Steam Cloud is game-specific, and Steam’s Backup feature generally backs up installation files—not necessarily save files—so neither should be treated as a complete save backup.
Know what each kind of Steam backup protects

Back up saves before reinstalling or changing PCs

Check the game’s Cloud support
Open the game’s Steam Store page and look for the Steam Cloud logo. Treat it as a clue, not proof that all saves are covered. If you need to know whether a particular save or operating-system version syncs, check with the game’s developer or community; coverage is determined game by game. Steam Cloud support

Let Steam sync on the old PC
Connect the old PC to the internet and allow Steam to synchronize. Confirm that the game has finished syncing before you proceed. If Steam reports an error, resolve it before launching the game: playing while synchronization is unresolved can create a conflict and risk losing progress. Identify the game’s save location
Start with Steam’s default local Cloud folders, but do not assume they contain every live save. The documented locations are:

Inside
userdata, account folders contain game folders identified by AppID. Those paths concern local Steam Cloud files, not a universal location for all games’ saves. Steam notes that many third-party games that do not save to Steam Cloud may store saves under WindowsDocumentsMy Games, but each developer decides where its game writes saves. Copy the actual save folder separately
Copy the identified save folder to a separate safe location, such as another drive. Keep its folder structure intact, and check dates before replacing or overwriting an existing copy. If Steam Backup identifies a custom save folder, such as

Verify the copy before removing the old installation
Steam advises testing backups because interruptions or interference from other applications can prevent a backup from being created successfully. Keep the original files on the old PC until you have confirmed that the copy exists and the game loads the expected progress on the destination PC. Steam Backup instructions
Restore saves on the new PC

Allow Cloud synchronization to finish
Install or open Steam on the new PC, connect to the internet, and let Steam Cloud sync if that game supports it. If Steam presents a conflict, compare the displayed dates with your recent play history before choosing a version. A conflict means local and Cloud files differ because they were changed in two places without synchronization. Steam Cloud support

Restore your separate copy when needed
If Cloud does not include the save you need, restore the copied files to the game’s save location specified by its developer. Avoid blindly overwriting files: compare dates and retain the copies you may need until you have verified the result in-game.

Open the game and check progress
Load the game and confirm that the expected save, character, or campaign progress is present. Do not erase the original PC’s files until that check succeeds.

If a save is missing or Steam shows a conflict
Do not keep launching the game while a sync error or unresolved conflict remains. Review the available timestamps and your play history to determine which copy contains the progress you intend to keep. If the old PC is available, its local save may still be present and may be able to sync when Steam is online. Steam Support states that it cannot recover lost saves or resolve Cloud conflicts; some non-Cloud saves may be unrecoverable if the old machine is no longer available. Steam Cloud support
