Cyberpunk 2077 is the strongest documented pick if you want to build outfits without changing your gear’s stats. Its Wardrobe separates clothing appearance from equipped clothing, while Update 2.2 added more than 100 customization options for V. Hogwarts Legacy, Elden Ring, and Skyrim are worth considering for different open-world RPG tastes, but the available sources do not establish that their outfit systems match Cyberpunk 2077’s.
What makes outfit customization feel deep?
“Character customization” can mean several different things, and one feature does not prove another. For outfit-focused play, look at how many pieces or looks you can collect and combine, whether appearance can be separated from equipment stats, and how much control you have over visible traits such as hair, face, tattoos, or body details. It also matters how often you see your character during play.
This distinction is especially useful when comparing games: a detailed character creator is not the same as a large clothing wardrobe, and neither automatically means the game has a transmog system. The clearest evidence in this shortlist concerns Cyberpunk 2077; the other games are alternatives, not a verified ranking of outfit depth.
Best-supported pick: Cyberpunk 2077
Cyberpunk 2077 has the most clearly documented outfit system among these options. Its Wardrobe lets you create outfits that change the appearance of clothing without changing the stats of the clothes you have equipped. You can activate outfits from Inventory, and clothing vendors provide access to Wardrobe.

That separation matters because clothing is mostly cosmetic after Update 2.0 moved armor primarily to cyberware. You can choose a look for V without treating the visible outfit as a direct statement of your character’s clothing stats.
Outfits and character appearance are separate kinds of customization
Update 2.2, announced by CD PROJEKT RED on December 10, 2024, added more than 100 customization options for V. Examples include eye colors, makeup, tattoos, cosmetic face cyberware, and a character-creator-style slider. That figure counts customization options; it is not a count of outfits.

In practice, the appeal is a combination of appearance controls and a Wardrobe system—not a claim that every possible layer or clothing combination is available. If your priority is changing how your character looks while keeping equipped clothing stats independent, this is the clearest recommendation supported by the available feature information.
Edition and platform
CD PROJEKT RED describes Cyberpunk 2077: Ultimate Edition as including the base game and Phantom Liberty, and lists PC, PlayStation 5, and Xbox Series X|S availability. Editions and platform support can change, so check the current listing for your platform before buying.

Open-world alternatives
These games may suit players who want a different setting or style of RPG, but the sources available here do not provide a consistent, directly comparable feature matrix for their outfit systems.
Hogwarts Legacy
The official site describes Hogwarts Legacy as an open-world action RPG. It is a reasonable alternative if you want a fantasy setting and character or gear customization, but the available official information does not establish an outfit system equivalent to Cyberpunk 2077’s Wardrobe.

Elden Ring
PlayStation’s open-world guide includes Elden Ring, and a customization roundup also lists it as a character-customization candidate. Consider it if open-world RPG play and character or equipment options matter more than a verified clothing transmog feature set; a like-for-like comparison of outfit controls is not established here.
Skyrim
Skyrim also appears in the customization roundup, making it an option to consider if you are looking for an open-world RPG with character and equipment choices. The available sources do not establish a directly comparable outfit-transmog feature set, so it cannot be ranked against Cyberpunk 2077 on clothing depth here.
