If you see “WARNING: REMOTE HOST IDENTIFICATION HAS CHANGED!”, first determine whether your SSH client has a stale record or two Droplets really share a host key. A rebuilt Droplet can reuse an IP address and trigger the warning without any duplicate server keys. Remove a client’s old known_hosts entry only after verifying the new Droplet and its fingerprint; if the server keys are genuinely duplicated, rotate the affected Droplet’s host keys instead.
What the warning means—and what it does not
SSH host keys identify a server to connecting clients. They are not your login private key and are not the user public keys in authorized_keys; DigitalOcean documents those user-authentication keys separately in its SSH key documentation. A changed-host-key warning means the key presented for a hostname or IP differs from the key the client previously saved. By itself, it does not prove that two servers have duplicate keys.
There are two common possibilities to distinguish:
- Stale client record: A Droplet was rebuilt or replaced, and the new server inherited an IP address for which the client still has the old server’s key.
- Duplicated server identity: Two Droplets present the same host-key fingerprint. This can happen if an image or configuration was copied without unique per-instance host keys, but the warning alone does not establish that this is the cause.
DigitalOcean says of the IP-reuse case: “This happens most often when you’ve destroyed a Droplet immediately before creating and trying to connect to a new one.” See How to Connect to your Droplet with OpenSSH.
Diagnose before changing keys
Record the endpoint and fingerprint
Note the hostname or IP you connected to, the fingerprint in the warning, and which Droplet you expect to reach. Check in the DigitalOcean control panel or through another trusted administrative channel that the address now belongs to that Droplet. If the Droplet was recently replaced or rebuilt and reused an IP, a stale client record is a likely explanation—but verify the offered fingerprint before trusting it.

Compare fingerprints if duplicate server keys are suspected
Use trusted console or administrative access to inspect the configured SSH host public keys on each affected Droplet. Common default key files are under /etc/ssh; DigitalOcean’s SSH authentication troubleshooting guide points to that directory when checking for host-key files. Compare fingerprints for the host-key types both servers offer, using public-key files. Never copy, share, or publish host private-key material.
Confirm the same fingerprint is being compared for the same key type on both machines. Distribution configuration may specify non-default host-key paths, so check the paths configured for sshd rather than assuming every installation uses identical defaults.

Fix a stale known_hosts entry
Use this remedy when the endpoint is confirmed to be the intended Droplet and its new fingerprint has been independently verified. Run the command on the affected client, substituting the Droplet’s IP address:
ssh-keygen -R <droplet-ip>
This removes the matching saved host entry from that client’s known_hosts file. DigitalOcean documents this command for the case where a replacement Droplet inherits an old IP; its rebuild guidance also shows the form ssh-keygen -f <known_hosts-file> -R <droplet-ip>. For a hostname or non-default SSH port, use the same host notation and the relevant file entry that your SSH client uses.

- Remove the old entry on each affected client, not on the server.
- Reconnect to the verified endpoint.
- Compare the newly offered fingerprint with the independently obtained fingerprint for the intended Droplet before accepting it.
Removing a client record changes neither the Droplet’s host keys nor another client’s saved record. Do not accept a new key merely to dismiss the warning when you have not verified where the connection leads.
Rotate host keys that are actually duplicated
If two Droplets really present the same host public-key fingerprint, use a trusted administrative channel such as the DigitalOcean console so the change does not leave you without access. First identify the host-key files configured for sshd. Preserve any configuration or recovery access you need, then move aside or remove only the confirmed duplicated server host private/public key pairs. Do not remove user login keys such as authorized_keys or your administrator’s local private key.

- Keep trusted access open. Confirm you can use the Droplet console or another administrative route before altering host keys.
- Identify the affected host-key pairs. Check the
sshdconfiguration and the corresponding public keys; do not assume all systems use the same paths or key types. - Replace the confirmed duplicates. After removing or moving aside the affected existing host-key files, run the documented generator as root:
sudo ssh-keygen -ADigitalOcean documents this command for generating missing host keys. The OpenSSH manual defines
-Aas generating default host keys if they do not already exist, so running it alone will not replace key files that are already present. - Make the daemon use the new keys. Restart or reload the SSH daemon using the service-management command for the Droplet’s distribution. There is no one command that is appropriate for every distribution; check that system’s service name and procedure.
- Verify the result. Confirm that the daemon is listening and that each affected Droplet now presents its own expected fingerprint. Only then clear the old entry from affected clients and reconnect, verifying the new identity before accepting it.
The OpenSSH ssh-keygen manual documents the behavior of -A. Client-side cleanup and server-side rotation solve different problems: one forgets a client’s old trust record; the other changes the server identity.
Recover when SSH access is unavailable
DigitalOcean’s Recovery ISO guide describes a recovery console for cases where network access is lost or sshd has failed. Its recovery menu includes “Clear out Cloud-Init cached data (will regenerate host ssh keys).” Follow the current console flow, then return the Droplet to booting from its installed system.

While booted into the recovery system, its SSH host keys do not match those of the installed Droplet. Do not treat a fingerprint presented by the recovery environment as the installed server’s identity. Once the Droplet is back on its local disk, verify the installed system’s fingerprint through a trusted channel before accepting it from clients.

Reduce the chance of recurrence
DigitalOcean documents that cloud-init consumes user data during a Droplet’s first boot and can configure the server; see its user-data guide. If matching host keys recur after image copying or automated provisioning, inspect image preparation and first-boot steps to confirm that each instance receives unique host keys. That is a diagnostic lead, not proof that cloud-init or any specific cloning process caused an incident.
