To stream a prerecorded video from a Windows 11 PC, add it to an OBS scene as a Media Source, connect OBS to the stream URL and key from YouTube Live Control Room, then start streaming and check YouTube’s preview. Turn on the source’s Loop option if it should replay. The OBS encoder workflow described here is the same for creators in India, but eligibility is account-specific: confirm that live streaming is enabled in your YouTube Studio account before preparing an event.
1. Check that your YouTube channel can go live
YouTube says live streaming requires a verified channel with no live-streaming restrictions in the previous 90 days. First-time activation can take up to 24 hours, so enable it well before an event. Open YouTube Studio, select Go Live, and follow the prompts to enable streaming if necessary. Check the Live Control Room for your account’s status; the general instructions do not establish that every individual account in India is eligible.
Create or schedule the stream in Live Control Room and keep that page available for the encoder details and incoming preview. YouTube’s setup guidance recommends configuring the encoder at least two hours before an event and starting it at least 15 minutes before the scheduled time.
2. Add the prerecorded video to OBS
- Open OBS Studio and create or select a scene for the broadcast. Scenes hold the sources that make up the stream.
- In the Sources dock, select + → Media Source.
- Choose the local video file. OBS Media Source supports common formats including MP4, MOV, MKV, AVI and WebM.
- Enable Loop in the Media Source properties if the video should restart when it reaches the end. Loop is off by default.
- Check the OBS preview and audio meters. Confirm that the intended video appears and that its audio is present at a sensible level.
For a sequence of files rather than one file, OBS’s VLC Video source can play a playlist and loop it. VLC must be installed for that source. A single Media Source with Loop enabled is the simpler setup for one repeating file.

3. Connect OBS to YouTube Live Control Room
- In YouTube Live Control Room, open the stream you created and locate its encoder connection details.
- In OBS, open Settings → Stream. Select YouTube or YouTube RTMPS if available. Otherwise, enter the server URL and stream key supplied by Live Control Room.
- Use RTMPS when your encoder supports it. YouTube describes it as RTMP carried over TLS/SSL, which encrypts the connection.
- Keep the stream key private. Treat it like a password: do not show it in screenshots, overlays or public instructions. Reset it in YouTube if you think it has been exposed.
4. Choose a stable video and network profile
For an ordinary standard-dynamic-range (SDR) stream, YouTube’s RTMP/RTMPS guidance calls for H.264 video, constant bitrate (CBR), frame rates up to 60 fps, and a recommended keyframe interval of two seconds. Do not exceed four seconds between keyframes. Set the resolution and bitrate using YouTube’s current bitrate recommendations for the resolution you choose, and the upload capacity actually available where the PC is connected.
- Match the source where practical: a higher output resolution or frame rate is not automatically better if the original file or PC cannot sustain it.
- Leave network headroom: YouTube recommends upload bandwidth about 20% above the total stream bitrate. Its guidance states, “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available.” Other devices and traffic on the same connection can reduce what is available to OBS.
- Prefer a reliable connection: Ethernet is an optional way to connect a PC to a compatible router if Wi-Fi is unreliable; YouTube does not require a particular cable or Ethernet setup.
HLS is a separate delivery option, not a prerequisite for this workflow. It may suit HDR or codecs that RTMP does not support, but requires a compatible setup and segmented delivery and has higher latency than RTMP. For a conventional SDR prerecorded video, RTMPS is the simpler encoder path.

5. Test the stream, then go live
- Start streaming in OBS before the event, ideally at least 15 minutes ahead of schedule.
- Wait for the incoming picture in Live Control Room. Read any stream-health messages and check both moving video and audio; do not assume that an OBS preview proves YouTube is receiving a healthy stream.
- If appropriate, use a private or unlisted test stream to check the page and playback before a public event. Verify that the event page is accessible to the intended audience.
- During the event, keep Live Control Room open and monitor audio, video and stream health.
- When the broadcast is over, stop the encoder after the YouTube event has stopped. The OBS source’s Loop option controls whether the local file restarts; YouTube does not automatically loop the file for you.
6. Copyright and reused-content checks
Streaming a file through OBS does not change the rights to its video or audio. Before broadcasting, make sure you have the rights or permission needed for the material, including music, gameplay footage, images and other people’s content. YouTube may identify copyrighted material during a live stream and apply restrictions. A stream being prerecorded or looped does not itself establish permission or make reused content eligible for monetization. Review the channel’s applicable YouTube policies and use the copyright safety checklist as a practical preflight aid.
7. Troubleshoot common problems

For the OBS method, the main practical constraint is whether the connection can sustain the chosen bitrate with spare capacity; there is no India-specific upload-speed figure established here. Check your own connection and use YouTube’s bitrate table rather than assuming a national or provider-wide speed.
