Can Solar Panels Cause Glare? How Reflection Risks Are Assessed

Solar panels can reflect sunlight despite anti-reflective surfaces. Learn the difference between glint and glare, what a site-specific assessment checks, and why airport projects have separate FAA considerations.

Yes. Solar panels can reflect sunlight, even though they are designed to absorb it and often use anti-reflective glass or treatments to reduce reflection. Whether that reflection creates a problem depends on the sun’s position, the panel’s angle and location, and whether the reflected light reaches someone or something sensitive at a particular time.

Glint and glare are different

Draft UK planning guidance uses glint for a momentary flash caused by direct reflection of the sun from a panel. It uses glare for a continuous source of excessive brightness experienced by a stationary observer in the reflected-light path. In everyday terms, glint is a brief flash; glare is a sustained brightness that may interfere with looking at or performing a task.

These terms describe different experiences, not a guarantee that every reflection is hazardous. A project assessment considers where the reflection goes, when it occurs, and its likely intensity and duration.

Why reflection risk depends on the site

A panel’s anti-reflective surface can reduce reflection, but it cannot establish that reflection is impossible. The relevant question is geometric: at a given time, can sunlight hit a panel at an angle that sends a reflection toward a receptor such as a home, road, workplace, or airport activity area?

The sun’s position changes through the day and across seasons. Fixed panels maintain their orientation, while tracking panels move; that movement can change the times and directions of potential reflections. Frames, supports, and other reflective components may also matter. The same panel surface can therefore present different potential effects at different locations and times.

A 2019 draft U.S. Department of Energy environmental assessment for a specific Los Alamos project described panel reflectivity as comparable to still water and below that of standard glass and steel. It also said anti-reflective coatings and treatments reduce glint by increasing absorption. That project-specific comparison is context, not a universal reflectance specification or proof that every installation is harmless to every nearby receptor.

How a glare assessment is carried out

1. Identify receptors

Start by mapping the places where reflected light could matter: occupied buildings, roads, work areas, airport facilities, or other locations where people need to see clearly. Draft UK planning guidance recommends this qualitative receptor review before deciding whether more detailed analysis is needed.

2. Check the reflection geometry and timing

For each receptor, assess whether the sun, panel surface, and observer can line up to create a reflection path. A useful analysis considers when that path may occur, how long it may last, and the angle and likely intensity of the reflection. It should account for panel orientation and, where relevant, tracking operation and seasonal changes.

3. Choose an analysis method suited to the project

FAA airport technical guidance says the appropriate level of analysis depends on the site and system design. Possible approaches include a qualitative review with air traffic control, pilots, and airport officials; a field demonstration using panels at the proposed site; or geometric analysis that predicts when reflections could reach a fixed receptor. These methods answer related but different questions:

Qualitative review Identifies receptors and potential concerns through review with relevant people, such as airport officials and pilots for an airport project. Does not by itself quantify every reflection’s timing, duration, or intensity.
Field demonstration Lets observers assess reflection using panels at the proposed site. Observations depend on the conditions and times represented in the demonstration.
Geometric analysis Predicts whether and when a reflection could reach a fixed receptor, and can support evaluation of potential impact. Predictions depend on the site and system details used in the analysis; they are not a universal result for all projects.

Draft UK planning guidance describes a qualitative receptor review as a starting point and says quantitative assessment, where needed, should examine geometric possibility and potential impact or impairment using angle, duration, and intensity. FAA guidance also notes that larger reflective surfaces increase the likelihood of glare impacts, while the actual result still depends on site geometry.

4. Compare design alternatives and mitigation

If an assessment identifies a potential reflection path, project teams can compare alternatives such as panel orientation or layout. Compare whether each option still directs reflection toward a receptor, the time and season of possible exposure, duration and likely intensity, fixed-tilt versus tracking operation, and the effects of surface treatments or other reflective components. Any change should be evaluated against both glare risk and energy generation; a mitigation measure cannot be assumed to work without checking the actual reflection path.

The U.S. Department of Energy’s 2013 description of Sandia’s Solar Glare Hazard Analysis Tool said it could identify potential glare by time and season through the year and evaluate alternative designs and layouts. DOE procurement guidance now points to a tool hosted by Sims Industries. Those references do not establish the historical Sandia-hosted tool’s current availability or licensing status.

Airport projects have separate FAA considerations

The FAA’s May 2021 policy announcement applies to proposed solar systems at federally obligated airports with control towers; it is not a general rule for residential installations. Under that policy, those airports must file Form 7460-1 with a statement that the project will not cause visual impact. The FAA relies on the airport to confirm that sufficient analysis has been completed and expects impacts discovered after construction to be mitigated at the airport’s expense. Anyone planning a live airport project should confirm current agency requirements rather than rely on the announcement alone.

FAA technical guidance describes possible consultation with air traffic control, pilots, and airport officials, as well as field demonstrations and geometric analysis. Which approach is appropriate depends on the site and system design.

What human-factors evidence does—and does not—show

A 2015 FAA simulator study exposed general aviation pilots to simulated glare from halogen lamps at four angles—0, 25, 50, and 90 degrees left of straight ahead—and for 0, 1, or 5 seconds. Researchers reported significant main effects of duration and angle: perceived impairment was worse with longer exposures and sources nearer straight ahead. This was a simulator experiment with subjective impairment ratings, not a field study of a particular solar farm.

A separate FAA Office of Aerospace Medicine report from 2003 classified natural sunlight glare as a contributing factor in 130 accidents during the 1988–1998 study period. That figure concerns natural sunlight glare; it does not count accidents caused by solar panels. Neither finding establishes that a particular array caused an incident.

What to do if a reflection is affecting you

  1. Record the circumstances. Note the affected location, date, time, duration, direction of the light, and what activity is affected. If the pattern changes by season, continue logging observations rather than assuming one day represents the year.
  2. Identify the likely receptor and source. Describe where the reflection is experienced and, if known, which installation or panel area may be involved. Avoid treating an unverified source as confirmed.
  3. Contact the relevant project party. Share the observations with the installer, project owner, or local planning authority and ask whether a site-specific reflection assessment is available or required.
  4. Check applicable requirements. Requirements depend on location and project type. DOE procurement guidance advises checking module glare requirements, particularly near airports, and obtaining relevant tenant and neighbor approvals; this is practical screening advice, not evidence that every home installation requires a formal glare study.

For a new project, raise nearby receptors and potential reflection paths during site planning, before layout decisions are fixed. For an existing installation, dated observations help the responsible party assess whether the timing and geometry are consistent with a panel reflection and whether a design change or other site-specific response is warranted.
