrate recommendation for a still image or low-motion scene. The regular table is the official starting point. Low motion may make a lower bitrate worth testing, but the result depends on the image and encoding: small lettering, thin lines, gradients, overlays, and transitions can reveal artifacts even when most of the frame is still.

For a simple 1080p30 artwork stream, use 14 Mbps as the conservative H.264 starting point. If your upload connection cannot sustain it, 720p30 at the listed 8 Mbps recommendation is another official starting point. Do not treat the H.264 minimum as a quality target or assume that any lower rate is safe because the image barely moves.
How to choose and test a bitrate
- Choose the output resolution and frame rate. Use 30 fps for artwork or slow footage unless the planned motion calls for 60 fps. Consider whether small text and fine detail remain legible at the chosen resolution.
- Match the encoder codec to YouTube’s table. If you are using ordinary H.264, start with the matching H.264 recommended value above. Do not apply AV1 or HEVC figures to an H.264 stream.
- Check sustained upload capacity. YouTube advises checking upload speed and choosing a reliable quality for your connection. Leave practical headroom for bitrate variation and other network use; a single speed test does not establish that a connection will remain stable throughout a long stream.
- Test the actual scene before going live. Include the same artwork, overlays, transitions, audio, and movement you plan to use. YouTube specifically advises testing before a stream, including representative audio and movement.
- If testing below the recommendation, inspect carefully. Look at fine text and line edges, gradients, and transitions, and watch YouTube’s stream-health indicators and messages. Keep the lower rate only if the picture remains acceptable and the connection stays stable. This is a practical experiment, not a YouTube-published lower-rate setting.
- Monitor stream health during the event. Network conditions can change after a successful test, so keep an eye on stream health and messages while live.
Encoder settings that matter
- Protocol: YouTube supports RTMP/RTMPS and recommends RTMPS.
- Rate control: Use constant bitrate (CBR), which YouTube recommends.
- Keyframes: Set a 2-second keyframe interval; YouTube says not to exceed 4 seconds.
- Frame rate: YouTube lists support up to 60 fps. Choose the rate that matches the motion and corresponding bitrate row.
- SDR color: YouTube lists Rec. 709 and 8-bit video.
- Audio: YouTube recommends stereo audio at 128 kbps and lists AAC or MP3 as supported audio codecs.
- Latency: YouTube notes that 4K/2160 streams use normal latency and cannot use its low-latency optimization option.
