The standard Gym route in the original Pokémon Ruby and Pokémon Sapphire is Rustboro, Dewford, Mauville, Lavaridge, Petalburg, Fortree, Mossdeep, and Sootopolis. The leaders are Roxanne, Brawly, Wattson, Flannery, Norman, Winona, Tate and Liza, and Wallace. Their badges are earned in the same order: Stone, Knuckle, Dynamo, Heat, Balance, Feather, Mind, and Rain.
This guide covers the Game Boy Advance originals, not Pokémon Emerald or the Nintendo 3DS remakes.
Gym order, leaders, badges, and levels
Use the route below to check your next standard Gym stop. The listed levels are the ranges of each leader’s Pokémon in Ruby and Sapphire—not a required level for your own team.

What each badge lets you do
In addition to its battle or obedience effects, each badge grants permission to use a particular HM move outside battle. The permission is separate from the HM itself: you generally need to find or receive the HM as well as earn the badge.

These effects describe the badge permissions and effects listed for the games; they do not mean the badge teaches the move or puts an HM in your Bag.

Where to get the HMs
Several HMs needed for field navigation come from people or locations apart from the Gym that grants permission to use them.
- Cut: Get HM01 from the Cutter in Rustboro.
- Rock Smash: Get HM06 from a resident of Mauville.
- Surf: Receive HM03 from Wally’s father after defeating Norman.
- Dive: Receive HM08 from Steven in Mossdeep.
- Waterfall: Find HM07 in the Cave of Origin.
When you reach a route that seems blocked, check both your badge permissions and whether you have the relevant HM. Having one without the other may not be enough to proceed.

Ruby and Sapphire versus Emerald
In Ruby and Sapphire, Wallace leads the Sootopolis Gym, and Steven is the Champion. Emerald changes both roles: Juan leads the Sootopolis Gym, while Wallace is Champion. If a guide lists Juan as the last Gym leader, it is describing Emerald rather than the original Ruby and Sapphire route.
