Buying a digital game usually gives you a license or platform entitlement to use it, not ownership of its copyright or unrestricted control over it. A disc gives you possession of that physical copy, but it cannot guarantee the game will install, authenticate, update, or remain playable indefinitely. What you can do depends on the game’s terms, its technical requirements, and consumer law where you live.
What does “owning a game” mean?
The phrase can describe several different things. They are related, but one does not automatically give you the others:
- Owning the intellectual property: The game’s copyright and other rights generally remain with the publisher or other rights holders. Buying a copy does not normally transfer those rights to the buyer.
- Possessing a copy: You may possess a disc, cartridge, or downloaded installer. Possession of that medium is distinct from ownership of the game’s copyright.
- Having permission to use the game: A license or other contract sets out what use is allowed and under what conditions.
- Having an account entitlement: A storefront may associate access with an account. That entitlement can be subject to account rules and technical requirements.
For example, Blizzard’s EULA, last revised 21 March 2024, states that use of its platform and games is “licensed, not sold” and that no title or ownership is transferred. That is Blizzard’s contract language, not a universal rule for every publisher or a complete account of statutory rights in every country.
How do digital purchases, subscriptions, and discs differ?
The format alone does not tell you how long a game will work or what you can transfer. Check the specific game, platform, and contract.

These are distinctions to check, not guarantees about every game in a format. The European Commission noted in its 16 June 2026 statement that modern video games often rely on publishers’ servers.
Can Steam remove a game I bought?
There is no sound basis for saying that every digital game can simply be revoked at will, or that every purchase guarantees permanent access. The applicable license and service terms, the game’s technical dependencies, and consumer law all matter. Steam’s published account rule is specific: a Steam account cannot be transferred, and account trading violates the Steam Subscriber Agreement. That rule should not be stretched into a claim that every game entitlement on every platform works the same way.

Before purchase, look for terms on suspension or termination, account access, refunds, and what happens if a publisher or platform ends a service. If access to a particular game is withdrawn or stops working, the terms and facts of that case matter; the storefront label alone does not settle whether a remedy is available.
Does buying a disc mean you own the game?
You own or possess the physical disc as an item, but that is different from owning the game’s copyright or having a guarantee of perpetual play. A disc may require a large download, a launcher, an account, online authentication, updates, or a server-operated feature. If one of those dependencies is essential and unavailable, possession of the disc may not be enough to play.

Before choosing a physical edition, check whether the core game is actually on the disc, whether installation requires internet access, and whether online functions are central to the experience. A disc is useful only to the extent that the game can still run with the media and services available to you.
What happens if a game’s servers shut down?
The answer depends on what the servers do. If they support an essential online mode, authentication, or other required function, shutdown may affect play even when you have a disc or a paid digital entitlement. If the game has a functional offline mode, that mode may remain playable, but this depends on the game’s design and requirements.

In a 16 June 2026 statement responding to the Stop Destroying Videogames European Citizens’ Initiative, the European Commission said that, “at this stage,” it could not propose a legal obligation to keep video games playable after they stop being provided commercially. The Commission also described existing consumer protections and possible proportionate refunds, and said it would engage consumers and publishers by the end of 2026 to explore industry standards. That was the Commission’s position and plan on that date, not a final outcome of that future engagement.

In a 5 June 2024 answer about delisted or disabled games, the European Commission said EU consumer law requires transparency about material aspects of an offer and provides remedies for lack of conformity. It also said EU law does not specify a particular duration for the supply of online video games. A shutdown does not, by itself, establish a legal violation: terms, reasonable expectations, the circumstances of the case, and national implementation can matter. National courts and administrative authorities handle individual disputes.
What does California’s digital-goods disclosure law do?
California Business and Professions Code § 17500.6, effective 1 January 2025, restricts sellers from using “buy,” “purchase,” or similar ownership-implying language for revocable digital goods unless they take specified disclosure steps. Digital applications and games are among the covered goods. The law includes an exception where the seller makes the good available for permanent offline download to external storage for use without internet access.
This is a disclosure rule, not a general guarantee of long-term game support or a transfer of copyright. Its scope is California-specific, and the offline-download exception does not make every digital game equivalent to a physical copy or preserve online features that depend on a service.
What should you check before paying?
- Read the relevant terms. Check the publisher’s license and store or subscription agreement for duration, suspension or termination, account transfer, and refund procedures.
- Check access requirements. Confirm whether the game needs a particular account, launcher, DRM or authentication check, internet connection, or publisher-operated server.
- Find out what you can retain. For a digital copy, determine whether the installer or complete playable game can be downloaded and kept offline under the store’s terms. For a disc, check whether the core game is on the media or requires a download.
- Assess offline play. Look for whether authentication is required at launch and whether offline play remains possible after setup. Do not infer this from the presence of a disc or a “purchase” button.
- Check local consumer rights. In the EU, review the pre-contract information about digital-content functionality and interoperability. In California, look for the required disclosure when a revocable digital good is marketed with ownership-implying terms.
A portable SSD or USB drive can help retain an installer only when the store permits a permanent offline download to external storage. It cannot restore a shut-down server, remove DRM, make an online-only game playable, or change the license.

What is the safest way to think about a game purchase?
Treat “buying a game” as a purchase of a particular kind of access, not as a promise that every part of the game will remain available forever. Before paying, identify what is licensed, what is tied to an account, what can be kept offline, and which services the game needs. For a specific dispute, check the current terms and law that apply to your country and platform; this general explanation is not an individual legal conclusion.
